About this file
This document is an amendment to a solicitation (Solicitation Number: 47PF0024R0047) for the Stokes Rotunda Roof Replacement project at the Carl B. Stokes U.S. Courthouse in Cleveland, Ohio. The amendment provides clarifications, answers to Requests for Information (RFIs), and changes to the project specifications. Key details include:
The solicitation is a total Service-Disabled Veteran-Owned Small Business set-aside. The project scope includes replacement of the existing roof system and sealant in stone panel joints above and adjacent to the main Rotunda entrance, as well as patching and refinishing of the Rotunda ceiling. The amendment clarifies the type of existing roofing system, provides guidance on temporary roofing and insulation requirements, and specifies the use of a silicone sealant for sealing natural exterior stone. It also deletes the requirement for the Key Sustainable Products Initiative. The pre-proposal meeting and site visit was held on April 2, 2024, and the amendment is effective as of April 16, 2024.

1. Is there a proposed ingress/egress route for equipment onsite to access the roof and above?
a. Response: GSA recommends parking on Huron road to unload equipment, with another option being to park on Canal and carry the equipment up the stairs.
2. The bollards are spaced tight to get equipment between them. Are the bollards moveable
a. Response: GSA does not have knowledge which, if any, bollards are removable.
3. Was a core cut made to confirm the depth of the existing system.
a. Response: a core was not cut to confirm the depth of the existing system.
4. We're planning to attach scaffolding to the mortar joints of the stone facade...will there be any issues with that?
a. Response: There may be some davits existing from previous statue cleaning, any additional penetrations would need to be properly patched/repaired.
5. We're placing temporary fencing around the perimeter of our work spaces (the fencing will not restrict the public from accessing the front entrance). Is this permitted?
a. Response: We would like to see a plan / diagram indicating where the proposed scaffolding and fencing would be for review. We cannot impede access to the revolving door or the double doors. Any fencing would need to be properly weighted, as we get high winds in the plaza from time to time.
6. Exterior Joint Sealants: In the spec section “joint sealants”, it refers you to sections “076200” and sections “075423”. When you go to those sections, it refers you back to “joint sealants”. I am looking for clarification on what sealant is going to be specked.
a. Response: Silicone sealant for sealing natural exterior stone. Dowsil 790 is a recommended silicone sealant and is the basis of design, but there are others comparable.
7. Key Sustainable Products Initiative (KSP): At the first pre bid meeting, it was verbally spoken that KSP is no longer required. Can you confirm this since KSP was left in the agenda documents in today’s (4/12/2024) pre bid meeting.
a. Response: KSP is no longer a requirement.
