About this file
This is Amendment #1 to a Request for Proposal (RFP) for Solicitation Number 47PC5326R0021, issued by the U.S. General Services Administration on August 31, 2026. The amendment provides responses to 32 pre-bid questions regarding the Keating Courthouse Hardening Phase II Construction project.
Key technical requirements clarified include: past performance on VA-awarded occupied federal healthcare facility renovation projects will be evaluated as relevant experience; existing vehicle gate operators, tracks, motors, and controls remain unchanged; Riot Glass security glazing with J-Series compression subframe must pass ASTM F3038 for 15-minute forced-entry resistance; Gallagher is the existing access control system and the security vendor must be Gallagher certified; existing door hardware, leaves, and devices remain with new autolock system installation; and fence posts require revised structural drawings with specific footing details. The contractor must perform utility mark-out prior to fence construction and adjust fence spans to avoid utility conflicts. All conductors must be in concealed pipe with generally existing ACT suspended grid ceilings. Disruptive work must occur outside normal hours (7:00 AM–5:00 PM Monday–Friday) with prior GSA approval for off-hours work (5:00 PM–7:00 AM), with the contractor responsible for all associated costs including building system shutdowns and security coordination. Government-furnished USMS/FPS coverage for approved after-hours work is available at cost to the contractor. The contractual period of performance is 240 calendar days after Notice to Proceed for substantial completion plus 60 calendar days for contract closeout. Offerors must submit three completed projects with minimum $1,000,000 construction cost each, involving buildings of at least three stories, completed within the past ten years. Three Past Performance Questionnaires are required, one for each project. Management and supervisor resumes are required for all proposed subcontractors, with signed proposals/quotes demonstrating commitment. Base bid pricing should be submitted on the signed SF1442 form with Bid Option No. 1 pricing submitted separately in the pricing proposal package attachment; structural blast engineering calculations for Option 1 are required post-award without a required scope narrative.

(Ref: Spec 011000 §1.2.D.1.b;
Drawing AD-100, General Demolition Note 17)
RESPONSE: (1) THE CONTRACTOR’S TEMPORARY FENCING IS THE PRIMARY
SECURITY MEASURE AT THE END OF EACH WORK DAY (2) YES, ANY OPENING
LEFT BY FENCE/GATE REMOVAL MUST BE CLOSED WITH CONTRACTOR
FURNISHED TEMPORARY FENCE PANELS BEFORE THE CREW DEMOBILIZED
EACH DAY.
