PRE‐PROPOSAL CONFERENCE Q & A‐ AE South Central Texas 47PH0822N0001 held on 12/14/2021

Q1: What is the deadline for submitting synopsis questions?

A1: The deadline to submit questions is December 22, 2021 @12:00pm CST.

Q2: For estimating services ‐ is the government looking for professions with specific certifications?

A2: No.

Q3: In terms of evaluating past performance ‐ what contract size/value will the government consider as a minimum for a "project of similar scope and size"?

A3: As mentioned in Section 4 of the Synopsis, Section F of the SF330 should include projects that “demonstrate ability to successfully accomplish a wide range of project types, sizes, and budgets.”

Q4: For the listing shown in the RFQ, it goes into a listing of federal buildings, etc. Is that a listing of priority (ranking)?

A4: No, this is not an order of priority or preference. Note that Synopsis Section 3. (b) Experience, Performance, Technical Ability and Professional Acumen states “Experience with the U.S. Customs and Border Protection, Courts and U.S. Marshals will receive more favorable consideration in the evaluation.”

Q5: SBE Requirements as it relates to this re‐procurement?

A5: The procurement is considered “Cascading”, which means if at least three (3) small businesses are determined highly qualified, then the entire procurement will be set‐aside for small business. If not, the procurement will consider both large and small businesses.

Q6: What personnel should we submit resumes for?

A6: It is at the discretion of the offering firms to submit the personnel that would give them the most competitive advantage in this procurement.

Q7: Is this a new requirement or a re‐procurement?

A7: This is a re‐procurement.

Q8: Any teaming arrangements/preference?

A8: It is at the firm’s discretion to decide on what is the most favorable and presentable arrangements as it relates to the synopsis information.

Q9: Who is the incumbent?

A9: CTA, Inc.

Q10: On the SBE front, any further delineation, or details for WOSB, Minority‐owned, SDVOSB or ISBEE / "Buy Indian"?

A10: No.

Q11: The synopsis includes various types of projects. Is there a ranking relevancy?

A11: No type of priority / ranking. Just types of projects to be expected.

Q12: What % of Land Port of Entry (LPOE) awards may be used for this zone?

A12: While GSA Region 7 services a large number of LPOEs, this zone does not encompass any counties that include LPOEs. However, the Government may make a task order award to the winning contractor in this zone for work performed on LPOEs, if the Government indeed determines it to be in its own best interest to do so. Because this is an indefinite delivery indefinite quantity contract, there is no guarantee that any work will be performed on LPOEs.

Q13: Are there size standards for similarly sized projects?

A13: No. As mentioned in Section 4 of the Synopsis, Section F of the SF330 should include projects that “demonstrate ability to successfully accomplish a wide range of project types, sizes, and budgets.”

Q14: Is there United States Department of Veterans Affairs (VA) work (task orders) expected for this contract?

A14: There may be. There has been VA work in the past, but future VA work would depend on need.

Because this is an indefinite delivery indefinite quantity contract, there is no guarantee that any work will be performed for the VA.

Q15: How should we address the Supplemental A/E lookup table?

A15: The A/E lookup table shall be included and addressed during the Request for Proposal phase of this procurement.

Q16: What percent of courthouse work do you see coming out?

A16: GSA Region 7 services a large number of federal courthouses. Because this is an indefinite delivery indefinite quantity contract, there is no guarantee that any work will be performed on federal courthouses.

Q17: Would a firm that specializes in architectural and engineering building envelope services be a good fit for the prime firm for this proposal or should we submit as a sub‐consultant?

A17: It is up to the AE firm to come up with the most advantageous teaming or partnering agreements to make its proposal competitive.

Q18: SF330 Section H. From a structural engineer point of view, is it worth our time?

A18: We are generally looking for teams that can do all of the work, but structural engineering is definitely a part of it. We will not dictate how teams get put together, we look at everything as a whole.

Additionally, Management Plan is an element of evaluation. Be sure to put some thought into the way the team is put together.

Q19: Can you define "a significant" number for SBE participants regarding the cascading method of procurement?

A19: Three (3).

Q20: Is the AE firm required to include specific consultants on their team?

A20: No.

Q21: What is the current contract number that the incumbent is working under?

A21: IDIQ contract 47PH0817D0014.

Q22: The referenced AE Fee Supplemental Look‐Up table is very challenging with low fee %'s ‐ have those been revised recently?

A22: No, but we are continually reviewing this table.
