| RFIs | RFI Responses | |
| 1 | 011000 1.01 D. alludes that all work for removals and installation of siding is to |
be done off of scaffolding. Are there some form of regulations stating we cannot use mechanical lifts? Mechanical lifts can be used on site. The GC will have to submit a Traffic Plan agreeable to Port staff and coordinate daily.
GC will need to work with Port staff regarding any traffic requests.
| 2 | Section 5: 4. b. ii. Promotes utilization of a broker for importing materials over the | |
| border. Would you be able to provide contact information for these brokers. | Brokers are not a requirement and GSA can not provide information on 3rd party brokers. | |
| 3 | Section 9: Progress Meetings – “Design and Construction Phases” – What | |
| designs are required for this project. | No design is required as design documents were supplied. There will be weekly construction progress meetings held via video calls. | |
| 4 | A0.01 and A0.02 “Existing Conditions Photo” states requirements to relocate |
and/or re-route and consolidate communications and power conduits and conductors. Would this work be considered the part of the “Construction Contingency” since this work cannot be entirely quantified? If not can this work be captured under an allowance so that everyone can be apples to apples. No. The relocation, re-routing, and consolidation of communications and power conduits and conductors identified on Sheets A0.01 and A0.02 – Existing Conditions Photo shall be considered part of the Base Bid scope of work and shall not be carried under the Construction Contingency.
Contractors shall include reasonable costs for this work based on the contract documents, existing conditions photographs, site observations, and required coordination with applicable trades and utility/communications providers.
To the extent that existing concealed conditions are encountered that could not reasonably have been identified from the contract documents or field investigation, those conditions may be reviewed in accordance with the contract provisions for unforeseen conditions and potential change order consideration.
At this time, no separate allowance will be established for this work unless modified by addendum.
| 5 | Reference the solicitation. Section II.D, Factor 1 – Management Plan states that the evaluation standard is met when: “The offeror submits a logical plan for managing the design and construction efforts that addresses the projects requirements and such issues as budget and schedule.” | |
| Please clarify what design responsibilities are anticipated for the Offeror under this project. Is the reference to managing “design and construction efforts” limited to items such as engineered scaffolding, shop drawings, submittals, and other delegated design requirements identified in the Contract Documents, or are additional design responsibilities required as part of the Contractor’s scope? | The reference in Section II.D, Factor 1 – Management Plan to managing “design and construction efforts” is intended to address the Offeror’s approach to coordinating and managing all design-related activities required to successfully execute the work. |
The project is intended to be a design-bid-build and the Contractor is not expected to assume responsibility for the overall design of the project.
The Offeror’s anticipated design-related responsibilities include, but are not necessarily limited to:
Coordination and management of required shop drawings, product data, and submittals;
Any delegated design elements specifically identified in the Contract Documents;
Temporary works and means-and-methods engineering, such as engineered scaffolding, shoring, bracing, hoisting, or temporary protection, where / if required;
Coordination with subcontractors, fabricators, manufacturers, and any required licensed professionals for delegated design items;
Identifying constructability issues, conflicts, or coordination concerns and submitting RFIs as needed;
Managing design-related impacts to budget, schedule, procurement, and sequencing.
No additional design responsibilities are required as part of the Contractor’s scope beyond those expressly identified in the Solicitation and Contract Documents, including delegated design, temporary works engineering, and normal construction submittal requirements.
| 6 | Section II.D, Factor 1 – Management Plan states: “If a subcontractor is doing the work, a Management Plan should include at least 3 subcontractors proposed for that position, for consideration for the Government.” | |
| Please clarify this requirement. Is the Offeror required to identify three potential subcontractors for each subcontracted scope of work, with the Government selecting the subcontractor to be utilized, or is the Offeror responsible for selecting its subcontractors and identifying the subcontractor(s) proposed to perform the work?If the Government intends to select from the three proposed subcontractors, please clarify how Offerors are to account for differences in subcontractor pricing within the firm-fixed-price proposal. | To clarify, the intent of this requirement is to ensure competition rather than selecting a single subcontractor without obtaining multiple offers. This means you state which parties were provided the opportunity. The contractor ultimately decides which subcontractor to select. | |
| 7 | Reference the Statement of Work. Section 5.3 states that IB Roofing will furnish roofing system components covered under the existing warranty and includes the question, “Are we getting the material list prior to bidding?” | |
| Please provide the list and quantities of materials that IB Roofing will furnish for the roof replacement, or clarify how Offerors should account for these materials in their proposal. | Roofing manufacturer has only recently responded with commitment to supplying the roofing material., Therefor we are bidding the roofing materials portion as a seperate line item , Refer to Item NO 0002, on Pasge 3 of 47PD5526R0042, Standard Form. |
For base bid, assume that IB Roofing will furnish only the roofing material not the flashing, scuppers, building paper. and all other material which IB roofing does not manufacture. The Contractor shall include all labor, equipment, supervision, layout, hoisting, receiving, unloading, handling, storage, protection, and installation of the IB-furnished materials.
The Contractor shall include all materials, accessories, fasteners, adhesives, sealants, blocking, insulation, flashing components, sheet metal, temporary protection, demolition, disposal, and related work not specifically furnished by IB Roofing.
The Contractor will account for coordinating with IB Roofing to confirm furnished materials, delivery requirements, warranty requirements, installation procedures, and sequencing. Any materials required to complete the work that are not furnished by IB Roofing shall be included in the Offeror’s base bid.
No separate allowance will be established for IB-furnished materials at this time unless modified by addendum.
A separate material list and quantities will not be provided prior to bidding.Offerors shall prepare their proposals based on the Contract Documents, existing conditions, and their own quantity takeoffs.
8 Can the Superintendent also at as the SOW itself asks. Are we getting the material list prior to bidding and leaves it unanswered. Will bidders receive IB Roofing's itemized material list (membrane, insulation, cover board, fasteners, adhesives, flashing accessories, clad metal) before proposals are due, so CLIN 0003 (Roofing Material contingency) can be priced accurately rather than as a placeholder? If the intent is also to ask whether the Superintendent may serve in another required role, please see previous responses to RFI's.
No. An itemized material list from IB Roofing, including quantities for membrane, insulation, cover board, fasteners, adhesives, flashing accessories, clad metal, and related components, will not be provided prior to receipt of proposals unless issued by addendum.
Offerors shall price the work based on the Contract Documents, existing conditions, site observations, and their own quantity takeoffs. CLIN 0003 – Roofing Material Contingency shall be carried as identified in the solicitation and is intended to address roofing material items that cannot be fully quantified prior to award or that may be required to maintain the existing IB Roofing warranty.
Offerors shall include in their base proposal all labor, equipment, handling, storage, installation, coordination, and non-IB-furnished materials required to complete the roof replacement. Any use of the roofing material contingency will be subject to Government approval and contract procedures.
9 The SOW and several architectural keynotes reference conduit being rerouted behind the new facade and power/data being run in separate conduit "per the E-sheets," but no electrical or communications discipline sheets are included in the 22-sheet 100% CD set. Please provide the referenced E-sheets, or confirm this scope is to be designed/coordinated by the Contractor with no issued electrical drawings. There are no E sheets, just A sheets Yes - as it was stated on A0.01 & A0.02 - multiple locations where wires need to be re routed to consolodate wires together and placed in optimal locations on the roof. Additional details are shown on: (not fully inclusive list) A3.00 - calls out details as well as refer to Roof Plan Keynotes and Roof Repair notes.
A4.10 - details 8 & 9 A4.11 - Detail 1, 4 & 9 No additional drawings will be provided to the contractor for place of the wire.
| 10 | The SOW requires the Contractor to perform a pre-alteration asbestos and lead environmental survey before starting work. Please confirm the owner anticipates a C.O. if any hazardous materials are encountered to be removed. | Owner anticipates a C.O. if any hazardous materials are encountered to be removed. |
| 11 | The SOW states new non-penetrating antenna stands will be "provided and installed" by CBP OIT / CBSA IT personnel after the new roof is installed. Please confirm the Contractor's scope that would overlap and need to be coordinated. | Confirmed. The new non-penetrating antenna stands will be provided and installed by CBP OIT / CBSA IT personnel after completion of the new roof installation. |
The Contractor’s scope is limited to work necessary to support, protect, and coordinate with that follow-on installation. This includes, but may not be limited to:
Coordinating the roof replacement schedule with the Government and CBP OIT / CBSA IT personnel;
Maintaining awareness of existing antenna, communications, and IT equipment during construction;
Protecting existing all equipment which are to remain in service;
Notifying the Government in advance of any work that may affect communications/IT systems or roof-mounted equipment;
Providing a completed roof surface suitable to receive the Government-furnished/Government-installed non-penetrating antenna stands;
Coordinating access to the roof after completion of roofing work, as directed by the Government;
Ensuring the new roofing system, flashings, and all other materals are not damaged or compromised by construction activities;
Promptly identifying any apparent conflicts between the roofing system and the planned antenna stand locations.
| 12 | The Window Schedule lists "UL Level 3" as the basis-of-design protection level for the bullet-resistant window locations (Insulgard BulletBlock TTH600 and Action Bullet Resistant BR250 ESW products), with one location (window 23) additionally specified as "Insulgard 44/600 Bullet & Blast Resistant." Please confirm UL 752 Level 3 is the required protection level at all bullet-resistant locations except window 23, and confirm whether a blast-resistance requirement applies only to window 23 or to additional locations. | Window #23 does require this level. Please refer to A8.00 for all UL3 rated windows. |
| 13 | The elevations show two overhead/garage-style door openings (one on the west elevation, one on the south), but neither is listed on the Door Schedule (Sheet A8.00). Please confirm whether the existing overhead/garage doors are to remain in place and be repainted only. | Yes - garage doors will remain, painting is only required. |
| 14 | Does the facility have the information of the security company that handles the camera and communications for all associated roof security system? | No information has been supplied for security company's that handles the camera and communcations for associated roof secuirty systems |
| 15 | SOW states that individual workers must obtain a Canadian work permit on arrival ($155 CAD each, LMIA-exempt) and that materials crossing into Canada are subject to a CBSA import duty of 5% of the Canadian value of the goods, filed on Canadian Customs Coding Form, which requires obtaining a Canadian business number. Please confirm: |
(1) Whether the quoted 5% duty is the final applicable rate.
(2) Whether the Contractor will additionally need to register for Canadian GST/HST, obtain a provincial Workers' Compensation Board (WCB) account for work performed on the Canadian side, or withhold/remit any Canadian income or payroll tax on labor performed in Canada, none of which are addressed in SOW.
(3) Which bid line item the CBSA import duty, work-permit fees, and any Canadian tax/registration costs should be carried under, given the separate "Base Bid – Turner Main Building Roof & Building Envelope (CAN)" pricing line in SOW. Import Duty Rate:
The 5% CBSA import duty referenced in the SOW is to be used by Offerors as the bidding assumption for materials imported into Canada for this project. The Government is not confirming that 5% is the final legally applicable duty rate for every material or product, as actual duties may depend on tariff classification, country of origin, valuation, and applicable CBSA requirements. The Contractor remains responsible for properly classifying, declaring, and importing materials.
Additional Canadian Taxes / Registrations:
The Contractor is responsible for determining and complying with all applicable Canadian federal, provincial, and local requirements associated with performing work in Canada. This may include, as applicable, GST/HST registration or remittance obligations, provincial Workers’ Compensation Board requirements, payroll or income tax withholding/remittance obligations, work permits, business number registration, customs filings, and related administrative requirements.
The SOW does not relieve the Contractor of responsibility for such compliance. Offerors should consult qualified Canadian tax, customs, immigration, and labor advisors as necessary. The Government will not provide legal or tax determinations regarding the Contractor’s Canadian obligations.
Bid Line Item for These Costs:
Unless otherwise specifically identified in the solicitation, costs for CBSA import duties, Canadian work-permit fees, Canadian business registration, tax compliance, WCB registration, customs brokerage, administrative filings, and similar costs required to perform the Canadian-side work shall be included in the applicable Canadian work pricing line, including “Base Bid – Turner Main Building Roof & Building Envelope (CAN)”.
These costs shall not be carried as a separate allowance or contingency. Offerors shall include all such costs necessary to perform the work in their proposal pricing.
| 16 | Section 7 of the Statement of Work identifies three proposal pricing components: Main Building Roof & Building Envelope (US), Main Building Roof & Building Envelope (CAN), and Water Treatment Building Envelope (US). The SF 1442 instead identifies CLIN 0001 Turner Facade Restoration, CLIN 0002 Roofing Material (if warrantor does not supply material), and CLIN 0003 Roof Restoration. | |
| Please clarify how Offerors should reconcile the three Statement of Work pricing components with the three lump-sum CLINs identified on the SF 1442, or whether the required CSI cost breakdown should be organized solely under the three SF 1442 CLINs. | The Offeror’s total proposed price shall be organized under the three SF 1442 CLINs: |
CLIN 0001 – Turner Facade Restoration CLIN 0002 – Roofing Material, if applicable if the warrantor does not supply material CLIN 0003 – Roof Restoration The required CSI cost breakdown shall be organized under the applicable SF 1442 CLINs.
Within the CSI cost breakdown, Offerors shall also identify, to the extent applicable, the costs associated with the SOW pricing components:
Main Building Roof & Building Envelope – US Main Building Roof & Building Envelope – CAN Water Treatment Building Envelope – US This will allow the Government to reconcile the SF 1442 CLIN pricing with the SOW work-area pricing components.
In the event of any conflict between the SOW pricing description and the SF 1442 CLIN structure, Offerors shall use the SF 1442 CLIN structure for the submitted proposal price unless modified by addendum.
17 Reference Section 01 10 00 – Summary, which indicates that the extent of required brick repairs will be confirmed through a field inspection with the Government/Building Manager and that an “allotment” will be provided to the Contractor. Also reference Section 04 01 21 – Brick Masonry Repair and Replacement, which identifies allowances for masonry removal/installation and expansion-joint creation/installation, as well as unit prices for masonry removal/installation and masonry anchor installation. As part of our subcontractor review of the masonry scope, we have identified several items requiring clarification to establish a consistent basis for proposal pricing. While the Contract Documents identify the types of masonry repair work required, the quantities and/or allowance amounts to be included in the proposal do not appear to be clearly established. Please provide clarification on the following:
1. Repointing/Tuckpointing: Please identify the approximate quantity of existing masonry joints to be repointed/tuckpointed, expressed in linear feet, square feet of wall area, or another measurable unit. If the extent of this work is to be determined in the field after award, please clarify the quantity or other basis Offerors should include in their proposals.
2. Brick Removal and Replacement: Please identify the approximate quantity of existing brick to be removed and replaced, expressed by number of brick units, square feet of wall area, or another measurable unit. If the extent of this work is to be determined through the post-award field inspection, please clarify the quantity or other basis Offerors should include in their proposals.
3. Masonry Anchors: Section 04 01 21 references a unit price for masonry anchor installation. Please identify the quantity of masonry anchors Offerors should carry in their proposals or otherwise clarify how this unit-priced work is to be incorporated into the firm-fixed-price proposal.
4. Expansion Joint Creation/Installation: Section 04 01 21 references an allowance for expansion-joint creation/installation. Please identify the locations and approximate quantity of this work and provide the allowance quantity or dollar amount Offerors are to include in their proposals. 5. Sealant at Existing Masonry Joints: Please identify the locations and approximate quantity of existing masonry joints requiring sealant removal and replacement, including expansion/control joints and any other masonry joint locations requiring new sealant. If the extent of this work is to be determined in the field after award, please clarify the quantity or other basis Offerors should include in their proposals.
6. Existing Masonry Weep Holes: Section 01 10 00 directs the Contractor to “seal all existing weeps” with silicone sealant. Existing masonry weep openings typically serve as part of the exterior wall moisture-management system by providing a means for water within the wall cavity to drain to the exterior and, depending on the wall assembly, may also provide ventilation of the cavity. Permanently sealing these openings may restrict the intended drainage of the wall assembly and could contribute to future moisture-related issues. Please confirm that the design intent is to permanently seal all existing masonry weep openings and that no existing weeps are to remain open or otherwise be maintained for drainage. #1 and #2: For bidding purposes assume that a 6'0"x9'0 area will be removed for note 4 on sheet A1.11D #3. Assuming 16" on center for anchor bolts #4 No allowances will be considered as part of the bid. Assume (2) 9' high expantion joints #5 Do not include masonry joints as part of this bid #6 Do not include sealing existing weep as part of this bid

| 34 | Additionally, please clarify how the “allotment” referenced in Section 01 10 00 is intended to be administered in conjunction with the allowances and unit prices identified in Section 04 01 21. Specifically, please identify the quantities and/or dollar allowances Offerors are to carry in their proposals and clarify whether the unit prices are intended to be used to reconcile actual quantities following the post-award field inspection. | Do not include allowance or allotmants as part of your bid proposal. |
| 35 | The solicitation states that, if a subcontractor is performing the work, the Management Plan “should include at least 3 subcontractors proposed for that position.” Please clarify whether Offerors are required to name the three proposed roofing subcontractors in the proposal and what information must be provided for each. | The Governments intent is for competition and if the contractor was the lowest priced technically acceptable. List the subs solicited. |
| 36 | The solicitation states that the Management Plan “shall include a project schedule,” while the evaluation standard requires a “project schedule narrative.” Please clarify whether Offerors are to submit both a project schedule and a separate schedule narrative and, if a project schedule is required, identify the required format and level of detail. | For the solicitation a tentative schedule is required to show milestones in association with the project to ensure the time for performance is followed in accordance with the SOW. After award a more detailed and orientated schedule shall be provided. |
| 37 | Please confirm whether there are any page limitations, font requirements, file-size limitations, file-naming conventions, email subject-line requirements, or other formatting or electronic submission requirements applicable to the Management Plan, project schedule, Key Personnel resumes, or overall Technical Proposal. | There are no additional page limitations, font requirements, file-size limitations, file-naming conventions, email subject-line requirements, or special electronic submission requirements applicable specifically to the Management Plan, project schedule, Key Personnel resumes, or overall Technical Proposal than what is specified in the bid documents |
Offerors remain responsible for ensuring that all proposal materials are complete, legible, properly organized, and submitted in accordance with the solicitation’s stated delivery method, due date, and time. If submitting electronically, Offerors should ensure that files are accessible and not corrupted. The solicitation requirements govern in the event of any conflict.
| 38 | Section II.F(4) requires joint venture Offerors to submit representations and certifications, financial information, and past performance information for each joint venture member; however, the solicitation does not identify Past Performance as a non-price evaluation factor or specify the past performance or financial information to be submitted. Please clarify what past performance and financial information must be included for each joint venture member and whether this information will be evaluated as part of the responsibility determination, the non-price factor evaluation, or both. | Past performance is always evaluated. This is generally done by the contractor performance assessment reporting system (CPARS) or individual forms filled out by prior COs and PMs from previous projects. If you are trying to do a joint venture ensure procedures are done in accordance with the Federal Acquisition Regulations (FAR). Certain certificates are required from SBA in some instances. I will need you to ensure you provide both companies full name,UEI, and information required in Section II.F(4). I will obtain information from Government entities to obtain required information. |
| 39 | The details call out salvaging and replacement of camera, lights, and other miscellaneous equipment on the outside of the building. Will we be provided with a quantity that tells us how many pieces of equipment need to be replaced? | Contractor will develop a separate quantity schedule for each piece of exterior-mounted equipment prior to construction. Offerors shall base their proposals on the equipment visible at the project site and indicated in the drawings/details, including items that must be temporarily removed, protected, salvaged, reinstalled, or otherwise accommodated to complete the Work. |
| 40 | Since this is a federal job, are we required to pull permits on the Canadian side of the border? | All permits are the resposibility of the General Contractor |
| 41 | Is this project tax exempt? | No, Generally all Government projects are taxed and are not exempt unless stated so in the solicitation |
| 42 | Are a QCM and SSHO required for this project? If so, can it be a dual hat individual? | The quality control manager and site safety heath office can be the same individual if they meet all the requirements for that position |
| 43 | Are there any fees associated with carrying/importing the materials needed for the project across the border? | See 1.02 GENERAL : F. Coordinate with Canadian Border Services Agency and GSA regarding import of materials to Canada and Canadian work permit requirements. Contractor shall bear all associated fees. |
| 44 | 071919 requires that all joint sealants be removed, replaced and fully cured before the silicone coating goes on per section 079200. However, section 079200 is not in the project manual. Please provide clarity. | Section 079200 Joint Sealants supplied in the attached |
| 45 | There is no membrane roofing section included. Are the IB warranty documents and drawings the complete roofing specification? Can you provide the CRCI Roof Report that is dated 6/3/2022? It is mentioned in the documents as part of the work, but the report is not in the attachment list. | Attached is the revised specification manual which includes the complete section 075419 PVC Membrane Roof IB spec on page #74. Also attached CRCI’s inspection report from 06/03/2022. |
| 46 | Who is responsible for furnishing temporary heat and weather enclosures? | The general contractor will be responsible |
