47PA0422R0006 GSA NGAP Competitive Natural Gas Supply Questions and Answers Received as of 3:00 PM ET June 15th, 2022
NOTE: ALL CHANGES/UPDATES TO THE SOLICITATION ARE HIGHLIGHTED IN YELLOW IN THE AMENDMENT 1 VERSION OF THE SOLICITATION
QUESTIONS RECEIVED IN WRITING
1. Item A3 of the solicitation document states that balancing charge, nominating, storage, pooling costs, etc must be included within the pricing. However, balancing charge, especially with WGL varies monthly. Therefore, what happens if a contractor assumes that balancing charge would be 15c per dth at burner-tip, and used that within their bid pricing. However, the actual balancing charge for a specific period is above or below the said estimate used in the pricing. Does the supplier assume the risk of balancing charges changes, or is this pass-through in accordance with Item A.14?
Answer #1: Per Section A.3, C.2 (3) and Attachment 2 – Price Component Confirmation Table of the solicitation, all costs associated with balancing are to be included in bid prices. The supplier assumes the risk of balancing charges changing over the term of the contract.
2. Our question is regarding section A.7 on Billing and Payment, specifically the section below. The Contractor also expressly agrees and acknowledges they will be required to submit invoices in accordance with each end use agency’s billing requirements and systems which can include requirements for invoices to be submitted through online systems. What are each of the end use agency’s specific billing requirements, included in this solicitation? Do invoices have to be uploaded and submitted into various agency platforms for payment? If so, what percentage of them has to be manually submitted in this manner?
Answer # 2: There are eight different agencies with accounts included in this solicitation. Specific billing requirements vary by agency. Some agencies do require invoices to be uploaded and submitted onto specific platform such as MetTel for GSA accounts. GSA does not have a percentage available at this time in relation to which agencies require invoices to be submitted onto specific platforms.
3. Regarding Pricing Product I (defined swing allowances), gas usage outside of the swing tolerance “…shall be found by using the applicable monthly price index published as “Midpoint Averages” in the monthly S&P Global Gas Daily Report for the associated month, plus transportation if any (if citygate index price, no transportation will be added), fixed margin of $0.10 per decatherm (dth), and procurement fee of $0.05 per dth (as defined in Section A.17).” Does this mean the government is desiring to use a straight average of all daily midpoints (such as Gas Daily midpoint values for June 1st through 30th), or a First of Month published value?
Answer # 3: GSA requires suppliers to use a straight average of all daily midpoints for the specified month in order to calculate the daily midpoint average.
4. Will Suppliers be allowed to ask questions once GSA releases the actual auction schedule and contract volumes/historical HU or supplemental information is made available for review?
Answer 4: Suppliers will be allowed to ask additional account related questions up until 5 PM EST two business days prior to the auction for the account occurring.
5. Can the Suppliers obtain LOA’s for the Account Numbers in this bid?
Answer 5: GSA will not be providing Letters of Authorization (LOAs) for any of the included accounts.
6. Can the Suppliers get a bill copy of the Philadelphia Gas Works bill, as we need both the Account number and the PGW SPID (Service Point ID)?
Answer 6: GSA will include both the Philadelphia Gas Works account number and PGW SPID (Service Point ID) in the updated Exhibit 1 files that include specific auction dates, terms and pricing products, EnelX RFP#s and monthly data.
7. The following Washington Gas Accounts returned back as invalid; do you have replacement numbers for WGL account #s 120001385943 ; 120001345962 ; 120001346408 ; 120001608013.
Answer 7: GSA will work with the end-use agency and provide updated information regarding whether these accounts are drops and whether there are replacement accounts. Updates will be provided in the updated Exhibit 1 files that include specific auction dates, terms and pricing products, EnelX RFP#s and monthly data.
8. Can you please explain the differences between a Commercial Sub K and an Individual Sub K; specifically reporting requirements and scope differences of the 2 plans?
Answer 8: See FAR 52.219-9.
Commercial plan means a subcontracting plan (including goals) that covers the offeror’s fiscal year and that applies to the entire production of commercial products and commercial services sold by either the entire company or a portion thereof (e.g., division, plant, or product line).
Individual subcontracting plan means a subcontracting plan that covers the entire contract period (including option periods), applies to a specific contract, and has goals that are based on the offeror's planned subcontracting in support of the specific contract, except that indirect- costs incurred for common or joint purposes may be allocated on a prorated basis to the contract.
