47PC0318R0004

RFI Responses as of 4/19/18

For RFI Responses 1-6, please see Amendment 0002 to the solicitation.

For RFI Responses 7-10, please see Amendment 0003 to the solicitation.

RFI11: RFP page 9 of 33 lists key personnel: • Project Manager • Project Coordinator (Construction Superintendent)• Sitework Assistant Superintendent • MEP Coordinator• Qualified Elevator Inspector (QEI). Please advise if all of these personnel are required full time on the project or part time, can any personnel simultaneously perform duties of another. Please clarify as this will have a big impact on our bid offer.

Response11: All key personnel are assumed to be full time. Key personnel may be proposed to simultaneously perform duties of another role, however the offeror shall demonstrate that the proposed personnel meets all off the requirements of each role. The government may consider this approach as a benefit or a risk, depending on the offeror's resume.

RFI12: Additional Information page on RFP states: BONDING Before evaluating any proposals, the government will assess the offeror’s ability to provide anoffer guarantee and performance and payment bonds sufficient to cover a project of this magnitude. For this procurement, the minimum amount to be covered by the offer guarantee and bonding is $10 million. Failure to provide documentation will result in a disqualification of the proposal and the government will not include the proposal in any further evaluation. Please advise: If the bid amount is less than $10 million, does the contractor still have to provide bid bond for $10 million?

Response12: The Revised Additional Information has been attached. A completed and accepted SF24 with backing data can satisfy this requirement.

RFI13: Please advice who is the current elevator maintenance contractor for these 10 elevators?

Response13: The building maintenance contractor (LCOR) is responsible for the maintenance and operation of all elevators at 290 Broadway.

RFI14: Please indicate if any elevator work needs to be done on off-hours?

Response14: Burning, cutting, welding, fire alarm system modifications/ tie-ins to be done after hours.

Please see attached Brazing Information.

RFI15: Are there any concerns with Asbestos or Lead Paint?

Response15: The building is free of asbestos and lead paint.

RFI16: Drawing VT103 specifies additional rail supports. As there is no way to tell how many would be required for each elevator without a full examination of the hoistway shaft; could this be removed from the specification or could you provide the exact amount to ensure a fair and competitive price is provided.

Response16: There is unlikely any requirement for additional rail support. Accelerometer studies indicate no significant rail deformations.

RFI17: The elevator specifications 142123 States to retain the buffers, but the drawings are requesting new extensions and platforms. Please verify you want to retro fit the existing buffers to be compatible with new buffer stands and a new platform or replace them all.

Response17: Buffers and buffer platforms shall be retained. Any defective component should be fixed, however the current equipment appears to be in adequate condition. It should only require cleaning and a verification of its current viability.

RFI18: Are the existing hoistway door panels being retained?

Response18: Hoistway door panels are to be retained, but tracks hangers and interlocks are to be replaced. The doors are to have fire gibs, “Z brackets”.

RFI19: Is there any work required to the existing entrances, such as cladding?

Response19: Cladding and other aesthetics are not part of the scope.

RFI20: Are the existing cab door panels being retained?

Response20: Cab door panels are to be retained, but integrated with new door operators.

RFI21: Do you require new Cab interior wall panels?

Response21: No, aesthetics are not part of the scope.

RFI22: Please allocate the allowance that should be included per elevator floor.

Response22: We are not completely clear on what this question is asking, but no allowances will be provided for this procurement at this time.

RFI23: Who will be supplying the Card Reader Devices; the contractor or the GSA?

Response23: Contractor is responsible for integrating a card reader system with the new elevator controls. Card reader device should be provided by the building security vendor/ GSA coordinator.

RFI24: Please verify all of the openings indicated for each elevator are correct in the specification 3,4,5,6 = 8 openings / SE1 & SE2 = 33?

Response24: The number of openings shown in specification is correct:

Low Rise Elevators No. 3, 4, 5 and 6: Eight (8) Landings and Openings at G, 2-7, 15 Mid Rise Elevators No. 1, 2, 7 and 8: Nine (9) Landings and Openings at G, 8-15 Service Elevators (SE1 and SE2): (33) Landings and Openings at LL, I, L, D, M, 2-30, PH1

RFI25: Please revise form 1442 to indicate there are only a total of 8 passenger elevators being renovated in lieu of 16.

Response25: Please see Revised 1442 attached to Amendment 0004.

RFI26: Who is the incumbent fire alarm contractor in the building?

Response26: Casey Systems maintains the fire alarm system at 290 Broadway.

RFI27: Please confirm the elevator contractor will have to provide a cross cancelation panel.

Response27: Yes- the elevator contractor need to work with the existing KONE control equipment and provide a cross cancelation panel during the modernization. Coordination of new and existing controls/calls is to be maintained.

RFI28: Please provide a detail description and number of set backs that measure 2” or more inside of the hoistway that would need to be beveled per the specification 142123 Page 16 item f.

Response28: No setback is excess for 2” were noticed (Divider beam not included). This is to comply with NYC rules. Nevertheless, this GSA project follows A17.1 with a horizontal projection limit of 4”.

Should a horizontal surface greater than 2” be discovered, this is to be reviewed by the project engineers for the need for a bevel.

RFI29: Is DUPAR an acceptable Elevator Fixture Manufacturer?

Response29: Yes – DUPAR can be used.

RFI30: The SF 1442 provided (see attached) in paragraph 13.a does not list number of copies and it was indicated in other documentation that electronic delivery was acceptable. Is the bid to be delivered to One World Trade Center or is it to be submitted electronically?

Response30: No copies are necessary as only electronic delivery is acceptable, as per the Solicitation Section I.H. No physical copies will be accepted.

RFI31: If the bid is to be delivered how many copies are required?

Response31: No copies are necessary as only electronic delivery is acceptable, as per the Solicitation Section I.H. No physical copies will be accepted.

RFI32: The SF 1442 in paragraph 13.b indicates that an offer guarantee is not required. However, the additional solicitation documentation references providing a bid bond and an SF 24 was provided. Is a bid bond required?

Response32: See revised 1442 attached to Amendment 0004. A bid guarantee is required.

RFI33: Paragraph 13.d of the SF 1442 does not provide a duration for government acceptance. Should this be assumed to be the standard 60 day acceptance or is another duration required?

https://maps.google.com/?q=290+Broadway&entry=gmail&source=g

Response33: See revised 1442 attached to Amendment 0004. 60 day acceptance is required for all proposals.
