Questions and Answers

PROJECT LOCATIONS:

ME-Coburn Gore LPOE & Residences ME-Ferry Pt LPOE & Garage VT-Alburg Springs & Garage VT-Beebe Plain & Garage

Q1: Is there an existing incumbent for the potential requirement: Historical Building Preservation Plan for Maine and Vermont?

A1: No existing incumbent in place for Maine and Vermont.

Q2: Do current plans and elevations exist for these buildings and structures? If not, does the GSA anticipate that the A/E will create plans and elevations for each building and structure?

Q2: Is based on Attachment 3, Page 1, I.C.: "Zoning is a visual process, requiring a graphic base; therefore, plans and elevations of all areas will be required by the BPP. Professionals zoning historic buildings will be required to produce plans and elevations in AutoCAD."

A2: Yes - simplified layout plans and elevations in autoCAD are available for most of the structures - where planes/elevations are not available, they can be created from similar structures in the Region, since the historic LPOEs were all based upon national prototypes.

Q3: Are there two different BPP systems? Will the A/E have access to the new BPP system?

Q3 is based on Tab_10_ME_VT_4_LPOEs_Combined_Synopsis.pdf: Page 4, 2, c: "GSA, through the Center for Historic Buildings in the Office of the Chief Architect, has recently completed the design and installation of a web-based electronic format for the preparation of BPPs." and Attachment 1-BPP Requirements Chart, Page 1, Preamble: "The tool that is presently being utilized to accommodate the development and maintenance of historic preservation plans is called Building Preservation Plan (BPP); however, this tool has proved to be so inadequate that some regional preservation officers have ceased to use it to capture and maintain preservation plans.

An antiquated IT asset, BPP has had no major enhancement or modernization in over ten years. The Classic ASP technology on which the application is built (released by Microsoft in the mid-1990s) is no longer supported and as a result BPP has become susceptible to a multitude of security vulnerabilities that render it noncompliant with NIST1 policies and controls."

A3: There is one online BPP program, which is part of the GSA Portal and behind the GSA firewall, and will require the successful bidder to have GSA security clearance and a GSA email. The successful bidder will only have access to that portion of the BPP program which applies to the structures being studied. The information in Attachment 1 is from the national BPP solicitation template, and serves to caution potential bidders who had previously completed BPPs, that the new online program will require a greater level of effort.

Hard copies - paper and CDs of the final BPP report will also be required.

Q4: To note the level of compliance with applicable codes, is a code study required for the building and mechanical, electrical and life safety systems or is the GSA looking for a general description of these systems?

Q4: Is based on Tab_10_ME_VT_4_LPOEs_Combined_Synopsis.pdf: Page 6, 4.a.ii.: “In addition, building systems, including mechanical, electrical and life safety are noted, as is the level of compliance with applicable codes.”

A4: The study will involve a general study of building and life-safety systems.
