Questions and Answers:
1. For Section F – do you want only specific projects/task orders or can we use an IDIQ contract with multiple task orders?
Answer: A firm can use IDIQs, but maybe not put all of your emphasis on them. We want to know about details on individual projects. Detail the individual projects first and then add the IDIQ(s) as the last few.
2. Will only one IDIQ be awarded from this synopsis/solicitation?
Answer: Yes.
3. Can we add pictures/add color to Section F?
Answer: Yes.
4. Can we extend Section F projects to multiple pages?
Answer: Section F allows for multiple pages; however, try to limit the number of pages.
5. Can we use 11x17 size for the org chart?
Answer: Yes. All submittals need to be electronic. No hard copies.
6. Is there a need for environmental specialists?
Answer: No.
7. Will we be provided an anticipated time frame between the completion of the estimate to construction start?
Answer: Work with the Project Manager because they should provide that information with the project details on the specific task order.
8. There is a note about the subcontracting plan in the synopsis/solicitation. Do we submit our sub consultants now?
Answer: Your entire team is to be submitted on the SF330 that is due on December 11, 2017. The subcontracting plan only applies if you are the firm that is selected for award and are a large business.
9. How does Design Excellence apply to this IDIQ?
Answer: We want firms to strive towards this for all types of projects. Keep in mind the big picture of the overall project. Design Excellence does not have to apply to only new buildings.
10. What is the reality of awarding to an out of state firm?
Answer: Firms should explain in their management and/or communication plans on how you will handle task orders since you are out of state. How will you get boots on the ground? Also, please note Section 3, paragraph e – Location in and Knowledge of Geographical Area.
11. Clarify the cascading method.
Answer: This is an unrestricted procurement; however, only small business submittals will be reviewed first. If there are not three or more small businesses whose submittals are deemed technically qualified by the board to move forward, then the large business submittals will be reviewed.
12. Is the current contract holder a small business?
Answer: Yes.
13. Who is the current contract holder?
Answer: VAI
14. Based on the information provided it does not seem like there is a whole lot of civil work. What are you looking for when it comes to key personnel?
Answer: Some civil work may be required for any Land Ports of Entry work, but the majority of the work required under this IDIQ is for courthouses, post offices, and social security. There may be an occasional parking lot.
15. We have experience with LEED Platinum on projects that are above the small projects threshold. Would you want to see this?
Answer: It is up to you. Use your best judgement.
16. Explain the Look Up Table.
Answer: It is only used for design work and for construction projects under $2M. It is a tool to simplify our task order process. It is based on the estimated construction cost at award and the project type (simplistic, average, complex).
17. (General) When is the last day to submit questions?
Answer: The synopsis/solicitation closes on December 11, 2017 at 3:00 PM Central.
The last day to submit questions is on Wednesday, November 29, 2017 at 12:00 PM Central.
