Questions and Answers Request for Proposals (RFP) 47PF0019R0056

ELEVATOR MAINTENANCE AND RELATED SERVICES

At 3 Locations in Michigan:

Location 1: Theodore Levin U.S. Courthouse 231 W. Lafayette Blvd.

Detroit, Michigan

Location 2: Rosa Parks Federal Building 333 Mount Elliott Detroit, Michigan

Location 3: Port Huron Federal Building &

U.S. Courthouse 526 Water Street

Port Huron, Michigan

Question 1: Section C.2.1.2 - Repair & Replacements: This section states that there are no exemptions for obsolescence of any particular component. Does this include everything? There are many parts that are no longer manufactured.

Answer 1: Yes, this includes everything. There are no exemptions for obsolescence. The Contractor is responsible for all parts covered under the scope, even those that are not easily obtainable. It does not matter how old the equipment is; the Contractor is responsible for obtaining needed equipment as quickly as possible. This might involve thinking outside-the-box (for example, using eBay or other online vendors).

Question 2: C.12.1 - Emergency Call-Back Service: What is the definition of “emergency”? Is an emergency just an entrapment, or are there other situations that can be considered an emergency?

Answer 2: Per the Solicitation, Section J, Exhibit 4: “Emergency service consists of freeing individuals trapped in a stalled car, restoring inoperative elevators which are causing disruption to the arrival and departure of building occupants, or other situations determined by the CO or their designee to be an emergency nature.” In other words: entrapments are considered an “emergency;” however other situations may be deemed by the COR to be an emergency.

Generally speaking, if there are enough cars operational that tenant activities are not disrupted, an inoperative non-priority car in and of itself would likely not be deemed an emergency. But there might be certain situations in which it would be appropriate for the COR to deem it an emergency. Please also note that Location 1 has two priority elevators (Cars #2 and #9), which must remain operational in order to ensure that our tenants’ missions are not disrupted.

Question 3: Section H.1.4 - Suitability Determinations: If a technician has already been through the security clearance under another GSA contract, would that clearance apply to this contract?

Answer 3: The security process must be done separately for each individual contract and contract number. A security clearance under one federal contract will not automatically transfer over to a different contract. However, it is often the case that individuals who have already been through the background checks and who are familiar with the clearance process can move a little more quickly through the process. Vendors should not rely on this, however, and should budget adequate time for each staff member to be cleared.

Question 4: Regarding the construction projects at Location 1: Typically there are one-year warranty periods concluding construction projects. Are those going to apply to the new elevators currently being constructed and to the elevators being modernized?

Answer 4:

GSA wanted to provide some clarification, since there was some confusion in the terminology being used during the discussion at the pre-proposal conference: often, GSA’s Elevator Construction contracts include both a 12-month warranty agreement on parts as well as a 12-month maintenance agreement that coincides with the time period covered by the parts warranty. The parts warranty is different from the maintenance agreement.

In the case for both ongoing construction projects at Location 1, the 12-month standard warranty terms do apply, but there is no 12-month maintenance agreement that coincides with the terms of the warranty. This means that as soon as work is completed on an elevator and the elevator is operational, it shall be covered by the Services contract. However, there is still a parts warranty that applies for a 12-month period. GSA does NOT anticipate that this will change.

Regarding the elevator modernization project at Location 1 (Levin): as soon as the elevators have been modernized, they have been re-incorporated immediately back into the Services contract. At this point, the Government DOES NOT anticipate that this will change.

Elevators #9 and #12 were modernized under a separate construction contract. These elevators were put back into the Services contract on February 3, 2017.

The ongoing modernization project impacts elevators #1-8. These elevators are being modernized two-at-a--time. Four of these elevators have already been completed:

● Elevator 2 was put back in service 03/2018

● Elevator 5 was put back in service 08/09/2018

● Elevators 1 & 6 were put back in service on 02/11/2019

The estimated completion dates for the ongoing modernization work are as follows:

● Elevator 8 - June 2019 (currently removed from service for modernization)

● Elevator 4 - August 2019 (currently removed from service for modernization)

● Elevator 7 - October 2019 (modernization work has not begun; elevator is in service currently)

● Elevator 3 - December 2019 (modernization work has not begun; elevator is in service currently)

Regarding the construction of the two brand-new elevators at Location 1 (Levin): as soon as the elevators are operational, they are planned to be covered immediately by the Services contract.

At this point, the Government DOES NOT anticipate that this will change.

Under the current construction project on the two brand-new elevators, the estimated completion date is November 2019.

Based on the estimated completion dates for the construction projects noted above, it is anticipated that all 12 elevators at Location 1 shall be fully operational and covered by the Services contract at some point during the base year of performance.

However, please note that the estimated completion dates provided are highly variable and that the official dates upon which the elevators will be returned to the Services contract will be specified in the applicable contract modification(s) issued after award.

Offerors should base their price proposals on all elevators covered underneath the Request for Proposals, including those elevators that are currently temporarily out-of-service due to modernization or construction projects. After award, GSA will issue contract modifications, and will work with the contractor to negotiate appropriate equitable adjustments, in order to reflect the level of effort being provided in any given month.

Question 5: What is the brand name of the elevators under construction?

Answer 5: Exhibit 1 in Section J has the brand-name information for all elevators currently built and under construction. Please refer to this Exhibit.

Question 6: The minimum hours listed in the Solicitation are 4 consecutive hours per workday.

Would these minimum labor-hours remain the same even if the contract modifications reduce the total number of elevators being worked on under the Services contract?

Answer 6: Currently, the Government does NOT anticipate modifying the minimum number of labor-hours required as listed in C.10 - On Premise Requirements. However, all prospective offerors should note that, if it is in the best interest of the Government to do so, the Government can make this kind of change under the Changes clause and negotiate an equitable adjustment accordingly.

Question 7: Will all elevators at Location 1 be modernized?

Answer 7: Yes, currently the modernization project will allow all elevators at Location 1 (Levin) to be modernized, if they have not already been modernized. See the Answer to Question 4 above for the list of actual and estimated completion dates.

Question 8: Could you describe the kind of elevator that is being constructed?

Answer 8: The two elevators currently under construction are Machine Roomless Elevators (MRLs)

Question 9: What happens if a vendor needs to visit the sites again?

Answer 9: If a vendor needs to visit the site again, GSA will do its best to accommodate, within reason. However, please note that GSA does require appropriate notice in order to arrange a site visit due to tenant needs and the schedules of both GSA and contractor personnel. Please contact the Property Managers and allow for at least 2 business day’s notice.

Question 10: Can written questions be submitted after April 10, 2019?

Answer 10: Yes, written questions can be submitted after that point. However, GSA might not be able to provide a written response to late questions prior to the Solicitation closing date.

Question 11: Can GSA provide clarification regarding the old brakes in Elevator 9?

Answer 11: The Elevator 9 brakes are covered underneath a previously awarded construction contract. Therefore, the Services contractor will not be responsible for this particular component until such time as it has been replaced. Please refer to Amendment 0001 to the Solicitation, which provides clarification on this point.
