SUBJECT: Amendment 2 Request for Proposal: Feb. 25, 2025.
USMS Galley Upgrade Gignoux Courthouse Portland, Maine
To all Galley Project Contractors:
The purpose of this amendment is to:
1. Provide responses to questions submitted.
As follows are the answers to the submitted bid questions:
1. QUESTION: Please clarify the normal working hours for this project, the drawing and the specifications state two different time spans.
RESPONSE Working hours are from 8:00 am - 4:30 pm. Adjustments can be made for noise operations as needed.
2. QUESTION: Are there any hazardous materials present within the area of work?
RESPONSE: No known hazardous materials are present in the galley area. However, if contractor finds materials during renovations that may be suspect, GSA would be responsible for the cost of testing and verifying any suspect materials the contractor may come across and if test results find hazardous materials, GSA would be responsible for costs of removal either through a change order to the contract or other contracting method.
3. QUESTION: Where is the “local Panelboard” located for the proposed 120V, 20A, refrigerator dedicated circuit? What is the distance from the work area to the local panelboard? Are there any obstacles in the way for running the feed conductor?
RESPONSE: The panel that feeds the galley is in Rm.172, the entry to this room is the courtyard.
Distance is approximately 125’ – 150’ from the Panel to the Galley depending on which way you run the conduit.
4. QUESTION: Where will the contractor be able to load in and load out material and equipment deliveries?
RESPONSE: The HVAC contractor (Consigli) will work with us to allow deliveries to be loaded/unloaded through the ground floor maintenance door. The requirement will be to expedite the time so as not to interfere with their deliveries and operations.
5. QUESTION: Where, in relation to the work area, will the staging/storage area be made available to the contractor?
RESPONSE: Consigli has stated that they would work with us to provide some space near the galley area
6. QUESTION: Please clarify the intent for the nonexistent acoustical in the USMS Galley?
RESPONSE: All ceiling work, to include the lights, acoustical tile and grid are to be the responsibility of the HVAC Contractor (Consigli) currently working in the building under a separate contract. All ceiling work, including lights, grid and acoustical tile are not part of this contract.

7. QUESTION: Are there existing isolation valves for shutting off the hot and cold-water supply piping for the sink relocation work?
RESPONSE: There are valves below the sink that feed the faucet which will allow the sink, faucet and countertop removal. To replace these valves and piping you will need to search downstream to the next valve for isolating the water source.

RESPONSE: Replace with a new sink & faucet. Reference specification SECTION 224216.16 - COMMERCIAL SINKS to meet the requirements for both sink and faucet.
