About this file
This document provides responses to industry questions regarding Solicitation Number 47PB0023R0059 for an Architectural and Engineering Multiple Award IDIQ contract with the General Services Administration Public Buildings Service Region 1. The solicitation seeks firms to provide environmental engineering services for hazardous materials design, abatement of underground storage tanks and asbestos, and addressing stormwater issues. Environmental services may also be required for wetlands permitting and natural resources work under the Small Projects Program. Past performance information in the form of PPQs, CPARS, and up to ten relevant projects may be included to demonstrate meeting qualifications. Resumes should focus on key personnel across disciplines including architecture, engineering fields, cost estimating, and preservation specialties as listed. While there are no page limits, the number of projects and resumes should be limited to those adding most value to the submission. Preference will be given to more recent projects with estimated construction costs between $250,000 to $8 million.

Government Response to Industry Questions 10/6/2023
Does the GSA require environmental engineering for hazardous materials design and abatement (e.g. USTs or asbestos abatement)? Yes.
Does the GSA require environmental engineering to address wastewater? Yes, more stormwater than wastewater.
Does the GSA require environmental services to address natural resources (e.g.
wetlands permitting and NEPA)?
Yes, but this will be limited to the Small Projects Program.
Would the GSA accept PPQs and CPARS to demonstrate past performance?
Yes, PPQs and CPARS can be appended to the SF330 to demonstrate performance
Would the GSA prefer that evidence of past performance be appended or included in
Section H (Block 30) of the SF330?
Please include information within the SF330, and feel free to append supplemental information to the SF330.
Is there a page limit? There is no page limit for the submissions
Is Section F limited to 10 projects?

Does GSA want the consultant to present key staff only in Section E or all staff?
Focus on key personnel as stated in the solicitation "At a minimum, firms shall have a team comprised of the following disciplines – Architects, Electrical Engineers, Mechanical Engineers, Fire Protection Engineers, Civil
Engineers, Structural Engineers, Environmental Engineers, Cost Estimators, and Historical Preservationists and Landscape Architects"
If only key staff are to be presented in Section E, does the GSA prefer all staff to be shown in Section D (or just key staff again)?
Focus on key personnel as stated in the solicitation "At a minimum, firms shall have a team comprised of the following disciplines – Architects, Electrical Engineers, Mechanical Engineers, Fire Protection Engineers, Civil
Engineers, Structural Engineers, Environmental Engineers, Cost Estimators, and Historical Preservationists and Landscape Architects"
Does the government have a limit on the number of section E resumes an Offeror can submit for this opportunity? If so, please provide.
Focus on key personnel as stated in the solicitation "At a minimum, firms shall have a team comprised of the following disciplines – Architects, Electrical Engineers, Mechanical Engineers, Fire Protection Engineers, Civil

Are the resumes limited to the disciplines listed in the RFQ?
At a Minimum submit the Primary and secondary disciplines. If the contractor believes additional resumes outside the solicitation requirement will add value to the contractor's qualification submit the resumes with an explanation of the potential value.
Does the government have a limit on the number of section F projects an Offeror can submit for this opportunity? If so, please provide.
Yes, since it was not stated in the RFQ, please limit Section F to 10 projects
Does the government have any project criteria: limit on how old a project can be, magnitude of AE contract and/or construction value, geographic location, % of completion, etc.? If so, please provide.
While there are no specific criteria, preference will be provided for those projects which are more recent and within an Estimated Cost of Construction range of $250,000 to $8 million.
Geographic location is a separate factor as listed in #6 of the Selection Criteria.
Does the government have any page limitations? If so, please provide. There is no page limit for the submissions Is this RFQ a direct result of, and/or connected to, the Sources Sought notice published on May 31, 2023, Solicitation No.:
