Who is the existing manufacturer of the existing elevators? (Otis, Schindler, Thyssenkrupp)
Outlined on Page 6 of the extra field investigation report dated September 22, 2021, the existing manufacturer of Judges elevators 1 & 12 is Northern Elevator which is now part of KONE. (From BBIX)
2 Are elevator mechanical units tied to BMS? Yes, view only.
3 Is there a location for the dumpster?
Contractor shall arrange a dumpster to be delivered and pulled out with the building manager with minimum 48-hr advance notice.
There is no space onsite for overnight dumpster placement
4 Is there access to the HVAC units without relocating the existing ones?
The HVAC unit for Judge’s Elevator Machine Room 12 is accessible and can be removed. The HVAC unit for Judge’s Elevator Machine Room 1 is inaccessible and depending on the means and methods utilized by the contractor, temporary relocation of existing piping and equipment may be necessary to remove the unit.
5 Can we get an extension for the price due date?
Proposal due date has been extended to July 26, 2024 at 2:00PM
EST.
6 Who will carry the shutdown fee for the fire alarm? If applicable.
GSA will cover the cost of the Building Fire Alarm Contractor's onsite support of the fire alarm shutdowns, however the General Contractor is responsible for the cost to carry out the work. Quantity of shutdowns must be limited to the bare minimum reasonably required to carry out the work. All building utility shutdowns, including the fire alarm system, must be requested and coordinated with the Building Manager with at least 72-hours advance notice
7 Can we get an approved vendor list for Electrical, Fire Alarm, HVAC and sprinkler? Fire Alarm and Sprinkler is Ellis Fire Suppression 8 Can you give us more context on mockups that we will need it for this project? Refer to project specification for details.
9 What is the period of performance? Period of performance is 365 days from Notice to Proceed.
10 Can we shut down the elevators simultaneously?
Yes, contractor to provide overall construction schedule to demonstrate the contracted work will be completed within the PoP.
11 Do you want us to sign a Maintenance agreement after the job is done?
Yes. Contractor is to provide elevator maintenance for a period of 1-year after acceptance.
12 Is there a storage area for the equipment?
We will provide an area to allow job boxes and material to be stored.
Contractor to schedule delivery to minimize long-term storage at the site.
13 What is the weight limit on the freight elevator? 8,000 lbs
14 Can we park vehicles in the garage?
No parking will be available onsite during working hours. Contract shall make their own arrangements for vehicle parking offsite.
Can you confirm section 2.3b replacing the existing elevator platforms is the intention?
Is not typical to replace platforms unless they are corroded. Evaluate platform after demolition to confirm condition.
Request an extension of no less than 10 days after publishing RFI responses to allow sufficient time to price the clarifications provided by the RFI responses. Refer to Amendment 0003.
17 Request a copy of the Site Visit Attendee List. Refer to Site Visit Sign-In sheet in Amendment 0003.
Request Pictures of both Elevator Pits. Request each set include all 4 pit walls, the elevator sump pump and pit, sump pump piping, receptacles, lighting, ladder, switches and buffer. Refer to photos incorporated in Amendment 0003.
Request Pictures of both Elevator Car Tops. To include Door Operator, Cross Hatch Data Plate, Rails, Fan, Operating Station, Both Sets of Guides, and Cable Connections. Refer to photos incorporated in Amendment 0003.
Request Pictures of both Elevator Car Bottoms. To include frame, lighting, travel cable, compensator cable (if present), and Both Sets of Guides. Refer to photos incorporated in Amendment 0003.
21 Request photos of shaft ceiling and hoistway lighting. Refer to photos incorporated in Amendment 0003.
Request identification of the Machine room BTU generation value used for each machine room to calculate a 3 ton replacement AC Unit. DISCUSSION: Believe BTU generation of VVVF Controlled Machine and Machine Room locations should result in probably a 2 ton unit rather than the 3 ton unit identified in the plans/specs.
The HVAC unit for Judge’s Elevator Machine Room’s are sized based on the maximum anticipated heat load for a range of manufacturers. Depending on the elevator manufacturer selection, the newer machines are more efficient and HVAC units can be resized if the maximum heat generation is less than 3 tons.
Request identification of Automatic Transfer Switch (ATS) supporting each elevator and whether a Pre-Transfer Signal (PTS) carrier wire currently exists?
The contractor shall field determine whether a pre-transfer signal exists. The contractor shall confirm in the field the ATS feeding the 10th floor panelboard PPH-EM-10C6 is ATS-4 in the basement main electrical room.
Request identification of whether GSA is providing or Contractor is to provide the engineering costs to integrate PTS carrier and programming the ATS for PTS delay. Contractor to carry all costs for pre-transfer signal.
Request identification of the BMS Service Contract Company the Contractor must use when integrating the new AC system BMS. American Energy Management (AEM)
Request identification of the current Fire/Life System Service Company for the Facility who we need to contract with to integrate the new controller and test. Ellis Fire Suppression
Request identification of changes to the current Marshal Badging System coincident with Elevator Modernization? Any logic that differs or requires special support to integrate into the controller? Refer to the bid documents for the scope of work.
Request identification if the Company installing or making changes to the Marshal Badging System. Will they require hoistway access during the project. If so, number of hours of ride time we should plan on supporting this GSA Contractor?
MC Dean is the contractor that handles USMS's systems; they should not need hoistway access during the project.
Request identification of the electrical panel location that feeds cab light disconnects and confirm availability of spare circuit to support each elevator?
The lighting panel disconnects are located in the Elevator 1 & 12 Machine rooms, the lighting panels are located in the electrical room on the 10th floor, The contractor will need to VIF location and if there are any spares in the panels.
Request clarification on retention of car sling and car platform. DISCUSSION: 2.13.A language is to overhaul cab sling while 2.13.B language is not clear whether platform is to be retained or replaced. Plans Sheet D-102 Detail 02 indicates replac.
DISCUSSION. No evidence cab sling, basic platform or subfloor is defective or requires replacing. Usually retained the life of building.
Car sling is to be retained and overhauled. Platform shall be retained and overhauled. Subflooring to be replaced with new along with the cab enclosure. (Refer to RFI No.2 Response 6/28/24 regarding platforms)
Request confirmation cab sill to be nickel instead of bronze. DISCUSSION: Current cab sill appears to be bronze at the site visit. Refurbish cast iron sills in Statuary Bronze.
Request confirmation pit buffers are retained rather than replaced? DISCUSSION:
Drawing D-102 notes are to retain but Detail 03 states “New Oil Buffers.” There’s generally no reason to replace entire buffer. Just retain and replace oil and paint if needed. Existing buffers to be replaced with new.
