Scope Synopsis:

The Scope of Work (Work) will occur in the US Attorney’s Office (USAO) located on the First Floor of the MC Smith Federal Building (FB), 202 Harlow Street, Bangor, Penobscot County, Maine. In general the Work consists of increasing the opening in one partition wall between Reception 119 and Corridor 5 to increase line of sight on the

USAO side of Reception. The Work will involve temporary removals and supporting of non-load bearing systems adequate to accomplish the Work in the affected area; removal of gypsum wallboard and metal drywall framing in the area indicated on the drawings;

installation of new support metal framing; installation of any power, lighting, and data specified on the drawings; installation of new gypsum wallboard; refit and reuse existing ceiling systems as indicated; finish new gypsum treatments and apply primer and finish paint coats; install vinyl cove base (VCB) to match existing; install new downlighting as indicated; and install new 5/4” stained and finished solid maple hardwood cap.

3.0 Walk-Through Notes and Discussions:

3.1 Herb asked that any and all questions involving this Solicitation be directed to both the CO and CS. The CO and CS contact information is indicated both in the

Solicitation as well on Page 1 of this memorandum.

3.2 A physical review was done of the scope of work area.

3.3 Herb indicated that if additional images are necessary for the request to go through the CO and CS and he would acquire the images.

3.4 Bidders are to assume that the Reception will be occupied although USAO may elect to move the Receptionist into the adjacent interview room while work is ongoing.

3.5 Bidders are to acknowledge that the work area encompasses at least partially the

Corridor and that work coordination will need to be such that no objective is made in the Corridor. The Corridor is a path of egress for occupants.

3.6 2nd Level parking and potential dumpster locations were reviewed. The eventual contractor will be given 2 parking spaces for workforce. **Lyndon indicated dependent on the roof project work start time that contractor parking for this Project may need to be in the lower level parking. It will be either be in the lower level or 2nd level parking.

3.7 Herb explained the security adjudication requirements outlined in the Summary of

Work of an initial USAO security check followed by the HSPD-12 adjudication.

3.8 As indicated in the Summary of Work, an alternative work schedule may be proposed by the contractor. Requirements are described in the Summary.

5. What is expected of the contractor for daily cleaning of access ways throughout the building, outside of the main construction area?

6. If a construction worker leaves the construction area, will they need to be allowed back in by an employee of the Attorneys Office?

7. Where will the addendums and answers to these questions be posted?

1. In the site pre-bid walk-through it was mentioned that someone would be able to send us contact information for the current servicer of the security system (panel on the current wall). Can you send me that information?

2. Page 7 of the Summary of Work says:

“(2) Paint all new gypsum surfaces with one(1) coat zero-VOC primer and two(2) coats zero-VOC latex based paint of the same color and sheen to match existing. For existing walls with existing finish paint coat and no disturbance from new Work the requirement will be to apply two(2 ) new finish paint coats of zeroVOC latex based paint.

1. Government Response: The security vendor is Tico. USAO expacts to have Tico on site and the alarm KP moved prior to construction starting on the wall.

Response: This section is primarily intended for the Corridor where there will exist a transition in the Work. This reads correctly.

New painting for Reception Room 119 will be both from corner to corner on South and East walls. (4) New painting for Corridor 5 will be from door frame at entry door from Lobby to corner of wall section end of Corridor 5.

and Page 11 says:

Unit Price Item No. 1:

Additional Finish Painting Application Description: In addition to that Work indicated in the Summary, Provide labor, equipment, materials, shipping, delivery, and project management for the full level of prep work necessary and the subsequent application of

(2) finish paint coats of existing gypsum wall surfaces.”

Please clarify that the extent of painting work required of existing undisturbed areas of the building.

3. Can you please tell me where to receive the addendums? I thought it was supposed to be sent to me via email since I signed in to the pre-bid meeting but I have not received any further information.

The Government’s intent was to establish the project’s ability to add new painting on existing surface areas adjacent to the planned Work area if deemed necessary with using set unit parameters that would impact pricing.
