The contract is a firm-fixed price commercial services acquisition issued by the General Services Administration on behalf of the United States Air Force Pacific Regional Support Command. Questions must be submitted by Wednesday, January 28, 2026 at 3:00 PM EST to rhiannon.martin@gsa.gov with a copy to huy.le@gsa.gov. Offers are due by Wednesday, February 4, 2026 at 3:00 PM EST and must be submitted via email to the same addresses. The period of performance is February 12, 2026 through August 11, 2026 (180 days).

The statement of work requires a licensed professional land surveyor in Hawaii to conduct a comprehensive boundary survey including coordination and data collection, boundary research, control and boundary study, location survey, AutoCAD mapping, legal descriptions, and mobilization. Deliverables include draft surveys in PDF format and legal descriptions in Word format within 90 calendar days of award, with final deliverables due 15 days after receiving government comments. The contractor must provide three copies with original signatures and photographs in both Adobe PDF and AutoCAD formats. A post-award kick-off meeting is required within seven calendar days, and weekly progress updates via email are mandatory. The contract evaluation criteria rank price as more important than non-price factors, with evaluation based on price, approach, past experience and performance, and key personnel qualifications. At least one team member must be licensed as a professional land surveyor in Hawaii. The contracting officer is Rhiannon Martin (rhiannon.martin@gsa.gov), and the contracting officer's representative is Anita Lee (anita.lee@gsa.gov).
