2. Bid Guarantee/Bond is not required for the proposal but will be required at the task order level for amounts over $150,000.00 or $250,000.00. Please clarify which since both amounts are mentioned in the solicitation.
Answer: The SAT Threshold for 8(a) companies is still $150,000. Bid guarantees and performance/payment bonds are no longer required for 8(a) actions under 150K; but alternative protections are still required for actions that exceed $35,000. Please reference FAR 28.102-1(b) -- Performance and Payment Bonds and Alternative Payment Protections for Construction Contracts.

4. Please clarify what (distance in miles or state) the geographical competitive area is to be considered.
Answer: The State Wide Geographical Competitive Area is defined as State Wide, and includes Columbia, Greenville, and Charleston.
5. There is a building that is designed around materials and measurements that are metric. Will consideration be given in ordering materials for that building since the pricing sheet and RS Means are standard based? Also how will this affect the Buy American act since there are no manufacturers in the USA that produce materials in metric measurements?
Answer: GSA will work around SI units and attempt to use the English Units as much as possible.
6. What will be the protocol for items that are not listed in RS Means or the pricing sheet supplied?
Answer: Any Task Order can only contain more than 15% of Non-Price Line Items. If a Line Item needs to be added, that can be accomplished by the Field Office or the

7. Please advise on which facilities will require escort services and the cost for that service in each facility.
Answer: The contractor and their subs are required to obtain Security Badges. Prior to the receipt of those badges, all contractors will be required to be escorted. The cost is nominal. Contractors may incur a cost for photos, fingerprinting, shipping or mailing, etc.
8. It is our understanding (based off of the site visit) that the Thurman Strom building has a child care component. Due to this component, deliveries of materials for this building cannot happen between the hours of 7-9am and 2-4pm. Will this component effect any other aspects of this work?

14. Paragraph II.C on page 9 of the solicitation (1) states to include “the Agreement with prices and/or rates indicated for each price element on the pricing form included in Section II of the Agreement. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.” Does signing of the SF1442 indicate that we are in agreement with it or is there something else that certifies this? ; and what will be entered in Block 17 on the SF1442.
