About this file
This document contains an amendment to a request for proposal and answers to questions from potential offerors. The amendment provides responses to questions received regarding a solicitation by the General Services Administration to perform water infiltration repairs at the Birch Bayh Federal Building and U.S. Courthouse in Indianapolis, Indiana. The scope of work involves temporary repairs to address water infiltration issues, including removing and replacing limestone panels, windows trim, sealants, damaged plaster and drywall, and painting interior surfaces. The amendment clarifies that scaffolding must be installed after hours, access to the work area is through a small door, scaffolding should be self-supporting without anchors to the building, window restoration can occur during daylight hours with some exceptions, security escorts will be required for one facade, replacement hardware should match existing designs, all glazing was intact as of early 2021, and the painting scope is expanded to include areas with deteriorated plaster up to one inch from decorative borders in some locations.

Answers to Request for Information (RFI) Questions
Question 1. Will Scaffolding erection and installation be considered “noisy activity” and need to be installed after hours?
Answer 1. Metal scaffolding assembly and transportation will create a ‘noisy activity’, requiring after hour installation.
Question 2. Will street closures be required for the scaffolding to be loaded and unloaded in the courtyard area?
Answer 2. Access to the courtyard is through a 3’x7’ door in a public male restroom. Although no street closures are anticipated, scaffolding specific delivery methods may require temporary closure of public elements.
Question 3. Can scaffolding be secured to the building?
Answer 3. The scaffolding should be self-supporting with no physical anchoring to the building, the project must avoid creating additional damage to the limestone panels.
Question 4. Please confirm that the window restoration can be done during the day.
The bid specifies only that the limestone work must be done off hours.
Answer 4. The window restoration can be done during the day. The only exception is the use of power tools that generate vibration transmitted through the building.
Question 5. Are there security issues that will inhibit/limit access to any of the rooms where windows are to be restored?
Answer 5. Security escort will be required for one facade of the restoration scope and will be scheduled to support construction/restoration activities.
Question 6. The solicitation mentions hardware to be replaced if required. Will any replacement hardware have to match the existing historical hardware?
Answer 6. Any hardware replacement will be as close as historically possible. A case-by-case request will be reviewed.
Question 7. Solicitation states remove and replace glass broken during construction.
Are we to assume that all glass windows are currently intact?
Answer 7. When the windows were photographed in early 2021, all glazing was intact. A final review will be conducted during the pre-bid meeting.
Question 8. How many locations are we to quote for notes 1, 2, and 3 on sheet A103?
Just the (2) locations identified by lines connecting the pictures to the floor plan?
Answer 8. The two locations were identified at the original site investigation that generated the scope of work. The bid price should be based on two locations, as indicated, with three remedial scope.
Question 9. Sheet A106 states to maintain 4” away from painted ornamental boarder but paint is flaking in the painted ornamental boarder in some locations (see attached pictures). Are we to include these in remediation and repaint or leave as is?
Answer 9. Based on current conditions as assessed during our site pre-bid visit on January 18, 2022, we will expand the remedial/improvement to 1" from the current border. With the exception of the noted area, that was discussed, of the vertical deterioration adjacent and beyond the border (between the outer border and the corner, where restoration scope will include the removal of damaged materials and painting of the surface to match the existing color and decoration treatment. No additional areas have been identified beyond the inner border.
