Questions Answers

Do you have to attend the site visit to bid this project?

In accordance with the solicitation terms, Offerors are urged and expected to inspect the site where the work will be performed.

When is the start date?

The contract start date will be affected by the contract award date. There are then submittal reviews and security clearances thet must be processed before the actual onsite work can start.

This project will be further affected by the completion of the separate demolition and asbestos removal project. As discussed at the prebid conference contractors should forcast about a 6 month delay to start the actual onsite construction to allow for the completion of the demolition.

If we are awarded this project what security procedures?

All workers will be required to submit their personal information on a Contractors Information Worksheet. The process will vary depending on the type of clearance required as determined by the length of time theyt will be on the contract. For this project we anticipate most workers will require a Tier 1 clearance. (See Attachment 2 Security Information Fact Sheet for additional information).

Communications Cabinets

Sheet T-101: The enlarged Comm Room Plan shows 16 cabinets.

Sheets T-502 (detail 2 & 3) & T-503 (detail 1) show the buildout of 6 cabinets Sheet T-502 (detail 2) shows a standard cabinet.

Therefore, should the bid include 10 standard cabinets?

The specifications do not include any information on the cabinets.

Please provide a spec for the dimensions of the cabinets and any special requirements; i.e., fan, lockable, plexiglass front, etc.

Vertiv™ VR Rack: VR3350 or approved equal meeting the following;42U 1998mm (78.6”)H x 800mm (31.50”)W x 1215mm (47.83”)D with (1) 77% Perf Locking Front Door, (2) 77% Perf Split Locking Rear Doors, (2) pair 19” Mounting Rails,(4) Split Side Panels with locking slam latch, Toolless Removeable Top Panel, Casters and Leveling Feet, (2) Full Height PDU/Cable Mgt Brackets, (1) Baying Kit, (50) M6 Cage Nuts and Screws, Color White

7th Floor Terminal Equipment

The plans do not include any details regarding the Fiber Optic patch panels or Category 6 STP patch panels for the backbone links on the 7th floor. Please quantify what terminal equipment is required on the 7th floor.

Should we also include one 2RU horizonal wire manager for each patch panel?

Will this equipment be installed in an existing cabinet? If not, how many new cabinets are required?

We require industry standard LIUs (Lightguide Interconnect Unit) and Cat6 patch panels to properly support the infrastructure. We’re relying on the our engineering support to identify make and model of these units. Horizontal wire managers are only required for copper (Cat6) patch panels. All cabling and terminal equipment will be installed in new cabinets, total quantity

(16) – (8) in each data center.

Sheet T-102

This floor plan shows security keypads and cameras; however, there is no specification for any security systems. Does the scope include only conduit or are we responsible for any cabling or equipment?

Contractor to provide pathways from security devices and equipment to head end equipment location. The current Bosch Alarm panel is located on the 7th floor.

Sheet T-504, Keynote T6

This keynote calls for a 6-strand OM3 fiber cable to the workstations.

However, the faceplate detail shows six 2-strand jacks in the faceplate.

Should Keynote T6 require 12-strand fiber cable?

correct. Keynote T6 should read "OM3 12 STRAND FIBER OPTIC CABLE TO

WORKSTATION OUTLETS"

Sheet T-504, Keynote T3

Will this RG-11 cable be terminated and left coiled in both Comm Rooms or landed on a splitter?

If you require this link to be landed on a patch panel, it is not shown.

All RG-11 cabling should be terminated, connected, and routed in support of the newly installed security system. We’re rely on the GSA/Contractors to provide all equipment and integration of the security systems.

Sheet T-504, Detail 3

Will these Wall Outlets be free-wired in the ceiling and require cable supports or will they be installed in conduit or under the floor in the cable tray?

Refer to Detail 5 on Sheet T-501. Free wiring is not permitted. There is no ceiling in the unsecured area.

Cordage Requirements

It probably makes sense for us to provide Category 6 shielded patch cords on both ends of the station and backbone links. However, with over 2,000 strands of station and backbone fiber, it might not make sense to provide patch cords on both ends of all links. Please quantity the Cat 6 and fiber cordage that we should provide. Will we be responsible to install any cordage?

Only the Cat6 drops will require patch cords and only 50% of the drops will need patch cords on both ends with the following specs.

20% - 2 Meter

60% - 4 Meter

20% - 5 Meter

Sheet T-504: The faceplate details call for 6-port angled faceplates. I have looked at most of the manufacturers of these components, googled the internet, and could not find a 6-port angled faceplate. The largest single gang angled faceplate available is 4-port. Here are some possible solutions:

The Legrand EFB45S is a 4/5 gang box. One gang is used for power. Install 2 – 4-port faceplates for the fiber and 1 – 4 Port faceplate for the single Cat 6 shielded jack.

Land 2 of the fiber duplex jacks in the faceplate with the Cat 6 Shielded jack.

Install a flat 6-port faceplate for the fiber jacks.

Please advise on which solution we should use.

Consider modular faceplates such as Panduit and Ortronics. Angled faceplates not required in floorbox outlets, but should be utilized for wall outlets.

There isn’t a specification for the 16 cabinets shown on the drawings.

Please provide a spec and dimensions for these cabinets.

Vertiv™ VR Rack: VR3350 or approved equal meeting the following;42U 1998mm (78.6”)H x 800mm (31.50”)W x 1215mm (47.83”)D with (1) 77% Perf Locking Front Door, (2) 77% Perf Split Locking Rear Doors, (2) pair 19” Mounting Rails,(4) Split Side Panels with locking slam latch, Toolless Removeable Top Panel, Casters and Leveling Feet, (2) Full Height PDU/Cable Mgt Brackets, (1) Baying Kit, (50) M6 Cage Nuts and Screws, Color White

Can we use the existing elevators for material delivery The freight elevator will be available for contractor material deliveries.

General Demo note states floor demo under a separate contract. Floor finish notes states contractor to remove the existing floor The flooring demolition will be under separate contract.

A-6.01 Door Schedule Door 413B specified as wood. Detail 9A at A6.01 states metal door.

Please Clarify.

Door 413B should be solid core wood. Refer to "Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities" Version 1.4 for all door requirements.

In other SCIFs that we have built, they have allowed us to screw the 10GA Expanded Metal to the Studs instead of welding. (safety).

Correct, "Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities" Version 1.4, Chapter 3 section C.3.d.3 gives an alternative method for fastening the expanded metal in lieu of welding. It states "Hardened screws with one inch washers or hardened clips may be used in lieu of welding to fasten metal to the studs.Screws shall be applied every six inches along the length of each vertical stud and at the ceiling and floor."

For the work to be conducted in the 3rd Floor Ceiling, who is the tenant currently on the 3rd floor if it is occupied. Will access to this floor be available during normal working hours?

The 3rd floor area where the work is to take place is vacant and access can provided anytime necessary.

If work for shut-downs of mechanical and electrical systems require working on the weekends or after hours, is there a requirement to have Security Officers present beyond their normal shifts? If so what is the hourly rate the GC will be required to pay them?

The only requirement for after hours work is that all workers must have a current HSPD-12 clearance.

There are security devices shown on T-102 and some details on T-501, however, there are no spec sections for security devices. Is the security system included in this SOW or is that being provided by others?

Contractor to provide pathways from security devices and equipment to head end equipment location provided by end user.

The 4" RGS Welded Conduit shown on the 4th floor has a note "continue to 7th Floor". Is this required to be welded RGS from the fourth floor up to the 7th Floor?

Correct this is for the 4" RGS conduit with the PDS system. All connection points for the conduit need to be welded. See Sheet T-601, Detail 1.
