Questions and Answers for Solicitation No. 47PB0123R0004 - Art Conservation Services IDIQ for Sculptures

# Section # Offeror's Questions GSA's Answers

1 L.9.2 and M.4.1 The solicitation defines for the purpose of the intended contract only two professional categories: Senior Conservator

& Assistant Conservator/Technician (pages 112-113 and 120-

121). The common hierarchical classification of the various conservation titles with respect to qualifications and status are:

Senior Conservator, Conservator, Assistant Conservator &

Conservation Technician. The diversity and variable education, training, accomplishments, and expertise of those who are professionally engaged in art conservation do not appear to be adequately represented in such as sharp transition across levels as in: Senior Conservator & Assistant Conservator/

Technician. Was this an accidental omission?

The solication was amended to include additional professional categories. See Amendment A002.

2 L.8, L.9, and L.10 On page 110, the RFP requests a "Technical Proposal

(Volume 1)" and a "Price Proposal (Volume 2)" whereas on the same page the RFP requests a "Volume II, Technical

Proposal" and on page 116, the RFP requests a "Volume I, Price Proposal." Note the volume number switch and also numbering system variance (1 for I and 2 for II).

Sections L.8 and L.9 on page 110 should read and be marked, Volume II, Technical Proposal and Volume I, Price Proposal.

Section L.10 on page 116 remains the same as Volume I, Price Proposal.

3 L.8 Are the requested past conservation and treatment reports to be re-formatted from their original formats to conform with the requested overall technical proposal document formatting or can they be submitted as insert pages retaining their original formatting and fonts?

The reports do not have to be reformated. They can be submitted with original formatting. The assessment and treatment reports will not count towards the Technical

Proposal 90-page limitation.

Solicitation 47PB0123R0004_A001_amendment

4 L.9.2.A and B.7 On page 113, the RFP appears to equate an Assistant

Conservator with a Technician in the heading "Assistant

Conservator/Technician" yet follows in text with reference to only "The Technician" and some essential requirements for this title or position of Technician. In addition, and of relevance to this observation, the Section B: Supplies or Services and

Prices/Costs provides separate rate & price lines for

"Technician" and "Conservator" only with no reference to

Assistant Conservator.

In whatever hierarchical system, Senior Conservator, Associate Conservator, and Assistant Conservator are all considered "conservators" at varying career levels and quite distinct from Technicians (or Conservation Assistants).

Currently, the RFP only identifies and qualifies: Senior

Conservator, Assistant Conservator/Technician. A simple differentiation more in line with practice in the profession may be: Senior Conservator, Conservator, Conservation Assistant or Technician.

In light of this, if accepted, does GSA perceive the rate and price line item of "Conservator" in the B schedule to encompass all levels of "conservator" such as Senior

Conservator, Associate Conservator, Assistance Conservator as may be differentiated and in use by a conservation organization?

The solication was amended to include additional professional categories. See Amendment A002.

5 B In our experience with the conservation of sculpture, especially sculpture of large scale, made of diverse industrial materials and industrial means of fabrication, there is a significant amount of labor needed to address issues in treatments that call for experience and skills that are acquired through substantial training or long on-the job experience and outside of the intention and focus of academic undergraduate courses.

This may be recognized as a labor category as well as a skilled labor or "trade" category. In a contract such as a GSA sculpture conservation contract where 90% of labor must be performed by the contractor and not subcontracted (except by permission case-by-case) it seems to be necessary, and a benefit to the contracting agency, that the contractor employ as much general labor as well as skilled labor (trades) as possible to meet the requirements of services.

In the RFP Section B. there is no line item to identify this work, rates and costs. Would GSA consider a general labor category in the B. section?

The solication was amended to include additional professional categories. See Amendment A002.

6 N/A Can we subcontract this bid out we have a company that can travel and take all of the needs of this contract but are nor registered to SAM.

Offerors must demonstrate that 90% of the required services will be accomplished with the firms’ own employees. All potential Offerors must be registered in the System for Award

Management (SAM) prior to award (www.sam.gov).

7 N/A We noticed you asked for salary of each position how often will the be paid out? Are you looking for a quote with Salaries + cost to travel and supply (transporting sculptors) or just a quote for the service in general. We contractor be paid out regardless of work requested to performed for instance if there isn’t a quest for duty will contractor be paid out regardless? Or will it be paid per duty assigned and performed?

See Sections B and C of solicitation. Paid per duty assigned and performed.
