Pre-Bid Contractor Questions, GSA Responses

Contractor Question 1.

Our firm has several questions regarding the Sioux City Courthouse Facade Cleaning Project #47PG0421Q0006. Based on our site visit we are concerned that the project duration of 60 days is not accurate due to the requirement that all work be performed on weekend days only. The 60-calendar day requirement really translates into 16 working days due to all work being performed on Saturdays and Sundays. The nature of the specified cleaning chemicals will require that we scaffold the elevation and wrap the scaffolding in order to prevent over spray and drifting during cleaning operations.

GSA response to Question 1.

Due to the weekend work requirement, bidders are permitted to submit what they consider to be an appropriate project duration. GSA will consider project durations of more than 60 days. Bidders will not be penalized for submitting schedules of more than 60 days.

GSA has outlined in the SOW the process and cleaning materials that we believe will deliver an efficient, cost-effective, and environmentally friendly cleaning solution. The SOW was written as a performance-based document with the expectation that bidders will utilize their professional experience when considering an appropriate solution. GSA expects that the bidder will follow the requirements and submit a bid (the base bid) that reflects those requirements. However, if the bidding contractor believes an alternate solution that differs from the suggested cleaning process and materials suggested is more efficient, more cost-effective and environmentally-friendly, the bidder may submit an alternate bid in addition to the base bid. If the bidder decides to submit an alternate bid, the bidder is required to state how that alternate bid and the alternate cleaning process and procedures will achieve the project requirements.

Contractor Question 2.

If the entire elevation is scaffolded and wrapped, would GSA allow for any work to be performed during weekdays, since pedestrian traffic and the surrounding area would be protected from water and chemical over spray and drifting?

GSA response to Question 2.

Yes, if the entire elevation was wrapped and pedestrian traffic and the surrounding area protected from water and chemical over spray and drifting, GSA would permit work to be performed during weekdays. If work is to be done during the weekdays, the Contractor would need to ensure entrance doors remain open and protected and accessible to the public.

Contractor Question 3.

Does GSA have an estimated price for this project?

GSA response to Question 3.

GSA is unable to provide any guidance regarding estimated pricing for the project.

Contractor Question 4.

How long is the building?

GSA response to Question 4.

The building’s North façade plan dimension is approximately 240 feet. The Contractor shall field verify any dimensions needed to provide their bid.
