Gallup Fire Alarm RFI’s
1. Are there as-built fire alarm plans for purposes of confirming new locations vs existing?
Answer: There are no as-builts.
2. Are there as-built ductwork (HVAC) plans to reference the smoke dampers to confirm how many are tied into the new FA system?
Answer: No, this is to be confirmed with job walk
3. Is there an asbestos report to provide?
Answer: Floor tiles and Boiler Flue have been identified as containing Asbestos
Per Asbestos Building Re-Inspection Gallup Federal Building Dated 2019, “Non-ACM Materials This category includes materials that were considered suspect and were sampled during this re- inspection or during prior surveys and were not found to be asbestos containing:
Acoustical ceiling tile and ceiling tile mastic, wallboard (sheetrock) joint compound, texturing, duct insulation, sealants (white), cove base and mastic, mechanical pipe fittings, insulation, roof drain insulation, domestic water fitting insulations. plaster, and caulking.”
4. The mastic on the suspended acoustic tile could potentially be hot. Will GSA abate? Or is this to be part of the scope of work?
Answer: Asbestos Abatement is not part of this work.
Per Asbestos Building Re-Inspection Gallup Federal Building Dated 2019, “Non-ACM Materials This category includes materials that were considered suspect and were sampled during this re- inspection or during prior surveys and were not found to be asbestos containing:
Acoustical ceiling tile and ceiling tile mastic, wallboard (sheetrock) joint compound, texturing, duct insulation, sealants (white), cove base and mastic, mechanical pipe
5. The existing generator is not tied into the FA system. Is the generator to be tied into the FA system?
Answer: No the fire alarm system will not be tied into the generator.
6. Currently the building has a combination of surface mounted and in the wall conduit. Is exposed/surface mounted conduit acceptable throughout?
No: See item 7 below
7. If all conduits cannot be surface mounted, then provide a floor plan showing which walls are masonry vs gyp board.
Answer: The intent is that conduit be concealed above the ceiling, any exceptions would be reviewed on a case-by-case basis. It should be clarified that the use of FMC or MC cable is permitted to be used above hard ceilings as noted on dwg FA-1 General Note 11.
8. In lieu of patching the gyp board, can cover plates be used and painted to match existing walls as they are currently? Answer: Yes
9. The conduit is called for red painted conduit. Is it to be painted to match the wall like it currently is or is it to remain “red”?
Answer: The intent is that conduit be concealed above the ceiling, any exceptions would be reviewed on a case-by-case basis. It should be clarified that the use of FMC or MC cable is permitted to be used above hard ceilings as noted on dwg FA-1 General Note 11.
10. The new system is to be fully functional before disconnecting and removing the existing system. The Lobby has granite walls with a pull station and an annunciator. How are these areas to be patched once the new system is operational?
Answer: these specific devices mentioned are to be replaced in the same location. Conduit & wire are to be run to the location and these devices will be exchanged just prior to new system testing.
11. GSA will need two additional phone lines to operate the new system. Is this anticipated?
Answer: use existing phone lines
12. Is GSA carrying a contingency for inflation? Answer: GSA is asking you to bid the project,
13. Fire Alarm Plans Sheet FA-1 general note 2 lists all wiring to be 14 AWG FPLP 2 Conductor cable. This is not a typical requirement for fire alarm systems, typical for SLC is 16 AWG, can cabling be sized based on voltage drop calculation requirements? Answer: No
14. Fire Alarm Plans Sheet FA-1 general note 5 “Voice intelligibility will be field verified”
Document C101-SB-GC/October 2020, the agreement, page 4 “provide a minimum common intelligibility scale rating of 0.07.” What is the preferred measurement clarification (DB, Dba?)/tools. What are the documentation requirements of the measurements recorded?
Answer: Dba will be measured with a decibel meter. Intelligibility will be measured with a speech intelligibility meter.
15. Fire Alarm Plans Sheet FA-1 General Note 15 states new pull station to be installed in same location as existing pull station. Scope of work 9.2.1.2 states no portion of the existing building fire alarm system shall be permanently taken out of service until the new fire alarm system has been installed tested and accepted by the GSA Fire Protection Engineer. Which directive should we follow?
Answer: these specific devices mentioned are to be replaced in the same location. Conduit & wire are to be run to the location and these devices will be exchanged just prior to new system testing.
16. Fire Alarm Plans Sheet FA-2 office 113 No smoke detector shown on plans, NFPA 72 requires a smoke detector mounted above the FACP. Do you want one added?
Answer: These plans are conceptual; it is the contractors job to provide a complete system following all code requirements as well as these contract bid documents (dwg’s and specifications.
17. Fire Alarm Plans Sheet FA-2 mechanical space by corridor 107 shows 2 AHU smoke detectors. 3 Duct detectors are currently installed, one per duct. Maintain what is on the plans or install 3 Duct detectors?
Answer: FA-1 shows a smoke detector in the air plenum of the air handler unit.
18. Fire Alarm Plans Sheet FA-2 telephone equipment 103B no smoke shown on plans. Existing building has a smoke detector installed in room. Install a new one?
Answer: No
19. Fire Alarm Plans Sheet FA-2 Lobby, Pull station is located more than 5’ from egress doors.
Install new pull station as plans show or as code dictates?
Answer: Pull stations in the lobby are to be installed in same locations as existing.
20. Fire Alarm Plans Sheet FA-2 No smokes are shown in the elevator pit, install for proper elevator alternate floor operation?
Answer: Do not put a smoke detector in the pit.
21. Fire Alarm Plans Sheet FA-2 HVAC smoke detector detail shows smoke detector installed in duct. Can industry standard Duct Detectors be used in lieu of shown detail?
Answer: Details show the smoke detector inside the air plenum of the air handler. This is the preferred method, however if for some reason this cannot be done this way due to physical constraints or possibly a humidifier setting off the smoke detector a duct detector will be fine.
22. Fire Alarm Plans Sheet FA-2 Tamper switch shown outside of mechanical room in parking structure. What is this for, there were no existing valves on the suppression system?
Answer: Please note that these dwgs are to communicate a design intent and are not shop dwgs. In this case we may have an extra device. Please note that the contractors are responsible for a complete fire alarm system following all NFPA 72 requirements as well as these dwgs. and specifications.
23. Fire Alarm Plans Sheet FA-3 Soils building and Laboratory, can a NAC extender and NODE be added in this building to limit circuit lengths?
Answer: Yes
24. Fire Alarm Plans Sheet FA-4 Penthouse, there is only one speaker strobe shown on plans.
Document C101-SB-GC/October 2020, I.A. project summary states “provide two (2) speaker/strobes minimum for all elevator machine and mechanical rooms.” As the penthouse contains the elevator equipment and controls shall we add another speaker strobe to this space?
Answer: Yes
25. Will any local or State AHJ’s be involved in the commissioning of this project, or will it just be the GSA Fire protection engineer? Answer: GSA FPE is the AHJ
26. The Fire alarm plans do not show heat detection in any of the janitor’s closets or mechanical rooms we usually suggest at a minimum those spaces in an un-sprinkled building. Would you be opposed to us adding detection in these areas?
Answer: Do not add heat detectors
27. Construction Scope of Work 9.1.5.2 states “The services of a NICET Level III Fire Alarm
Systems Technician currently certified on the system to be installed by the fire alarm control equipment manufacturer and a full-time employee of the installer for a minimum of 3 years shall be provided to supervise installation, adjustments, and tests of the fire alarm system. This technician shall be in attendance at all times during system installation including the installation of the conduit and fire alarm wiring.” Is your intention for us to have a NICET III on-site 40 hours a week during the subcontract electrical rough-in stage? Or will a verification/inspection of the systems conduit installation throughout the install process be acceptable?
Answer: A Nicet Level III technician shall be onsite throughout the install. Remember that FMC or MC cable can be used above hard ceilings.
28. The glue used to adhere the ceiling tiles to the suspended ceiling throughout the building is assumed to be containing asbestos. Will a hot test be performed? And who will be responsible to perform the abatement in locations that require new devices to be installed?
Answer: The only areas identified as having asbestos were floor tiles and boiler flue.
