This document is a Request for Quotation (RFQ) for real estate appraisal services on a 100.01-acre property owned by the American Hebrew Academy in Greensboro, North Carolina. Specific requirements include a highest and best use analysis, an estimate of the market value of the land as unimproved, and consideration of any improvements made by the government. Quotes are due by 12:00 pm ET on April 2, 2024, and will be evaluated on the offeror's experience, qualifications, and past performance. The Contractor shall appraise the property described in Part I. The Contractor shall make a detailed field inspection and identification of the property and shall make such investigations and studies as are appropriate and necessary to enable the Contractor to derive sound conclusions and to prepare the appraisal report to be furnished under this contract. Upon completion of the inspections, investigations, and studies, the Contractor shall prepare, furnish, and deliver to the General Services Administration (GSA) an appraisal report in electronic (.pdf) format.

The report shall, in form and substance, conform to the requirements for appraisal reports as set forth by the version of the Uniform Standards of Professional Appraisal Practice (USPAP) in effect upon the date of the report; shall present adequate factual data to support each rate, percentage, or amount used in sufficient detail to permit an intelligent review of the appraisal report; shall relate conclusions to those facts; and shall, among other things, include the items set forth herein. The appraisal IS required to be compliant with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA or “Yellow Book”). Additional details on this assignment are discussed later in these specifications. The Appraiser/ Contractor must possess a General State Certification in North Carolina or must be able to obtain a temporary practice permit. Bidders should read this scope of work carefully and pay particular attention to Part II, Special Requirements and Conditions and Part III, Evaluation Factors

PART I - THE APPRAISAL PROBLEM

PURPOSE

The purpose of the appraisal is to estimate the market value of the fee simple estate of the subject property as of a current date. The appraisal will be used in support of negotiations for a federal acquisition of the property.

PROPERTY TO BE APPRAISED

The subject property is a 31-building school facility on a 100.01-acre site owned by American Hebrew Academy Inc and located on the northwest quadrant of Jefferson Road and Hobbs Road in Greensboro, North Carolina. The property was owner-occupied and operated as a private school until the close of the 2018-2019 school year. It is currently under lease to The United States of America. It is listed in the Guilford County tax records as Pin # 7846-20-2568.

PROPERTY RIGHTS TO BE APPRAISED

Fee simple, subject to all easements, encumbrances, and restrictions of record.

SCOPE OF WORK

The scope of work shall be appropriate to the intended use of the appraisal, needs of the user, and complexity of the property.

It shall at a minimum meet the following special requirements:

Special Requirements and Conditions

1. The appraisal shall comply with the USPAP and the UASFLA. In the event of contradiction between these standards, the UASFLA shall rule and a Jurisdictional Exception shall be cited as the authority.

2. The appraiser is responsible for determination of the applicable and necessary approaches. If the appraiser determines that any of the three conventional approaches are not applicable or not necessary, he should immediately contact the GSA Chief Regional Appraiser with an explanation of his reasoning. The appraiser should review the discussion of the approaches in the UASFLA before making his determination.

3. Because the subject is a “special use” property, the appraisal must contain a detailed highest and best use analysis. The subsequent valuation must conform to the concluded highest and best use.

4. The appraiser shall include an estimate of the market value of the land as though unimproved and available for development to its highest and best use.

5. Any structures built by, or significant improvements made by, the Government while a tenant on the property should identified in the report but should not be considered in the appraiser’s analysis and should not be reflected in the value opinion. This does not apply to normal maintenance performed subject to the terms of the lease.

6. Except as required to meet the conditions specified herein, no Extraordinary Assumption (EA) or Hypothetical Condition (HC) may be used as a basis for the appraisal without written permission of GSA’s Chief Regional Appraiser. Due to the conditions described in Item 8 below, it is anticipated that either EAs or HCs (or both) may be required for this assignment. If so, the EAs/HCs must be approved by the Chief Regional Appraiser prior to submission of the report.

7. The effective date of value should be the date of the inspection.

8. No boundary survey, environmental site assessment or title report is available, and may not be available before the assignment is due. As a part of this assignment, the appraiser agrees to review such documents when they are provided. If they have no material effect on the appraised value, the appraiser will provide a revised report with the EAs and HCs removed at no additional cost to the government. If the appraiser determines that the documentation provided will have a material effect on the value, and if GSA’s Chief Regional Appraiser concurs, the appraiser will provide a fee and timeframe for revising his appraisal.

9. In accordance with the UASFLA, a larger parcel analysis is required and if it is determined that the subject property as described herein is NOT the larger parcel, “Before and After” methodology must be utilized.

10. In accordance with the UASFLA the property owner or owner’s representative must be afforded the opportunity to accompany the appraiser during the inspection. The name of the owner/representative(s) participating in the inspection must be included in the appraisal report.

11. The report will be due as negotiated by the GSA and the selected appraiser. It is anticipated that the report will be due within 90 days of the issuance of a Notice to Proceed. A draft of the report will be submitted to GSA’s Chief Regional Appraiser no later than the negotiated due date. The draft report will be reviewed by GSA’s Regional Review Appraiser who may contact the contract appraiser with requests for clarifications and/or corrections. Upon acceptance of the appraisal report by the review appraiser, a final report will be provided to GSA and payment will be authorized.

PART II - REPORT FORMAT

The report shall, in form and substance, conform to the requirements for an appraisal report as set forth by the USPAP and should adhere as closely as is practical to the report format in Section 2 of the UASFLA; it shall present adequate factual data to support each rate, percentage, or amount used in sufficient detail to permit an intelligent review of the appraisal report.

DEFINITIONS

a. Market Value (UASFLA, Para 4.2.1; Pg 93) – Market value is the amount in cash, or in terms reasonably equivalent to cash, for which in all probability the property would have sold on the effective date of the appraisal, after a reasonable exposure time on the open competitive market, from a willing and reasonably knowledgeable seller to a willing and reasonably knowledgeable buyer, with neither compelled to buy or sell, giving due consideration to all available economic uses of the property.

b. Highest and Best Use (UASFLA, Para 1.4.4; Pg 22) - The highest and most profitable use for which the property is adaptable and needed or likely to be needed in the reasonably near future.
