HWP-6, HWP-6A and HWP-5 calls out new flex connectors on the suction side. We do not see enough physical room to install these with out raising the header on each pump. Can you please advise if we are to re-pipe the header to accommodate the flex connectors?
Modify the piping as needed to provide the flexible connectors.
3 8/8/23 Are the 3-way valves being replaced? They are not shown on the plan view or the elevation view on the drawings. They are shown on the piping schematic. Please advise.
Yes they are being replaced - The three way valves are included per the schematics.

Confirming that “Distech” controls are acceptable for this project? The building is a Honeywell/Niagra based system. The hardware brand is open to work with other vendors companies such as JCI or Siemens etc. The new Distech controllers must be able to be programmed via the Tridium workbench. The GFX programs need to be accessible with the on-site Jaces. The Jace(s) involved may require a Distech GFX license. Controllers/Programs cannot be password protected, everything must be open. A copy of the program should also be stored on the controller.

The purpose of this conference was to allow contractors the opportunity to ask questions regarding the solicitation and the technical elements of this project, including the forms that need to be included with their proposal package.
No oral statement made by Government Representatives during this conference had the effect of amending the Request for Proposal (RFP). In the event the discussion during this conference indicated a need to modify the RFP, an amendment to the RFP will be issued in writing. Offerors are reminded that all amendments must be acknowledged by the time/date proposals are due.
This procurement is set aside to small business concerns only.

The technical factors listed herein will be significantly more important than the total evaluated price. The Government will make an award to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government.

The maximum size capacity for electronic transmissions to GSA is 25mb. Therefore, all submittal information for each email must be within the 25mb limitation. Offerors may break proposal materials into separate emails to avoid exceeding the limitation. When separating materials into separate emails, please, ensure that the email’s subject line states how many emails are to be expected. The subject line must also contain the solicitation number and firm name.

There is no guarantee of negotiations being opened. The Government can award based upon the receipt of the initial proposal so make your initial price your best offer.
Scope of Work: Replace (4) hot water circulation pumps on the P-level and (3) on the 40th floor at the John C. Kluczynski Federal Building, 230 South Dearborn Street, Chicago, Illinois, including the replacement of flow isolation valves and air separators and the installation of variable frequency drives (VFD) and DDC controllers for the pump operation, monitoring and control which will tie into the existing building automation system.
Period of Performance: The construction performance period is 90 calendar days upon receipt of notice to proceed. This is a seasonal project and all on-site work must take place when the boilers are down for maintenance (June 1st - September 1st).
Liquidated Damages: In accordance with GSAR 552.211-12, Liquidated Damages shall be calculated at the rate of $171.71 per calendar day.
Working Hours: Contractor's General Working Hours for work being completed on the P-Level (outside of noisy, odor-producing, and/or disruptive work) shall be generally established to occur during Government Occupied Hours which consist of the following hours on weekdays, Monday through Friday, except for established Government Holidays:
6:00AM to 6:00PM, unless otherwise specified by the Contracting Officer (CO) or the Contracting Officer Representative
(COR).
Contractor's General Working Hours for work being completed on the 40th floor shall be generally established to occur outside of Government Occupied Hours which consist of the following hours on weekdays, Monday through Friday, except for established Government Holidays: 6:00AM to 6:00PM, unless otherwise specified by the Contracting Officer (CO) or the Contracting Officer Representative (COR).
Security Clearances: Any award that is issued as a result of this RFP shall comply with all security clearance regulations.
In order to conduct contract work in JCK, a contractor must undergo a background investigation through the Office of Personnel Management (OPM) to obtain a security clearance.
Buy American Act – Reference FAR 52.225-9: Except as provided in FAR 25.202, use only domestic construction materials in construction contracts performed in the United States.
Exceptions may include the following and must be approved by the Contracting Officer.
(1) Impracticable or inconsistent with public interest
(2) Non availability
(3) Unreasonable cost
(4) Information technology that is a commercial item.
A request may be made Pre-Award or Post-Award to the Contracting Officer for a determination concerning the inapplicability of the Buy American Act for specifically identified construction material. All requests must be made in accordance with FAR 52.225-10 and 52.225-11.
Any request for a determination submitted after contract award shall explain why the Contractor could not reasonably foresee the need for such determination and could not have requested the determination before contract award.
Questions: To allow sufficient time to respond to questions, offerors were asked to submit Request for Information (RFI) questions by Thursday, August 10, 2023 at noon.
