INTRODUCTION/ROLES

A. MEETING SIGN-IN SHEET

B. PURPOSE OF MEETING

○ The purpose of this meeting is to allow prospective bidders an opportunity to familiarize themselves with the project and the project site.

C. INTRODUCTIONS

○ GSA Project Team consists of the Contracting Officer (CO), Contracting Officer's Representative (COR), Project Manager, and the Property Manager.

● The Project Manager is responsible for the successful execution and completion of the project. The project quality, budget and schedule are the primary objectives.

● The CO administers the contract and performs official contract action such as issue award letter, issue change orders, etc.

o The CO is the sole authority for authorizing changes in, or departures from, the requirements of the construction contract. Any such changes, to be binding on the Government, must be in writing.

● The COR acts as the CO’s technical representative, process payment requests and issue requests for proposal on potential change orders.

● The Property Manager assists in coordination of work, process security clearances, manage building access.

SOLICITATION PERIOD

A. Proposals are due 5:00 PM EST on August 22, 2024 to Ben Maclay.

B. Questions shall be submitted in writing to the Contracting Officer 5 calendar days before bids are due.

C. Answers to submitted questions will be issued via amendment or clarification to all bidders by the Contracting Officer within 3 calendar days before bids are due.

D. Bidders shall not contact the any building tenants. All questions must be submitted to GSA.

PROJECT OVERVIEW

PROJECT BACKGROUND

A settlement study dated Sept. 2021 confirmed that natural settling of the fill material placed during building construction has occurred resulting in several issue, slab cracking, cracking of slab/wall joints, separation of walls from slab and ceiling, damage to finishes, and disengagement of piping

MAJOR SCOPE OF WORK ITEMS

Drill 1” diameter holes through basement slab throughout area of work and apply injectable chemical grout to stabilize the slab Construct new stud wall structure and anchor existing walls Repair mortar and cracked masonry walls Remove and abate basement bathroom Move storage, equipment, furniture, etc. as necessary to access the area of work Establish path of debris removal

INTENDED PROJECT SCHEDULE

Interim Notice to Proceed (NTP) is expected upon award.

■ Opportunity for key submittals and security clearances for subcontractors before Onsite

NTP.

Onsite NTP

■ Substantial completion is required within 112 days.

■ Disruptive work shall be done during government unoccupied hours

■ Work times will be coordinated with the Property Manager and will not adversely affect the operation of the Building or its Tenants. Any loud or disruptive work will be carried out after normal business hours.

■ Entry to the Building will not be obstructed.

■ All work will be GSA P100 Compliant, including ABA Standards, OSHA, NFPA, ANSI, SPRI, etc.

SITE WALK THROUGH

Items noted:

The dumpster can be left in the no parking zone located in the back exterior parking lot. Due to the number of cars in the back lot, emptying the dumpster before 8am and after 5pm will be the best times to do so.

During government occupied hours, contractors may park in the dock area ONLY to unload materials. During government unoccupied hours, contractors may bring however many vehicles are needed as long as a tenant is not occupying that spot.

Third party monitoring of abatement activities will be the responsibility of the agent for construction management and inspection (AE).

If there is no exterior access, air exhaust during abatement activities will need to be cycled though two air filtration devices.

Abatement for brown 9x9 tiles in B04A will be approximately 2 sqft at each core location and provide VCT infill to match existing color.

There are no freight elevator restrictions other than weight noted on drawings.

Contractors may coordinate a time frame at the beginning of the project to bring equipment in during occupied hours. Contractors will need to bring equipment between 7am and 4pm so the CSOs can screen what they are bringing through the x-ray room located at the dock.

Cardboard is acceptable protection for the flooring outside the freight elevator on the first floor.

Please use sticky mats to limit the amount of dust being tracked through.

Manufacturer information for the fitness center rubber flooring is provided in the attached.
