About this file

This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) issued by the GSA PBS Office of Acquisition Management on June 29, 2026, for solicitation 47PD5326R0039. The amendment incorporates site visit questions and answers along with a site visit sign-in sheet for the USMS Egress Modifications project at the William Guy Federal Building in Bismarck, North Dakota. The proposal due date remains unchanged at 10:00 AM CST on July 17, 2026, and all other terms and conditions remain unmodified.

The site visit documentation dated June 25, 2026, addresses five key technical questions regarding egress modifications. Question 1 clarifies that alarmed crash bars on three doors should utilize independent battery-operated local audible alarms rather than hardwired integration with the building's security system, with all devices standardized. Question 2 confirms that signage reading "Emergency Exit Only" with audible alarm warnings must be provided on the egress side of each alarmed door per Section 5, Note 4. Questions 3 and 4 address junction box placement for exterior access badge readers at the courthouse front entrance, directing compliance with PBS Core Building Standards, ADA guidelines, and USMS Publication 64 regulations. Question 5 specifies that double gang back boxes with mud rings must be flush-mounted per USMS Publication 64, with the USMS NPSC responsible for providing and installing security hardware and the general contractor responsible for installation unless special back boxes are required by the NPSC.

1: Alarmed crash bars: the three doors identified for alarmed crash bars already have monitored open/close sensors on them that the CSO's observe from their central control room. Do you want the alarmed crash bars hooked up to the building's security system directly? No Or do you want the new crash bars to only have a battery powered local audible alarm when someone uses the crash bar to open the door? Yes, the independent battery-operated device is sufficient. One option is very expensive while the other is very economical. Can you specify an example of the desired alarmed crash bar and if you want battery or hardwired alarm? All we will ask is that all devices are the same.

2: Do you want signage included in the bid indicating the presence of alarmed exits placed in advance of the exits? Yes, Section 5, Note 4) The contractor shall provide signage on the egress side of each door stating Emergency Exit Only and warn of audible alarm.

3: Do you have a specific rough opening size for the junction box required for the exterior access badge reader by the front door of the courthouse? No

4: The logical placement for the card reader is crowded by a handicap door opener and electrical outlet (see attached picture). Can the new junction box get moved to the door side of the column? And are there any specific parameters for the installation height of the junction box? Please follow the PBS Core Building Standards in reference to the ABAAS guidelines and the USMS Publication 64 regulations.

5: Is there a specific call out for surface mounted junction box verses a flush mount junction box? And if a flush mount is required, is a "goof plate" permissible to cover over-cuts for the rectangular opening? USMS PUBLICATION 64 states: The GSA General Contractor is responsible for installing double gang back boxes for all OSS security equipment, unless otherwise noted by OSS. Double gang back boxes with a mud ring are the standard installation practice for court space. Back boxes must be flush mounted and when necessary, comply with the American with Disabilities Act (ADA) height specifications. The USMS NPSC is responsible for providing and installing the security hardware. If special back boxes are necessary, the NPSC shall supply them to the general contractor for installation.
