Asbestos/Lead Abatement and Mold Remediation Services for Region 7
Solicitation No. 47PH0822R0011
Amendment 0001
Attendees:
Christine Maas-Coller - Border Demolition and Environmental, Inc.
Caroline Crosson - Inspection Experts Inc.
Bonnie Solis - Border Demolition and Environmental, Inc.
Shirley Christensen – RNDI Companies, Inc.
Q: During the pre-conference meeting on April 13, 2022, it was mentioned that 51% of the work was to be self-performed by the prime contractor.
Can you please verify this statement as we were not able to locate a reference on the solicitation document?
A: This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Page 46 of the Agreement list the following clause by reference: 52.236-1 Performance of Work by the Contractor.
Here is the full text: PERFORMANCE OF WORK BY THE CONTRACTOR (APR 1984)
The Contractor shall perform on the site, and with its own organization, work equivalent to at least fifty-one (51) [insert the appropriate number in words followed by numerals in parentheses] percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government.

Questions & Answers:
Q: Also, can I get an attendance list?
A: List attached to amendment.
Q: Can we submit a bid for only the mold portion? We are not licensed asbestos contractors in region 7. We are interested in the mold remediation part of the bid.
A: Unfortunately, we are seeking an all-inclusive vendor that can provide both asbestos and mold as well as lead paint abatement services as a single stand-alone contact award.
Q: Can we submit a proposal for mold remediation only as we are unlicensed for the other tasks?
A: We are looking for a firm that can accommodate mold, lead, and asbestos. However, firms have the option to partner with another firm that can accommodate what the other is lacking a license for.
Q: Did I hear you mention that preference is to contractors in the area?
A: Yes, we prefer to have them in our region due to travel costs and quick turnaround times. However, location alone should not discourage a firm from submitting a proposal.
Indicate a plan in the proposal to accommodate short turnaround times if not located within the region.
Q: So, there is an advantage to having a subcontractor in the area if the prime contractor is not?
A: Yes, but keep in mind that the prime contractor is the one that will hold the contract not the sub. According to the contract, the prime must also complete at least 51% of the work.
