GSA COR: Kathleen M. Rummel / SOW Developed by TJO GSA CO: Freya Mattos

GSA, Northeast & Caribbean Region Brooklyn Field Office 271 Cadman Plaza East

Date: 7/16/2018

Project: A Service Contract for Roof System Inspection at the US Secret Service

Warehouse, located at 185 King Street, Brooklyn, NY 11231 for FY18

1. Background:

a. The building and land associated with 185 King Street are owned by the Port Authority of NY / NJ (PANYNJ). GSA leases the space in behalf of the United States Secret Service (USSS). Minor repairs to the structure are to be reviewed and approved by GSA and the USSS. Major repairs are also to be reviewed by the PANYNJ. GSA will determine the degree of major repairs.

b. The subject building is a steel frame structure with a pitched and an assumed corrugated metal roof. The horizontal footprint of the roof areas is approximately 50,000 sf.

c. The roof system includes rain collection, spaces for 30 skylights, with various spaces actually containing a translucent light panel. The age of the roof system is unknown.

d. The roof line ranges from approximately 25’ above grade at the lower end to approximately 50’ above grade at the peak.

e. There is no known access ladder and no known fall protection / safety apparatus.

f. The site and roof are accessible from all sides but to varying degrees and subject to varying authorities for permits and egress continuity requirements.

g. Access to the site is controlled by the USSS and those accessing the site are subject to USSS security clearance requirements.

h. Several leaks from the roofing system have led to unacceptable ponding on the interior floor.

2. Project Goals: Given the water ponding on the floor as evidence of leaks, GSA and the USSS would like to mitigate those leaks. GSA and the USSS assume that the leaks are coming from the roofing system. GSA and the USSS need to know from the Contractor if this is not the case –or the only factor leading to water infiltration. GSA and the USSS need to make repairs to the roof system leaks – and any other sources which would be identified in

Volume 2 - Specifications Page 4 this effort. The subject inspection would give GSA and the USSS reasonable expectations for what is involved in mitigating those leaks.

3. Scope of Work: The service provider (Contractor) shall provide supervision, labor, and equipment necessary to inspect and report on; the condition of the roof system, quantities and locations for necessary repairs to mitigate leaks onto the USSS warehouse floor, located at 185 King Street, Brooklyn, NY 11231.

a. As a work product, recommendations are required for:

i. Short-term (say, 1-5 years) and

ii. Long-term (10+ years) of sustained impermeability.

b. Recommendations shall describe inspection and testing methods and conditions.

c. For both short-term and long-term repairs, recommendations shall specify materials, methods, quantities, areas, duration of repair work time and categorically itemized costs.

d. Any structural defects which could be contributing now - or could reasonably contribute later to leaks should be noted and potential remedies described.

e. All access and requisite safety equipment, security compliance are the responsibility of the service provider (Contractor).

f. The Contractor shall provide specific documents:

i. An Investigation Report

ii. A Recommended Scope of Work (RSoW) for both Short Term and Long Term repairs

iii. A Cost Estimate for both Short Term and Long Term repairs.

g. The Period of Performance for the base scope (net of completion of the potential

Option mentioned above) is 57 days from Notice To Proceed.

h. All work product and submittals become the property of GSA.

4. Specifications:
