Amendment 2 Questions and Answers

1. If the General Contractor is HUBZone and 8(a) do we get the additional 5% credit for each of the qualifying Socioeconomic Status? Meaning 5% + 5% = 10% credit?

Answer: One 5% credit for any socioeconomic status is given, these will not compound.

2. How many General Contractors will be awarded under this solicitation?

Answer: GSA anticipates awarding between 12 through 20 contractors.

3. Page 4 of the Agreement item 1.C.(5)...does that mean "each" General Contractor awarded has the potential to be awarded task orders throughout the 5 year program equaling up to the maximum total contract value of $100Mil?

Answer: Yes, a general contractor under this DB IDIQ has the potential to earn up to $100 million over the one year and four option year period.

4. On Factor 4 - Project Location.... can we supplement the requirement for the 2 out of 5, GSA 6 regions with other GSA regions around the country? It has been over the 5 year allowable time limit from our last federal contract in the other GSA 6 regions other than the Greater St. Louis Missouri area, which we have done a bunch within the last 5 years. For example we currently hold IDIQ MATOC contracts in other GSA regions...specifically regions, 3, 4, and 7 (one of the largest in the country) and performing with outstanding ratings (CPARS) in each and every region. Our work in the other GSA regions throughout the country does show our willingness, based on that previous experience, to respond to proposals in multiple locations and demonstrate the capability to mobilize resources throughout the geographic "nation" by working as a prime General Contractor or Subcontractor providing support systems in various areas throughout the country. Also, we have several lead management personnel, i.e. Superintendents/QC/PM's that have a vast construction knowledge and relationships with multiple tradesmen in various disciplines of work throughout the GSA 6 geographic regions, but there is no evaluation for that in Factor 4 either.

Answer: GSA Region 6 has 5 sub-regions: St. Louis, Kansas City, Kansas, Nebraska, and Iowa.

At this time, GSA Region 6 is asking for two contracts performed since July 2015 to the receipt of proposals.

5. Is there any requirements for our A/E design team selection for the design build requirements of this solicitation....any SF 330 required? BTW our Design A/E firm we work with also has a bunch of experience throughout the GSA 6 geographic regions.

Answer: No, an A/E firm does not need to be selected or submitted for this solicitation.

6. Considering the current unprecedented conditions and restrictions imposed by the COVID-19 crisis, many government personnel are much more difficult to reach and more overloaded with critical priorities and have (when we can reach them) refused to fill out PPQ’s for projects they have already done so for. Will the government consider accepting previously completed PPQ’s for this factor?

Answer: GSA Region 6 is requiring 3 similar projects with quality past performance from July 2015 through the receipt of proposals. How the past performance is demonstrated is up to the proposer.

7. In Amendment 01, Forms A through F were provided in Excel format. Will the Contract Price Form also be provided in Excel format?

Answer: Yes, see attached

8. For the small business subcontracting plan – since this is not task-order specific, what value should be used for “Total Dollars to be Subcontracted”? (note: in our most recent R6 IDIQ solicitation response, in 2015, we were directed to use $6,000,000 for this value).

Answer: Please use $6 million on these subcontracting plans

9. Can you verify that the GSA’s current small business subcontracting goals shown on page 7 and

8 of the plan template are current (All Small @ 25.5%, VOSB @ 3%, SDVOSB @ 3%, HubZone

SB @ 3%, SDB @ 5%, WOSB @ 5%)?

Answer: The template for subcontracting goals is only a template. These are the goals GSA tracks but these are just examples. GSA does not disclose its small business goals.

10. For Factors 1 and 4 of the Technical Proposal, would GSA consider increasing the dollar threshold to $10 million or $15 million for similar projects?

Answer: The solicitation has been amended to reflect $250,000 through $10,000,000.

11. How many awards does the GSA anticipate making in total?

Answer: See question 2 above

12. From Form D – the date range for experience would seem to be excluding work done between 2015-2020 by the Key Personnel individuals. Was this the intent? Verbiage is as follows: “Project Manager worked from May 2010-May 2015….” Is it correct that GSA does NOT want work completed within the past 5 years for Key Personnel?

Answer: This has been changed to July 1, 2015 or Receipt of Proposals, which reflects Form A.

13. The RFP states that “the government will use federal government data sources to assess past performance. In reference to Factor 1, Similar Projects, if a submitted project is not a federal project with a CPARS, does the bidder need to provide any other materials besides the completed Form A to help the government assess past performance?

Answer: See question 6 above

14. The RFP states that the font in Factor 2, Management and Technical Approach shall be Arial 10 pt font. It appears this is the only section with a font requirement. Please confirm none of the other sections have a font requirement other than being readable.

Answer: The readable font requirement should be similar to Arial 10 pt font, please no fonts under 10 point

15. Referencing GSA 527, Section VI – Principal Merchandise or Raw Material Supplier

Information. Please provide more information on the intent of this section as it pertains to a construction management contract. Is this section inapplicable, or is the intent for the contractor to provide information on key subcontractors they may use on various projects?

Answer: The entire GSA 527 should be filled out. Section VI is showing the proposer’s capabilities to have subcontractors readily available for projects; these subcontractors do not need to be the one’s utilized on any potential task order.

16. For the purposes of completing the Subcontracting Plan, please confirm the amount against which the subcontracting plan is based should be $100,000,000.

Answer: See question 8 above

17. Referencing Form D, Key Personnel and Staffing, it is stated they must have performed on 3 similar projects from May 2010-May 2015. Was the intent here to say May 2010-May 2020?

Answer: See question 12 above

18. Referencing Form D, Key Personnel and Staffing, is it acceptable to identify projects for the key personnel that exceed $5,000,000, given they are otherwise similar in scope? A seasoned key personnel may have worked on a diversity of projects ranging in scope and complexity during this prescribed timeframe. Limiting to only small projects during the prescribed timeframe constrains the presentation of key personnel.

Answer: See question 10 above, question 10’s answer applies to Form D as well

19. Section VII header reads Construction/Service Contracts Information (Public Building Service Contracts Only). Is this section for current GSA contracts/delivery orders only?

Answer: No, this is the proposer’s construction projects that they would like GSA to know about for financial solvency.

20. Per the Synopsis, the maximum value of contract awarded is $100M with a typical task order being between $250,000 and $5,000,000. The current IDIQ pool has seen some larger projects. Per page 22 of 30 in the Solicitation regarding the definition of a “similar” project, would the GSA consider larger projects?

Answer: See question 10 above

21. Is this a small business set aside?

Answer: No

22. What will the typical project size be under this contract? Do you have an idea?

Answer: GSA does not the task orders planned out at this time.

23. Are there any bonding requirements? If so, what are they?

24. Can we get a Word version of the Small Business Subcontracting Plan so we can edit?

25. Can we have an excel format for the Contract Price Form, to submit for File 2?

26. Will A/E firms be evaluated as a part of this IDIQ award or will the A/E firms be brought in to the project by the IDIQ contractor for each design build task order?

27. Is it ok to include cover letters?

Answer: GSA does not require a cover letter.

28. Will the IDIQ be awarded location by location, or will the pool of contractors be selected from the entire larger area covered by Region 6?

Answer: The pool of contractors will cover the entire Region 6 and are permitted to propose against any task order.

29. Do you want the "Annual Representations and Certifications (FAR 52.204-8), using the attached Offeror’s Representations and Certifications (C301-SAT)." submitted with File 1 - Price Proposal or File 3 - Technical Proposal of the submission?

Answer: The C301 should be attached to File 1 – Price Proposal.

30. On team members - would you like to see additional relevant team member resumes, like preconstruction manager and project executive?

Answer: GSA does not require additional resumes.

31. On page 6 of 30 in the Solicitation, Section II.B Proposal Format references an Excel file that needs to be submitted. However, no Excel file is in Beta.Sam. Please advise if we are to use the PDF Contract Price Form instead, and if it supposed to be submitted as File 2 or if there will be an Excel file issued.

Answer: See attached

32. On page 25 of 30 in the Solicitation, Evaluation Factor 2: Management and Technical Approach states that Factor 2 should not exceed a total of 3 combined pages. To clarify, this means that we need to show our Schedule and Cost Management, Risk Management, Resources and Technology, and Sustainability in 3 pages total, NOT 3 pages for each core area. Is that correct?

Answer: Yes

Issue 1 on Amendment 2: Solicitation Factor 5 and Form F have been updated to reflect the six socioeconomic status that correspond to GSA goals

Issue 2 on Amendment 2: Contract Price Form in Excel

Issue 3 on Amendment 2: Solicitation Factor 1 and 4 have been updated to reflect $250,000 to $10,000,000.

Issue 4 on Amendment 2: Subcontracting Plan Template in Word

Tech report does not constitute a complete list of potential contaminants. Additional reports assessing various aspects of the contamination on the Goodfellow Federal

Complex are available in the online reading room

(http://www.gsa.gov/portal/content/212361). Safety Data Fact Sheets are provided for each contaminant. All these reports were compiled to assess the contamination from an environmental perspective. Environmental action thresholds do not necessarily correlate into OSHA permissible exposure limits (PELs) because they were the result of testing/sampling in a static environment. OSHA requirements involve sampling/testing using an 8-hour time weighted average/30-minute excursion limit while each job specific activity is in progress.

Contractors, whose employees are engaged in work that could potentially put them into contact with, or disturb any and/or all of the environmental contaminants present in such a manner as to make them airborne, shall perform the appropriate hazard assessment and testing to protect their employees according to OSHA 29 CFR 1910 and 1926 regulations. The hazard assessment shall include industrial hygiene sampling/testing as necessary. Contractors shall take the appropriate protective measures to ensure their actions do not place other federal complex personnel at risk

(i.e. post warning signs, install engineering controls, create barriers, erect containment, control access to work areas, etc.). Contractors will also ensure their employees decontaminate as required prior to leaving work areas and/or the job site so they do not cross contaminate non-contaminated areas/spaces.

Multiple building interiors (first and second floors) are reported to contain varying amounts of particulate lead and other heavy metals that could affect worker safety and health. These areas include, but are not limited to, the space above the ceiling tiles, the space below the raised floors, mechanical rooms, telephone closets, electrical rooms, penthouses, HVAC systems, substations, and electrical vaults. Asbestos-containing materials are also present in some of these spaces and are currently being managed in place. Work in areas that have the potential to disturb asbestos-containing materials requires an asbestos work permit to be issued from the GSA Building Manager prior to the start of work. Construction projects that may affect asbestos-containing materials require a pre-alteration assessment to be performed and coordinated through the GSA

Region 6 Asbestos Program Manager prior to the start of work. The asbestos pre-alteration assessment for construction projects is typically performed by GSA.

Multiple building interiors (basement/basement crawl spaces/utility tunnels) are reported to contain a variety of environmental contaminants that could affect worker safety and health. Contamination includes friable asbestos in the soil, different toxic metals on building surfaces and in the soil, different explosive compounds and phosphorus in the sump water and soil, and different organic compounds in the sump water and soil.

Asbestos-containing materials are also present in some of these spaces and are currently being managed in place. Work in areas that has the potential to disturb asbestos-containing materials requires an asbestos work permit to be issued from the

GSA Building Manager prior to the start of work. Construction projects that may affect asbestos-containing materials require a pre-alteration assessment to be performed and coordinated through the GSA Region 6 Asbestos Program Manager prior to the start of work. The asbestos pre-alteration assessment for construction projects is typically performed by GSA.

Multiple building interiors (building electrical spaces, including electrical vaults, and interior/exterior ground soil and groundwater) are reported to contain a variety of polychlorinated biphenyl (PCB) contamination. Building interior contamination includes

PCBs in the concrete where PCB oil-filled transformers used to be. The crawlspace soil of Building 108B is also reported to have PCB contamination. Exterior building ground soil and groundwater is also contaminated with PCB contamination that could affect worker safety and health. Maintenance and construction projects that could disturb

PCB-laden concrete, interior/exterior ground soil or groundwater must be coordinated through the GSA Region 6 Environmental Program Manager prior to the start of work.

Multiple federal complex exterior areas are reported to be contaminated with a variety of environmental contaminants in the ground soil and groundwater that could affect worker safety and health. Maintenance, landscaping, and construction projects that could disturb federal complex grounds/ground water must be coordinated through the GSA

Region 6 Environmental Program Manager prior to the start of work.

GSA Region 6 Public Building Services has made the contamination assessment reports and numerous other reports available on the Federal Center Reading Room

GSA Website at: http://www.gsa.gov/portal/content/212361. Additional reports are uploaded periodically as more information becomes available.

Reports incorporated by reference in this specification can be obtained from the

Contracting Officer or they can be reviewed on the Federal Center Reading Room GSA

Website.

NOTE: In regard to work under the scope of this contract: Whenever cleanup of lead is required to accomplish the scope of work, it is the goal of the government to clean down to the lowest possible level as reasonably achievable not to exceed 10 ug/ft2 (EPA guidelines).

SUBMITTALS

Prior to beginning any work (after contract award and prior to Notice to Proceed), the contractor shall prepare and submit to the GSA Contracting Officer for review, a site specific work/safety plan describing the protective measures they will use. Additionally, prior to a subcontractor beginning any work, the contractor shall obtain a subcontractor site specific work/safety plan from each subcontractor describing the protective measures they will use. Upon the contractor's review and approval of each subcontractor site specific work/safety plan, the contractor shall submit the approved subcontractor site specific work/safety plan to the GSA Contracting Officer for review.

The contractor shall remain fully responsible and liable to assure his staff and all subcontractor staff complies with the contractor and subcontractor site specific work/safety plan(s). A copy of the accepted site specific safety plan must be available onsite while work is being performed.

Contractors shall provide any sampling/testing results as part of the safety plan. The site specific work/safety plan(s) shall include but not be limited to the following (cover the who, what, when, where, why and how):

Goodfellow SSSP Plan Review Checklist

This is a guide to what a Goodfellow Site Specific Safety Plan (SSSP) should contain.

Upon review, these are the items we are looking for in an SSSP that will allow us to determine if the contractor submitting the plan understands the safety and health requirements of the job they are performing as they relate to the contaminants they may be exposed to. Most importantly we have to do our due diligence to ensure the work contractors are performing does not jeopardize the safety and health of our GSA employees, the tenants, or other contractor employees on site. Generally, a SSSP should contain the following:

1) Title of Document:

● Document title should include “Site-Specific Safety Plan” as part of description.

2) Date of Plan:

● Include the date of when the plan was written. If revisions are made to the initial plan, the new revision date can be used or the original date with the revision number can be used, i.e., October 12,2017, Revision 1.

3) Introduction:

● Brief acknowledgement that there is an understanding that the site is contaminated.

4) Location and Description of Work:

● Describe the work you intend to perform and all the contaminated spaces you intend to perform it in.

● Currently, GSA has identified the following areas as contaminated: all spaces above suspended ceilings and below the raised floors on the first and second floor of every building, all building HVAC air handlers, VAV’s, and ductwork, all penthouses, all mechanical rooms, all electrical closets, all telephone closets, all substations/electrical vaults (PCBs embedded into concrete floors, and lead and heavy metal dust on surfaces ), all utility tunnels, all building basements (concrete floors), all building basement crawl spaces (in addition to other contaminants, dirt floor is also contaminated with up to 35% friable asbestos), all sump pump/groundwater and exterior grounds. This is not an all-inclusive list. If you identify a space or a contaminant not listed, please notify GSA immediately.

5) Hazard Assessment

● Assessment

○ Your evaluation of the hazards (contaminants) in the contaminated spaces you intend to perform your work in.

● Personal Protective Equipment (PPE) Required o PPE you are requiring your employees to use while working in the contaminated space(s).

● Responsibilities

○ Describe who is responsible for the plan and who is going to ensure it is complied with. Provide Name, Title, and Contact Information.

○ Signature of person responsible for the plan.

6) Operating Procedures

● Must include the work practices and procedures you plan on using to keep your workers safe, i.e. steps employees must take to enter the space, work safely in the space, and what they need to do after exiting the space.

● Must include decontamination, disposal and clearance procedures for contaminated materials/PPE.

● Must include requirement to post signage and/or controls your employees will use so other complex personnel don’t accidentally enter the space while your employees are performing work.

● Must include requirement to coordinate and communicate all contractor activities through the GSA St. Louis West Field Office.

● Must include how you plan on “clearing the space” if your activities stir up/make contaminants airborne before releasing the space back to GSA/tenants.

Clearance criteria must be known prior to work.

● Must include requirement that all work will be performed after business hours/when tenants are not present.

● Must include how you intend to close off/isolate the air plenum in the space above the suspended ceiling between the space you are working in and other spaces so contamination made airborne by your work activities is not spread.

● Negative Exposure Assessments (NEA) – A negative exposure assessment demonstrates that employee exposure during an operation is consistently below the permissible exposure limit (PEL) established by OSHA for a contaminant.

You can show an NEA by one of the following

○ Objective data demonstrating that work activities cannot release airborne contaminants in excess of the 8-hour Time-Weighted Average (TWA)

PEL;

○ Exposure data obtained within the past 12 months from prior monitoring of work operations closely resembling the employer's current work operations; or

○ Current initial exposure monitoring that used breathing zone air samples representing the 8-hour TWA and 30-minute short-term exposures for each employee in those operations most likely to result in exposures over the 8-hour TWA PEL for the entire job. If you chose to perform a NEA

(optional), you must include a sampling plan and statement that GSA will be provided and accept all NEAs (including supporting documentation and sampling data) before you are allowed to implement it.

● Must include how you intend to close off/isolate spaces that open to the exterior so contamination made airborne by your work activities is not spread. Also, plan must include methods to prevent tracking of contaminants from the space into the exterior.

5) Emergency Procedures

● Must include your emergency contacts, emergency/accident procedures (hospital location, first aid, etc.).
