2. Provide the meeting minutes from the Pre-Proposal Conference held on December 3, 2020.

All other solicitation terms and conditions remain unchanged.

The purpose of this meeting was to review the scope of work and any questions for the project:

1. GSA reviewed the agenda for the meeting and information required for the bids:

A. All questions are to be submitted via email to Kendrall Masten at kendrall.masten@gsa.gov and Stephanie Golowacz stephanie.golowacz@gsa.gov.

B. GSA CO noted that an Amendment will be issued after this meeting to include the meeting notes and the contractor sign-in list for this meeting today.

C. All offerors shall submit the following documentation with their proposal:

I. Signed and Dated Standard Form 1442 II. Acknowledgement of Amendment(s), if any III. System for Award Management (SAM) – Please ensure your SAM account is updated and active at www.sam.gov.

D. The construction duration is 90 days – 45 days for Phase 1 and 45 days for Phase 2. The 90 calendar days starts when the official NTP is issued to the contractor and work can begin on site.

E. The liquidated damages for the project are $401.73 for each calendar day of delay until the work is completed or accepted.

F. Proposals are due Monday December 21st at 3:00 PM Central Time to Kendrall Masten at kendrall.masten@gsa.gov. Please make sure the solicitation number is in the subject line of the email. GSA email system is limited to 25 MB per email. Should your attachments exceed that size limitation, you are advised to split your document into multiple emails and label them (i.e. Email 1 of 2).

G. There is no guarantee of negotiations being opened. The Government can award upon the receipt of initial proposals so make your initial price your best offer.

H. GSA noted the security clearance process and to refer to specification 01 35 53 of the contract documents. This process can take approximately 3 months. NTP will not be issued until all security clearances have been confirmed.

I. This project does follow the Buy American Act.

2. GSA reviewed the scope of work:

A. This is a lease space not a federal space, therefore the contractor is responsible to pull and pay for building permits and coordinate inspections required for project including but not limited to plumbing and electrical.

B. The contractor is responsible to remove existing wall art, signage, etc.

C. Demolition work includes removal of existing carpet tile, wall covering, wall base, VCT, etc. Demolition of millwork, some plumbing and electrical demolition as well. Some abatement work is required for the removal of the plumbing fixtures.

D. New work includes new finishes, new millwork, re-laminating some existing laminate on millwork, new electrical and new plumbing work.

E. The project is to be phased per Drawing G-003. Phase 1 is the east portion of the building, and phase 2 is the west portion. Access to the north entrance and waiting area is to be available to the tenants throughout the duration of construction. One of the toilet rooms must remain operational throughout the duration of the project.

F. The area is to be occupied by the tenant through the duration of construction.

G. The contractor is to provide dust protection, temporary plywood doors and a negative air machine to control fumes throughout the duration of construction.

H. The contractor is to coordinate work with USAO Security contractor regarding removal of devices and reinstallation during phase 1 of the project.

I. A dumpster can be stored onsite in the parking lot.

J. COVID requirements must be followed for the project and this information has been provided in the solicitation.

K. The contractor is to coordinate odorous work with the tenant and GSA.

L. Normal working hours for the building are Monday-Friday, 8:00 AM – 5:00 PM

EST. No work is allowed on federal holidays or weekends without prior approval.

3. GHFAA and GSA answered questions about the project:

A. Question: USAO asked if there is a different method to conduct meetings moving forward as they cannot access Google Meet. GSA said this will be addressed moving forward.

B. Question: Can Conex box fit within area allotted? Answer: Yes, there should be sufficient space.

C. Question: Are the tenants occupying the areas under construction? Answer: In any of the spaces, when you clear out Phase 1, tenants will stay out of the Phase 1 area except for the north entrance and one toilet room. The same logic applies for Phase 2.

D. Question: Are the windows operable to exhaust rough smells out the window during normal working hours? Answer: The windows are not operable.

E. Question: Will the videos as part of this meeting / virtual walk-thru be available for those who cannot view them now? Answer: No these videos will not be posted.

F. Question: Are the file cabinets, printers, monitors, etc. required to be packed and moved by the contractor or will the tenant pack the boxes and the contractor is only required to relocate the boxes? Answer: The tenant will pack their belongings and the contractor will move the boxes as required.

G. Question: Can dimensions of rooms be provided? Answer: Dimensions are typically only provided for new walls or work and this project does not consist of new walls. The floor plans note room areas, and the drawings have a drawing scale as well. The elevations for new work have dimensions.

4. A virtual walk-thru was conducted through the Google Meet video call. These videos will not be posted.

If there are any errors or omissions in this report, please notify the Architect within five business days.
