About this file
This document provides details for a federal contract opportunity to serve as the Bridging Architect for the new Fort Lauderdale Federal Courthouse project. The General Services Administration (GSA) is soliciting Statements of Qualifications from architectural firms for conceptual design services. Firms must submit their qualifications by September 9th, 2020. Shortlisted firms will then participate in interviews. The selected Bridging Architect will work with GSA and the courts to develop preliminary concepts and a final bridging design package. This package will then be used in a future design-build procurement for construction of a new approximately 255,000 square foot courthouse, including secured parking, in Fort Lauderdale, Florida. The Bridging Architect must demonstrate experience designing similar secure federal facilities and meet sustainability and security requirements.

Amendment 0002, Additional Questions & Answers:
4) Is there a page limit for the cover letter?
The page limit described in the announcement does not include the cover letter. There is no specific page limit for the cover letter, however it should be brief and be limited to only those items described in the announcement, i.e. “referencing the Beta.Sam.gov announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments”.
5) If the lead designer is a team (two individuals from different firms) can the page limit for this section be adjusted similarly to the lead designer portfolio? Can we allow for 2 pages per Lead Designer = 4 pages total, instead of 3 which is the page limit mentioned in the RFP.
If the lead designer is a team, the page limit is hereby adjusted to 4 pages total, 2 pages per lead designer.
6) Does participating on Bridging Architect’s team as a subconsultant preclude later participation on a design/build team?
The answer to this question depends on the specific facts which may not be known until the bridging design is underway. Whether or not a subconsultant to the Bridging Architect would be precluded from participation on a design/build team in the design/build procurement depends on the actual level of involvement in the bridging design of that specific subconsultant. Significant involvement in the bridging design could create a significant organizational conflict of interest which may preclude later involvement on a design/build team as part of the design/build procurement. Involvement that is not significant, would not be precluded.
7) Does “Completed in the last 10 years” mean the design was completed in the last 10 years or that construction is complete?
Design.
