Questions:
1. Q-Who is the incumbent of this IDIQ Contract?
A-POND FSB
2. Q-Are you aware of the SBA size standard changes and is going to impact this procurement or NAICS Code?
A-Will not impact because it is open to all business.
3. Q-Please clarify the cascading method.
A-Proposals received from small businesses will be evaluated first to determine whether there are at least three small businesses capable of performing the requirement. If the evaluation board concludes that there are less than three technically acceptable proposals from small businesses, then the board will evaluate all the proposals received, including any technically acceptable proposals received from small businesses.
4. Q-Has the cascading method been used before?
A-Yes.
5. Q-Will there be three awards for this contract?
A-No, this is a single award contract.
6. Q- Are there any sustainability requirements or goals in the scope of work?
A-It is something that is graded favorably in the evaluation but there is no stand-alone feature. It is blended into other evaluation criteria.
7. Q- Will the attendees list be available?
A-Yes. Please see the top of this page.
8. Q- Why is the requirement placed under the Architectural Services NAICS code
(541310) and not under Engineering Services NAICS (541330)?
A-At this time the NAICS code will remain what is in the current solicitation. The current
NAICS code is 541310 - Architectural Services. In the past we have had engineering firms be the prime and teamed with architects, but the engineering firm would have to have the 541310 NAICS in its SAM profile. Engineering firms acting as the prime contractor may subcontract with architect firms, but the prime contractor must have the
541310 NAICS code in their SAM Registration and meet the small business size standard for it.
9. Q-Can you speak to the 35% of the work being performed from within the geographical delineated areas of the contract?
A-The firm should demonstrate knowledge of local conditions within the geographical area including tactical, operational, strategic issues for all areas of construction related to the key disciplines as well as design and bidding. This will include everything from supply, labor force, and weather to the local construction climate’s impact on cost estimating. Discuss how key team members can conduct pre-design site review of the proposed work without incurring extra cost to the government for travel.
10. Q-Are you okay with Teaming Arrangement within the geographical delineated areas?
A-Teaming and JV are acceptable but must be clear stated in proposal/SF330 submissions.
11. Q-The synopsis, page 5, requires us to include Resumes of Key Personnel Proposed for this Contract. It states that “Only a few individuals in the lead firm and prime consultants will work with the GSA team members on a regular basis. GSA considers these individuals as the ‘Key personnel’.” The synopsis includes examples including the
Project Manager, Primary Spec Writer and Constructability Coordinator, Historic
Preservation Specialist, Prime: Civil Engineer; it also states that the Lead Architectural
Designer, Lead Engineering Designer, and the Primary Point of Contact are explicitly required. In order to provide equitable evaluation between Offerors, we request that GSA provide additional definition of which positions, exactly, are considered “Key
Personnel”. Are the three explicit positions (Lead Architectural Designer, Lead
Engineering Designer and Primary Point of Contact) the only ones required?
A-Key Personnel is anyone who will be directly involved in providing the contract services and have direct responsibility for accomplishing the task orders. Important team members or consultants that would have a primary but not regular role can be placed after the initial “KEY” designation. It is only required that you include the Lead Architectural
Designer, Lead Engineering Designer and the Primary Point of Contact that would be responsible for managing this contract and assigning task orders in Section E. It is recommended that personnel directly responsible for work submitted in Section F should also be included in Section E.
