PREPROPOSAL CONFERENCE QUESTIONS & RESPONSES

GSA Region 5 Supplemental A/E, Indefinite Delivery, Indefinite Quantity (IDIQ)

1. There appears to be a contradiction regarding what types of team members the GSA wants.

In the Professional Qualifications section on Page 5, it says the standard for evaluation is met when the team has a lead designer, project manager, architect, preservation specialist, change management consultant, and cost estimator. However, on Page 2 and 3 where it lists out the type of services that would be required under the IDIQ contract, change management and cost estimating services are not listed. Are we still required to have a change management and cost estimator consultant on our team then?

1A. Please reference Amendment 01 for a response.

2. Are we allowed to have team member offices act as a substitute if we do not have any within any of the six states listed in the RFQ? We currently only have offices in the State of Illinois, but our consultants have offices in multiple states that are listed in the RFQ.

2A. The prime must have an office within one of the regional 6 states.

3. Listed in the RFQ are specific sections. Should we weigh our responses in a specific way, or equally?

3A. Proposals should be based on team strengths

4. For small business firms, and the requirement for offices in all states of the region. Do you foresee small businesses having an office in each state or obtaining that requirement through a joint venture?

4A. The prime must have an office within one of the regional 6 states.

5. Are there small business goals for each team?

5A. No

6. The RFQ calls for one electronic version. Should that be emailed or sent via CD or drive?

6A. Emailed, accommodations should be made for larger documents either broken into multiple emails or mailed via thumb drive ahead of time.

7. Should file sizes be taken into consideration, since some submissions will be image heavy?

7A. No, as long as we can get the information and it meets the requirements listed in the RFQ.

8. Regarding the resumes of key personnel: The RFQ states to not provide more than 6 personnel, are the personnel listed specifically the resumes that are required?

8A. The mix of resumes submitted is the responsibility of each firm.

9. What is the change mgmt consultant? Please define - 9A. Please reference Amendment 01. Change Management Consultant has been removed from the document.

10. RFQ states lead firm must have production office in Region 5. Does that mean one office in each state, or one office in any one of the states?

10A. The prime has to have an office within one of the regional 6 states

11. Building and system commissioning is listed in the RFQ. What level is expected for this submission, basic or more enhanced?

11A. This should be based on project type and dollar value.50-50k?

12. For the lead designer and design philosophy and design intent, Section H.4 is the page limitation 2 pages for each of the sections, or 2 pages total for all?

12A.It is a 2 page total for all.

13. M&I requirement: does this specific requirement aim at a specific onsite consultant, or a continuation of the architect services?

13A. Both

14. Enclosure specialist is a requirement - can a resume be added for this position?

14A. The requirement of 6 resumes total is unchanged.

15. $5 million limitation: is that for each contract?

15A. the $5Mil MOL is the annual ordering limitation for each IDIQ award.

16. Is GSA looking for coverage in all regional states?

16A. The prime has to have an office within one of the regional 6 states

17. Section H: If we have additional information, can we submit it? Should it be limited to what is specifically listed?

17A. Each offeror to determine what to include in this section.

18. Does SAM registration apply to all consultants as well as the prime?

18A. Prime only

19. Please provide clarification regarding SBE and veteran owned businesses.

19A. The evaluation does not contain a preference for the size of the firm. GSA will work to award a mix of small and other than small firms. Please reference the evaluation criteria for the elements that will be evaluated.

20. How many contracts does GSA anticipate awarding?

20A. 3-6

21. Do you have a general idea about which states within Region 5 that will have projects that are facilitated by this IDIQ and approximately how many projects/state?

21A. All six states are included in this IDIQ. GSA cannot forcast how many projects will occur within each state.

22.Will you be sharing the list of parties that requested attendance on the conference call?

22A. No, please reference the Interested Parties feature on beta.sam.gov for a listing of firms that wish to have their interest in this project known.

23. Submission is limited to 6 resumes total, and the description under Section C suggests that the determination of which 6 to submit is up to the discretion of the submitter. However, the description under Section III Professional Qualifications mentions 6 specific disciplines / job descriptions: Lead Designer, Project Manager/executive, Architect(s), preservation specialist, change management consultant, and cost estimator. Please clarify.

23A. Please reference Amendment 01 for an update. The resume submission is at the discretion of each firm.

25. Section F states that each project example sure be no more than 2 pages double sided.

Please confirm each project must be no more than 4 single sided pages.

25A. GSA will accept no more than 2 double sided, or 4 single sided pages.
