The purpose of this amendment is to:

Provide updated version of Section II.D. Technical Proposal

II.D. Technical Proposal

The Technical Proposal shall include the information requested below for the non-price factors listed in Section VI.

• Acceptability Standard (Pass): The Offeror must demonstrate experience as a

General Construction (GC) Contractor responsible for the construction of at least three (3) similar projects substantially completed within the last five (5) years. Any proposal which does not demonstrate satisfactory performance on at least three (3) similar projects substantially completed within the last five (5) years will not be considered technically acceptable. The Offeror must provide a GC

Reference Form for each reference (a person or persons who may be contacted regarding the quality of the Offeror’s past performance). The name, title, company name, current address, current phone number, and current email address for each reference must appear on the form.

The Government reserves the right to use other government data available, such as CPARS, in its assessment of the offeror. The quality of the reference information supplied will be considered. In accordance with FAR 15.306, the offeror will be given the opportunity to respond to adverse past performance information to which they have not had an opportunity to respond to. All references MUST say they would work with the firm again. Subcontractor information can be used for this factor and the projects provided in Factor 1 can be used for Factor 3.

If the client requests, the client may submit a questionnaire directly to the Government's point of contact, via email at albert.thibodeaux@gsa.gov prior to proposal closing date. Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.

Also include performance recognition documents received within the last _5 years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. In addition to the above, the Government may review any other sourcesof information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance

Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity

Information System (FAPIIS), Electronic Subcontract Reporting System

(eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain database of PPQs submitted by Offerors.

Sole Source/Brand Name Justification

1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY:

Agency: General Services Administration (GSA), Public Building Service, Greater Southwest Region, Eastern Service Center Contracting Activity: Acquisition Management Division, Non-ProspectusBranch

(7PQC)

2. IDENTIFICATION AND DESCRIPTION OF ACTION BEING APPROVED:

Approval is being requested to have the fire alarm (FA) system replaced with a Siemens FA system in the Baton Rouge Federal Building/Courthouse, located at 707 Florida St, Baton Rouge, LA, Building No LA0006. The building currently has a Simplex 4100 FA system. Total amount associated with the required Siemens equipment (no labor) is .

3. DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED THAT MEETS THE

AGENCY'S NEEDS:

Replace the current, non-compliant FA system with a modern, code compliant voice FA system. The current FA system was installed in 1992 and consists of horns and strobes only and no longer meets code requirements of audibility, intelligibility, or the American with Disabilities Act (ADA). The new FA system will correct these deficiencies and will also be a voice system, which provides clear, concise audio instructions on what to do in the event of an emergency.

4. REASON FOR BRAND NAME:

The new FA system is limited to a Siemens system, which is to be connected to the adjacent, Russell Long Federal building’s Siemens FA system, installed in 2010. The system in the adjacent building is a Siemens system. Due to Siemens’ propriety software and logic issues, Non-Siemens Fire Alarm system manufacturers or products are unable to be connected to and programmed to any Siemens Fire Alarm systems. Therefore, only Siemens system can be the proposed system to be installed.
