This is a procurement for Indefinite Delivery Indefinite Quantity (IDIQ) Repair & Alterations

This area includes Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin, though it’s possible some projects may involve locations outside of this region. The resultant awards will correspond to at least one state. Contractors will not be required to submit proposals for more than one state. It is anticipated that multiple contract awards will be made as a result of this procurement. By way of reference only, the last regionwide IDIQ had 25 contracts awarded.
The solicitation is a negotiated procurement set aside for small business concerns only. The NAICS code is 236220.
The contract term is one base year with 4 one-year options. Options may be exercised in the
Government’s sole discretion.
Note that while in the past GSA Region 5 has had multiple R&A IDIQs, the intention is that the
IDIQ resulting from this solicitation will the only one for the Region.

Proposals must be emailed to Neal Deodhar at neal.deodhar@gsa.gov and Patricia Dalinis at patricia.dalinis@gsa.gov. Make sure the solicitation number is in the subject line. There is no guarantee of negotiations being opened. The Government may make an award based upon the receipt of initial proposals, so make your initial price your best offer and make sure the technical information is complete.
Each Region 5 State is a separate Zone. You can submit pricing for one zone or multiple zones.
Submit a pricing sheet for each zone for which you are submitting. Be sure to indicate on the form the zone for which you are submitting. Prices will apply to the specific zone. Line-item prices are binding prices utilized at the task order level and mandatory for task orders which contain or identify line items in the task order RFQ. Line-item prices for task orders are a ceiling price.
Contractors will be allowed and encouraged to provide lower pricing when competing for task orders. Prices will be adjusted in connection with the exercise of any options using published indices as indicated in the solicitation and agreement.
Some items described in the technical specifications are not to be priced as line items and will be included at the task order level for a particular project should the need arise. Review the ordering procedures set forth in the solicitation for more detail. Keep in mind that the line-item prices will be used at the task order level.
All work to be performed under the awarded IDIQ contracts will be in accordance with individual task order requirements, including specifications and drawings provided for each project issued as requests for quotes (RFQs). Task orders will be solicited competitively among
IDIQ contractors for the zone in which the project will occur, with price and non-price factors such as experience and past performance considered.
Bonds – Obtain and provide a letter confirming bonding capability signed by the bond provider.
The letter shall state the maximum bonding level per project as well as an aggregate maximum bonding capacity. Bonding may be required per project at the task order level.
