2. Scope addendum 001 is on page 69 of the RFQ. It is also attached to this amendment for quick reference.

The purpose of this conference is to allow contractors the opportunity to ask questions regarding the solicitation and the technical elements of this project. We will go through the forms that need to be submitted and procedures that need to be done. We will then go on a walk-through of the project site.

Questions may also be submitted by email to the Contracting Officer at patricia.dalinis@gsa.gov with a copy to Paul Machalek at paul.machalek@gsa.gov. To allow sufficient time for response, please submit questions by Thursday, December 6, 2018 at 4:00 PM CST.

Please be aware that no oral statement made by the Government Representatives during this conference will have the effect of amending the RFQ. In the event the discussion during this conference indicates a need to modify the RFQ, an amendment to the RFQ will be issued in writing. All amendments must be acknowledged by the time/date quotes are due. Notes from this meeting will be distributed via email.

The notes are not intended to reiterate everything discussed at the meeting.

There is no guarantee of negotiations being opened. The Government can award based upon the receipt of initial Quotes, so make your initial price your best offer.

Security Clearances All contractor employees who require access to the site will not be allowed within federally controlled space prior to obtaining security clearance. Notice to Proceed will not be issued until all security clearances have been confirmed.

Buy American Act Overview Except as provided in FAR 25.202, use only domestic construction materials in construction contracts performed in the United States.

Exceptions may include the following and must be approved by the Contracting Officer.

(1) Impracticable or inconsistent with public interest

(2) Non availability

(3) Unreasonable cost – 6% more

(4) Information technology that is a commercial item.

A request may be made Pre-Award or Post-Award to the Contracting Officer for a determination concerning the inapplicability of the Buy American Act for specifically identified construction material.

All requests must be made in accordance with FAR 52.225-10 and 52.225-11.

Any request for a determination submitted after contract award shall explain why the Contractor could not reasonably foresee the need for such determination and could not have requested the determination before contract award.

ES-1 Refer to Section 283100, Fire Alarm (Not Re-Issued) – Add/Include specific requirements to for the Fire Alarm System as indicated below.

1. The Scope of this Work includes the following:

A. Adherence to the Michigan Building Code, 2015 edition, Sections 606.1, 606.2, 606.2.2 (Duct Smoke Detectors) and Section 907.5.2 (Occupant Notification).

B. Fire alarm drawings are only for reference, as the specification dictates the true requirements.

C. The Fire Alarm System is to be all new for the area.

D. The current fire alarm system/project area is located within the secure area of the airport.

E. Currently the airport fire alarm system consists of multiple fire alarm panels working as nodes located throughout the airport complex.

F. Fire alarm panel nodes are configured in a big loop to meet survivability code requirements.

G. Current fire alarm panels will require modification to accommodate the additional equipment to meet code requirements.

H. The text within Section 283100 overrules all other support documents.

I. Specific related information taken from Section 283100 – Fire Alarm Specification:

1. A complete functional system meeting the requirements of this specification, including alarm initiating devices and notification appliances at locations and rating to meet the requirements of the Authorities Having Jurisdiction (AHJ) and all applicable codes shall be provided.

2. Fire alarm system vendor shall provide sound pressure level calculations demonstrating compliance with NFPA 72 and establish quantities and tap settings of audible devices.

3. No additional charges for work or equipment required for a code compliant system approved by the Authority Having Jurisdiction (AHJ) will be allowed.

4. Obtain and refer to mechanical drawings for smoke damper locations, smoke rated transfer openings and air handling equipment CFM’s.

Provide smoke detection as required by applicable codes.

J. Current Michigan building codes 606.1 through 606.2.2 and Line 4 above – a duct smoke detector will also be required for occupancy of the suite and was not included in the bid documents.

K. The drawings indicate that this was a standard commercial building design but the required design is based on an Assembly requirement (per NFPA 101) with survivability of the fire alarm system.

L. The New Fire Alarm System for this project shall be in conformance with the existing fire alarm system within the McNamara Terminal, and shall include the following:

1. Addressable Duct Smoke Detector

2. Speaker/Strobe Notification.

3. Class-A Audio Circuitry.

4. Class-A Visual Circuitry.

5. All system components are in a secured area.

6. Head-end equipment:

a. Cabinet

b. Amplifier

c. Power supplies

d. Miscellaneous materials.

7. Installation

a. Midnight to 5am circuitry testing with active alarm – 3 technicians required

b. Engineer, design, drawings & submittals

c. Permits

d. Installation

e. Final testing & inspection – Airport Fire Marshal Test, and City Of Romulus Fire Marshal Test.

NOTE: A Contractor that is familiar with the building systems of the Detroit Metro Airport/McNamara Terminal shall be used for all fire alarm system work on this project. The following Contractor has previously performed fire alarm systems work at the McNamara Terminal and shall be considered for this work:

1. The Scope of this Work includes the following:

A. Adherence to the Michigan Building Code, 2015 edition, Section 1010.1.9.8 (Sensor Release of Electrically Locked Egress).

B. Adherence to the TSA Bid Documentation, Section Physical Security
