About this file
This document is a Statement of Work (SOW) for a Building Automation Systems (BAS) Blanket Purchase Agreement (BPA) in GSA Region 6. The SOW outlines requirements to replace existing building automation controllers with JACE 8000 or JACE 9000 network controllers, install service maintenance agreements, replace end-of-life air handler and VAV controllers with Niagara Edge controllers, and migrate the system to a new GSA-provided virtual server. Key requirements include creating new permissions, categories, and navigation files; programming new graphics, sequences of operation, and optimization strategies; and conducting system testing, verification, and training. The SOW also details open-source protocol requirements, software features, and deliverables. This SOW supports a larger federal contract opportunity, Solicitation Number 47PG1024Q0002, for a Region 6 GSA BAS BPA with a 5-year period of performance.

Region 6 BAS BPA for 5 Years
June 14, 2024
BACKGROUND
The intended purpose of this SOW is to perform the following:
JACE 8000 or JACE 9000:
Replace all Johnson Controls Metasys NAE/NCE’s or similar network controllers with Niagara JACE 8000 or JACE 9000 network controllers. Replicate all existing programming that is currently being used. Provide Niagara drivers to Metasys drivers to the existing N2 bus for communications to field controllers and add a newly configured Niagara server to provide better control and functionality of the existing HVAC control system. The only approved replacement device for the existing NAE/NCE style devices will be a JACE 8000 running the latest approved version GSA approved version. The installed JACE 8000 or JACE 9000 must have an open NIC in its license.
Service Maintenance Agreements:
Install Service Maintenance Agreements (SMA) for the existing Niagara JACE 8000’s and JACE 9000’s located in Region 6. Service maintenance agreements play an important role in maintaining up to date versions of the building automation software to ensure all security measures are kept current. The contractor will install the 3 Year SMA Renewal agreements for the following JACEs and Soft JACE. These are set at 3-year renewals to bring them back up to date.
Niagara Edge Air Handler and VAV Controllers:
Replace the existing EOL Network air handler and vav controllers with Non-preparatory Niagara Edge10 air handler controllers and Non-preparatory Niagara vav controllers for trimming of ventilation programming per ASHRAE 36. This will provide standardized sequences of operation for heating, ventilating, and air-conditioning (HVAC) systems which will maximize HVAC system energy efficiency and performance, provide control stability, and allow for real-time fault detection and diagnostics. The trimming of ventilation programming reset strategy is applied for control of the static air pressure and air temperature setpoints.
Standardized advanced control sequences provide benefits including reduced programming time, reduced energy consumption, system downtime and improved indoor air quality.

b. BAS software shall be compatible with the most current version of required standard software and all OS and database software updates (i.e. Microsoft Server, Linux, SQL, etc.)
c. BAS software must be capable of trending and exporting data
d. BAS software shall have multiple user level controls, including administrator, programmer, and users. These user levels shall be capable of an audit to determine operator’s use
e. BAS software credentials shall be unique for every user
f. BAS software shall be installed with a minimum number of licenses needed for system use. In cases of virtual environment installation, the number of licenses required should consider the cases that client use could come from an off-site user
g. BAS client software shall have point and click graphics, configured for system operators, unless a Unified User Interface is included in the project scope
h. BAS software licenses shall be software licenses and not rely on a physical license key or dongle
i. BAS must be licensed to GSA. End user license agreements (EULA) must be approved by GSA IT prior to installation onto GSA equipment
2) Basic Recommendation
a. BAS software should be capable residing on a virtual server and residing on a separate
VLAN from the devices. This software includes the server, client, and management tools
b. BAS client software should be a thin client, allowing for an unlimited number of users to access graphics and system management tools via a web browser on a connected network
c. BAS software should support open protocols, open support structure and open integration for third party software
d. BAS software should integrate to GSA’s Active Directory to ensure unique user accounts and security.
3) Basic Considerations
a. When configuring BAS software for the GSA, the virtual environment of the BSN should be understood, and the system should be configured to best meet the requirements and challenges the BSN produces. This includes the desire of the GSA to build a single server to run all applications needed for building control including server and client software
4) Specific BAS software Salient Characteristics
a. Software shall be compatible and contain the following salient characteristics found in other buildings and shall be adhered to in providing a product solution for the Zorinsky Federal Building.
§ Salient characteristics of building automation platform:
§ Driver framework to include:
§ Basic Driver Framework § Dev Driver Framework § nDriver Framework
§ Scheduling:
§ Hx Scheduler § Wbapplet Scheduler
§ Alarming:
§ Event Service § Hx Alarm Console § Wbapplet Alarm Console § AX Alarm DB Manager
§ Data Trending and Management § Queryable BQL DB § AZ Export Tags § History Transforms § AX Charting § AX History DB Manager
§ User Interface § Built in graphics library § SVG File Format Support § Hx HTML UI Profile § Wbapplet Java UI Profile § BajaScript v1.0
§ Security § Certificate Manager § LDAPv2 § LDAPv3 § Configurable Password Strength Parameters
§ BACnet, LonWorks, Modbus open-source protocols § Virtual server capable using software licenses § Use of Active Directory account logins
5) Open-Source Protocol Requirements
a. Open-source protocol requirements are limited to the following:
§ BACnet § LonMark
b. Open-source devices must conform to existing open-source protocols found within the facility without deviation
c. Because Layer 2 network traffic cannot be effectively managed at this time on the GSA network between subnets, BACnet/Ethernet is expressly prohibited from being implemented on the GSA WAN. BACnet/Ethernet can be used at a given field site, provided all devices are on the same subnet.
d. All device instance numbers associated with a BACnet network must be unique. This can be challenging on the GSA network because a vendor installing a BACnet system is likely not aware of the device instances of other BACnet systems that have devices, which may be discoverable over the GSA WAN
e. To prevent BACnet collisions, systems with BACnet devices communicating on the network must comply with the GSA’s UDP port range requirements. 24 unique UDP ports have been assigned to each region. Vendors must coordinate with the region on any additional details regarding UDP port designations within these ranges as their individual management requirements may differ (building based, vendor based, etc.)
f. Multicasting is not allowed on the GSA WAN, and shall not be applied when configuring a BACnet system on the GSA network
DELIVERABLES
The contractor shall coordinate all proposed work schedules, construction schedules with the GSA representatives upon contract award. Operation and Maintenance manuals and Warranties are due upon completion.
