Questions:
1. Q: Is it permissible to submit a response to the synopsis as both a prime, and as a member of a team?
A: Yes. An entity may submit a proposal as a prime and submit a proposal as part of a joint venture.
2. Q: Can you address if this contract will be for the entire State of New Mexico or will the West Texas Zone IDIQ serve southern New Mexico?
A: This contract will serve New Mexico as its primary zone with the other zones in GSA Region 7 serving as secondary zones.
3. Q: Who is the current incumbent and what is the period of performance of the contract?
A: Hartman + Majewski (The Design Group) is the incumbent contractor. The period of performance is one base year and four one‐year option periods.
4. Q: How many awards are there available under this requirement?
A: This is a single award requirement.
5. Q: Do you have a record of the scopes of work and types of projects?
A: Projects that may be awarded under this IDIQ include the disciplines found in the Synopsis.
Additionally, www.fpds.gov may be used as a tool to search for specific projects that were awarded under the current IDIQ.
6. Q: What is the contract number for the current contract?

7. Q: For the Experience and Past Performance sections, are submittals requiring PPQs or other formats?

A: We are open to whatever format is available to demonstrate a firm’s experience and past performance.
8. Q: For Section B, is GSA requiring the supplemental A/E lookup table to be submitted with the proposal or is that discussed after award with the awardee?
A: GSA will discuss the lookup table with the apparent awardee later in the procurement process.
9. Q: Will the slides today be shared with attendees?
A: No, all the information presented today is found in the synopsis.
10. Q: Several RFPs have recently been issued by GSA with similar scope (West Texas, South‐Central Texas, etc.). Can an awardee be selected for awards in multiple zones, or does GSA envision awarding each zone to a different small business?
A: Firms could potentially win an award in all the zones that recently have been posted to www.sam.gov. An offeror’s award or potential award in another zone is not an evaluation factor.
11. Q: Do you want to see subcontracting disciplines or partners in the proposal?
A: Offerors should follow the guidance in Section 4. Submission Requirements of the Synopsis regarding consultants.
12. Q: If we go in as prime and are invited as a teaming arrangement would that be acceptable to submit 2 proposals?
A: Yes. An entity may submit a proposal as a prime and submit a proposal as part of a joint venture.
13. Q: Can a firm be a prime; and also a subconsultant on another team?
A: Yes.
14. Q: Are joint ventures and Teams allowed? Can 8a and Mentor Protege organizations participate?
A: Yes.
15. Q: Will fire protection documents need to be stamped by licensed fire protection engineers?
A: Yes.
16. Q: Our prime firm is in Dallas, Texas with a remote office in Denver. Would these areas be considered as “geographical delineated” to this solicitation? During the meeting, it was relayed that the majority of the projects will be in New Mexico, with the opportunity to take projects from adjoining states (Oklahoma, Texas, Arkansas, and Louisiana). I would assume that we are in the appropriate geographical area, but I wanted to take a moment to confirm with you.
A: There is no requirement to have an office in the geographical delineated area. As stated in
Sections 3 and 4 of Synopsis, “The evaluation will consider the team’s ability to accomplish at least 35 percent of the required A/E services by a firm located within the geographical delineated area. The evaluation will also consider knowledge of local conditions within the geographical area including tactical, operational, strategic issues for all areas of construction related to the key disciplines as well as design and bidding. This will include everything from supply, labor force, and weather to the local construction climate’s impact on cost estimating.
There will also be consideration given to how key team members can conduct pre‐design site review of the proposed work without incurring extra cost to the government for travel.”
