Industry Question:
Under "Evaluation Factors"
I. Specialized Experience and Technical Competence (45%):
It states the following: "...each example may be supplemented with .... or additional information to exceed 2 double-sided pages."
QUESTION: are these 10 examples the same identical examples that are to be presented in the SF330? If so, the section on the SF330 says: "Each example project should be no more than 3 single sided pages."
So are we to provide 3 or 4 pages?
Causing additional confusion for me is that it appears each firm should treat the "Evaluation Factors:" as a separate section, different and fully separate from the SF330. The reason I believe this is that under Evaluation Factors "II. Management Plan" ... That section says "The management plan should clearly describe:"
It goes on to describe specifics that should be addressed to show the GSA that a company has the ability to manage projects under an IDIQ contract. In my experience, there is not an appropriate place in the SF330 to describe a company's Management Plan in the detail that the GSA solicitation requests, so the solicitation appears to be asking for a supplemental section that is totally separate from the SF330.
GSA Response: Yes, there is a page discrepancy between the GSA evaluation factors and the SF330. Firms can have up to 4 single sided pages (or two double sided pages). Additionally, the requirement is for the same projects (10 for 10 on the SF330, which is inclusive of lead design team and consultants). Additionally, the SF330 has formal extension pages if necessary.
The management plan can be its own separate section, there is no home for it in the SF330.
