About this file
This document is a set of Questions and Answers related to Solicitation Number 47PA0724R0009 issued by the U.S. General Services Administration's (GSA) Clean Energy Division for the supply of natural gas. The key details are:
The solicitation is for the full natural gas requirements of various utility accounts located behind different utility service territories, with monthly usage data provided in an Exhibit 1 file. The contract term is up to 60 full monthly billing cycles. Multiple awards are anticipated, and GSA aims to secure the lowest priced, technically acceptable natural gas supply solution. The solicitation utilizes Enel X's transaction platform for reverse auction pricing submissions. The service start date is based on the first utility meter read date specified by the applicable utility for the start month in Exhibit 1. GSA will only provide monthly, not daily or hourly, usage data. The Q&A addresses topics such as proof of gas purchases, renewable natural gas, billing and delivery point, pricing adjustments, and proposal formatting requirements.

47PA0724R0009 GSA NGAP Competitive Natural Gas Supply Questions and Answers
Received in Writing as of 3:00 PM ET September 17th, 2024
NOTE: ANY CHANGES/UPDATES TO THE SOLICITATION ARE HIGHLIGHTED IN YELLOW IN THE
AMENDMENT 01 VERSION OF THE SOLICITATION
Q1: Can the GSA expand upon what is considered a “proof of gas purchases” and “proofs of payment or settlement statements” for section A.13?
A1: Examples of types of proof include citygate delivery confirmations, gas pool delivery confirmations and pipeline delivery confirmations.
Q2: Is there a requirement for renewable natural gas (RNG) in the solicitation?
A2: No.
Q3: In the RFP packet and on the pre-bid supplier call all accounts are supposed to be dual billed to the burner tip, however, A.2 Delivery point in the RFP solicitation packet states city gate, where the LDC takes possession and delivers to account meters. Please clarify since dual billing means the pipeline bills the utility/pipeline charges to the end use customer and the natural gas supplier bills the end use customer for usage at city gate.
A3: Delivery is to the burnertip and billing is to the burnertip. Per Sections A.7, A.21, C.2 and C.3 “Pricing shall be to the burnertip for each account and Contractor billed volumes must match burnertip volumes at the meter.” Per Section A.12, “Pipeline and LDC Line losses are to be included in the pricing submitted, as Contractor billed volumes must match burnertip volumes at the meter. Line losses are not included as part of any usage variance provision.
Q4: If the government decides to pursue alternative energy during the contracted term, reducing the expected consumption volume for Pricing Product II accounts over the percentage tolerance, does A.20 Material change clause kick in? We are concerned if we are awarded a contract and secure the contract volume, then six months into the contract the government changes over to alternative energy, we will have natural gas purchased already A4: Yes. Per Section A.20 of the solicitation, “The Contracting Officer will notify the Contractor if the Government anticipates an annual change of plus or minus 25% or more to the total published volumes in Exhibit 1 (a “Material Change”) for accounts awarded under Pricing Product II”. Also, per the language included in the solicitation the supplier will need to wait a full year as the variance calculation will be based on annual volumes. Any costs owed by or credits owed to the Government will be determined in accordance with the calculations provided in the Termination for Convenience clause FAR 52.212-4(l).
Q5: From the proposal drafting prospecting, is it acceptable to the Government if suppliers include forms such as 1449 or others on the same page as a proposal heading and additional information, or does it have to be on the standalone page?
A5: GSA requires forms to be included in technical proposals on stand-alone pages without headers as some of the documents submitted will be included in contract award packages and having them on their own pages will not require the Government to reformat them.
Q6: Is it acceptable to the Government if suppliers include a Link to its audited financials, rather than including it within the proposal.
A6: Yes however, make sure the link leads directly to the information and does not require additional authentication by the Government, a username or password to access, etc.
Q7: Can you please release daily usage for Nicor and AGL interruptible?
A7: No. See sections A.1 and C.2 of the solicitation, “GSA will only be providing monthly data in the Exhibit 1 file and will not be providing daily or hourly volumes for any of the included accounts.
Q8: For NICOR can you release customer storage values?
A8: Specific account information will be in the Exhibit 1 files. The information will include specific auction dates, terms, and pricing products, account type, EnelX RFP#’s and monthly data. GSA plans to release the first Exhibit 1 in the early to mid October timeframe for late October auctions and updated Exhibit 1s will be released as new auction events are scheduled. GSA will provide additional information, if available from customers, on storage values for NICOR accounts in the Exhibit 1 files.
Q9: For GA I see there is a mix of INT and FIRM. I’m assuming you want separate pricing for firm and INT.
For FIRM what DDDC cost do they want and are they looking at embedded or separate DDDC?
A9: Specific account information will be included in the Exhibit 1 files, including whether GSA is requesting separate pricing for interruptible and firm accounts. GSA will provide additional information, if available from customers, on treatment of Dedicated Design Day Capacity (DDDC) in the Exhibit 1 files.
Q10: For FPU, I’m assuming they haven’t elected any more capacity that originally offered by the utility?
A10: Specific account information will be included in the Exhibit 1 files. GSA will provide additional information, if available from customers, on whether the account(s) in Florida Public Utilities service territory have elected to contract for capacity and the amount in the Exhibit 1 files.
Q11: For Citizens can you confirm they are standard delivery(monthly)?
A11: Specific account information will be included in the Exhibit 1 files. GSA will provide additional information, if available from customers, on whether the account(s) in Citizens service territory are stand delivery (monthly) in the Exhibit 1 files.
