DESCRIPTION:

The Hale Boggs Building, constructed in 1976, is approximately 600,000 gross square feet.

The building consists of two structures, an East building and a West building. The East building is 14-stories, has a basement, sub basement and is approximately 350,000SF. The West building is 6-stories, has a basement and penthouse. The two buildings are connected at the basement, levels 1 through 3 and a skywalk on level 6.

The building generally has recessed, standard response sprinkler heads, though a mixture of concealed, recessed and pendent sprinklers are used throughout the common areas.

Upright heads are located in the mechanical spaces and the parking garage. Institutional heads are located within the holding cells on floor 6 in the West building. For the most part, the sprinkler system is properly installed and spaced but through the years, renovations sometimes occurred with little attention to the sprinkler system.

SCOPE OF WORK:

A qualified, licensed fire sprinkler contractor shall inspect, bid and perform corrections as indicated on the inspection survey.

Specific sprinkler concerns are spacing, omission, and obstruction. Other issues may be the removal of old, recalled heads, recessed heads located too far in or out, inappropriate use or mixed sprinkler heads (pendent for upright, upright for a pendent, wrong temperature, quick response in an area of ordinary response, etc) and use of double escutcheon style heads, which are to be replaced due to aesthetics.

The contractor shall remove and dispose of all removed sprinklers. Replace all standard response sprinklers with quick response sprinklers. Threadable light wall/thin wall pipe, Flex heads, and double escutcheons shall not be used. The building will be occupied; therefore a majority of this work shall be performed at night. Care and caution shall be exercised when performing work, especially in the Courts area. Debris and dust from each evening’s activities shall be cleaned at the end of each work night. Any damaged tiles shall be replaced.

All sprinkler work is to be per the latest edition of NFPA 13. GSA does not allow use of the small room rule. The GSA Fire Protection Engineer (FPE) is the Authority Having Jurisdiction (AHJ) for all technical issues relating to Fire Protection and shall be the sole interpreter of all Codes, Standards and design guides. All construction crews shall work directly under the supervision of their NICET Level IV Technician/Forman.
