Solicitation 47PH0022R0002 – Western Oklahoma Express Menu Indefinite Delivery/Indefinite Quantity Small Project Construction Services
Amendment 0001
1. Solicitation, Paragraph II.D., Factor 2, Past Performance Questionnaires, the following statement is deleted in its entirety: “If the projects being submitted have been evaluated in CPARS, the offeror will complete the CONTRACT IDENTIFICATION section of the questionnaire and submit with their proposal, no further action is required”. As stated in the Solicitation, Paragraph II.D Technical Proposal, Factor 2, the offeror must submit a Past Performance Questionnaire for at least three (3) projects submitted under the Experience factor. The Offeror shall e-mail the Past Performance
Questionnaires to the Past Performance references and instruct the references to e-mail their responses directly to the GSA Contracting Officer, Carol Lautzenheiser at carol.lautzenheiser@gsa.gov by the proposal due date.
2. Pre Proposal Conference Attendees:
A Pre-Proposal Conference was held via Google Meeting on December 7, 2021 at 9:00 am CDT. The meeting was held for both solicitations (47PH0022R0001 and
47PH0022R0002).
The following names requested and accepted the meeting invites to the Pre Proposal
Conference. Due to technical problems, it cannot be determined if the following individuals attended the meeting in full, portions thereof, or were absent.

1 Does an offeror have to have a GSA schedule contract in order to submit an offer?
There is no requirement for a firm to hold a GSA Schedule contract to submit an offer.
2 Can the CPARs reports not be used for the past performance? It may be difficult to get the government to fill out the past performance forms around the holidays.
No, but they will be used in addition to the past performance questionnaires to determine a firm's past performance.
3 Is there a specific program needed to be used for the RS means?
This contract will utilize the Facilities Construction Cost Data in RSMeans. No specific program is required.
4 RFIs The answers to any questions submitted will be answered via amendment to the solicitation and will be issued the week of December 13.

5 Does the government expect a coefficient greater than 1 since the Div 1 is in the coefficient?
GSA will not address what we expect the coefficient to be, as that would be your proposal price.
6 What kind of scope would you expect to be an emergency?
Could be a number of things and the definition can be very broad. For example, water leak, damage due to weather where we need boarding up of windows or repairing damage.
7 Is there any civil works scope? It can be anything related to construction. We want this contract to be flexible with the ability to respond to any small project construction needs.
8 What is the expected response time for an emergency request?
Depends on the nature of the emergency and will be discussed at the time of the emergency and at the task order level.
9 Are these contracts essential to building maintenance?
No, GSA has separate contracts for Operation and Maintenance services. These contracts are specifically for small construction projects.
10 Will we be receiving a hard copy or link to the Pre-proposal meeting minutes?
No, you will be receiving the questions and answers to this meeting and the attendance list.
11 If the project requires a bond, will that cost be allowed in the RS Means Coefficient?
Reference Agreement, Paragraph II.A., 4. Bonds are not included in the Coefficient Factor.
12 What is the secondary area of the contract? The entire Region 7 area will be considered the secondary area which include Texas, Oklahoma, Arkansas, Louisiana, and New Mexico. The contractor is not obligated to perform services in the secondary area.
13 Executive Order 14042/VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors.
Note, this is a GSA project and not VHA.

a. Will the VA COVID-19 screening tool change from what is currently presented today?
b. Are there any fines associated with employees not complying?
c. If an employee is spot checked by a COR, and cannot provide a vaccination card or test, will the employee be asked to leave, or can they take a rapid test on site prior to returning to work?
d. How long will the mandate be in place? Should we assume until the end of this contract?
e. Is testing required for exempt employees of covered contracts if the employee does not travel to or work at the VHA campus?
f. For subcontractors where 52.223-99 applies, will they need to test exempt employees that do not travel to or work at the VHA Campus?
14 VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors
Note, this is a GSA project and not VHA.

a. Do the VHA Supplemental Requirements apply to subcontracts under $250K?
b. Do the VHA Supplemental Requirements apply to all employees associated with the contract, or only employees traveling to and working at the VHA campus?
c. Do the VHA Supplemental Contract Requirements for COVID-19 apply to subcontractors under the micro purchase threshold?
d. The VHA Supplement Requirements requires testing for exempt employees but does not mention testing for employees that have been exposed to COVID 19 positive individuals. Are we to include costs for ancillary testing for unforeseen COVID 19 exposures, and if so, what are the protocols?

a. Please confirm all employees on contracts and subcontracts above $250k are required to be vaccinated, even when not travelling to the VHA campus

16 What are the protocols for contractor employees that test positive for COVID-19? If asked to leave the site, when can they return?

18 Please confirm that past performance questionnaires must be emailed directly to the contracting officer.

19 Regarding PPQs: is it a requirement that each potential subcontractor submit PPQs directly to the COR, in addition to PPQs submitted by GCH

20 Will all the projects be tax exempt in the IDIQ? Reference Agreement, FAR 52.229-3, GSAM 552.229-70, and I. Contract Information, Item I.
