Scope of Work

For Construction

1. Project Title: 62510 BR LONG Install Aboveground Storage Tank (AST) 01020070

2. Project Location: LA0097BT

Russell B. Long Federal Building and Courthouse 777 Florida Street Baton Rouge, LA 70801 Location: Chiller Plant Adjacent to Electrical Generator

3. Building Location Hours: Every attempt must be made to ensure normal building operations are not interrupted. Operating hours for this facility are from 8:00am to 5:00pm Monday through Friday. Notify Project Manager and Building Manager of any work that may cause disruption during the day. If work after hours needs to be accomplished the Project Manager must be notified a minimum of 24 hours in advance.

4. Pre-bid Site Visit: Site visits shall be conducted with a maximum of 10 people present to prevent exposure to and spread of the COVID-19 virus. If necessary, multiple site visits will be scheduled to accommodate prospective bidders.

5. Background:

5.1 The Russell B. Long Federal Building and Courthouse currently has one (1) underground diesel fuel storage tank (UST) with a capacity of 500 gallons, contains diesel fuel, and is constructed of double‐walled steel construction without interstitial leak detection. Underground piping is constructed of steel and is single wall. The UST is located in the rear of the Russell Long Building adjacent to the parking lot of the Baton Rouge Federal Building. The UST system was installed in approximately 1995 to store diesel fuel for the emergency diesel generator for the Long Building.

Groundwater monitoring wells are located adjacent to the UST footprint. Fuel is pumped from the UST by one pump located above grade adjacent to the diesel generator. During operation of the generator, a constant supply of fuel is supplied through a supply line connected to the generators fuel pump. The fuel pump continually circulates fuel from a day tank to the generator and back to the day tank via individual return lines. Float switches located inside the day tank turn the pump on and off, as needed, to maintain the proper fuel level in the day tank. Excess fuel in the day tank drains via gravity back to the UST through an approximate 2‐inch return line.

5.2 The project is to install a new double-walled, steel 500-gallon AST. AST design, installation and operation shall be conducted in accordance with all applicable industry standards and local codes, including applicable rules set forth in National Fire Protection Association (NFPA) 30, 30A, 31, International Fire Code (IFC) and others. ASTs are required by GSA to include spill and overfill protection, release detection, secondary containment and corrosion protection as needed. NFPA rules cover installation and operation standards for storage tanks, oil handling systems, and oil burning equipment. Installed ASTs must be certified to meet Underwriters Laboratory (UL) Standard 2085 and include a manufacturer’s warranty for a minimum of 20 years.

5.3 The placement of the AST will be outside the Long Building at the Chiller Plant as close to the

47PH0521R0043, Volume 2 - Specifications Page 4

2 v2 Last updated 07/1/2020 generator as possible. The AST will have overfill prevention and lockable fuel box/port located outside the building for ease of delivering fuel.

6. Purpose: The emergency backup generator for the Russell B. Long Federal Building and Courthouse requires a new fuel storage tank and associated piping. The purpose of this project is to install a 500 gallon Aboveground Storage Tank (AST) and all related apparatus to provide a turnkey system. Ensure tank is in compliance with all applicable local, state and federal regulations, reputable fuel storage tank (FST) standards as well as GSA policy.

As an option, GSA may choose to have the Contractor provide the closure and decommissioning of the existing Underground Storage diesel fuel Tank (UST) and buried steel piping. See Option #3 in paragraph

11.7 of this SOW.
