Q19) For Attachment 2 Price Components, please confirm the credits for Auction Revenue Rights (ARR) should be pass through?

A19) Confirmed. GSA confirms that the Auction Revenue Rights are to be treated as pass through costs. As specified in multiple sections of the GSA solicitation, ARRs are to be treated as economic price adjustment items (pass-throughs). Those sections specifically are: A.1, B, Section C.2 and Attachment 2 – Price Component Confirmation Table.

Additionally, Section B specifically states that ARRs fall under Economic Price Adjustment - 552.216-77 Economic Price Adjustment – Electric Supply (March 2020)

(3) Auction Revenue Rights (ARRs) – Any ARRs associated with the account loads shall be credited back to the Government, based on the Government’s share of the Contractor’s overall load. Both the transmission charge and any credits to the Government shall be shown as separate line items on the monthly invoices. The Contractor shall apply ARR credits within 60 days of receipt by the Contractor.
