Yes. The index price is expected to fluctuate over time.

The Government requests pricing for each gallon of fuel to be broken down into an “Index Rate” and a Margin Rate. The Index Rate consists of Direct Materials (fuel/propane) and Subcontracts.

Per FAR 16.601(a), the following definitions for "Direct Materials” and “Materials” is provided to further clarify the Government’s pricing requirement: Materials means-

(1) Direct materials, including supplies transferred between divisions, subsidiaries, or affiliates of the contractor under a common control;

(2) Subcontracts for supplies and incidental services for which there is not a labor category specified in the contract

4.2 Volume II Price

Proposal

To confirm, it’s the margin rate that will be fixed during this contract Correct. The awarded contractor margin rate is fixed and will not fluctuate with changes to the market price

The Offeror may propose a different margin rate for each line item. The Margin Rate shall be inclusive of all markup above the Index Price. This includes, but is not limited to: delivery charge (including labor and transportation), monitoring fuel levels, overhead, profit, applicable taxes and duties, etc.

3.2 Submission

Requirements

Is this an all or none solicitation? Offerors shall provide pricing for all line items/locations for consideration. The Government intends to award a single award for this requirement but may award multiple contracts to satisfy this requirement if it is in the best interest to do so.
