A2) All known behind the meter generation projects can be found in the “2021 Notes” column of the “All Data” sheet of the Exhibit 1 file.

Q3 How has COVID-19 impacted historical usage? How does this compare to future estimated usage?

A3) GSA currently does not have estimates regarding overall impacts to historical usage reduction for our facilities at this time but it can be expected to see reduced demand in buildings that have closed or operating at reduced occupancy. A full list of GSA closures and operating status can be found: https://www.gsa.gov/governmentwide-initiatives/emergency-response/facilities-status-and-information-overview "

Q4) Are there any future reductions in usage expected due to COVID-19 for the proposed contract term?

A4) GSA currently does not have load reduction estimates for our facilities at this time but it can be expected to see reduced demand in buildings that have closed or operating at reduced occupancy. A full list of GSA closures and operating status can be found: https://www.gsa.gov/governmentwide-initiatives/emergency-response/facilities-status-and-information-overview " Q5) In lieu of providing the “Annual Renewable Report” as specified in section A.12 can we provide confirmation of our annual Green-e audit?

A5) No, Per section A.12 of the solicitation, “The Annual Report shall be submitted to both the CO and COR at the addresses specified in Section A.15 no later October 31 each year and shall contain Attachments three (3), four (4) and five (5).”

Q6) Under Section A.13 Load Changes During "The Term Of The Contract," please clarify the following: a. Does the 20% threshold for “significant change” apply to both reductions and increases in load? b. Please confirm the 20% threshold will be allowed to be evaluated after the first 12 months of the contract and once again at the end of the contract. Does the 20% threshold only apply to changes in the annual aggregate load by pricing group or does it apply to the individual account or individual utility level?

A6) Per Section A.13 of the solicitation, “The Government considers an annual change in the aggregate kWh consumption of each pricing group in excess of twenty percent (20%) each contract year to be significant”. This applies to both reductions and increases to the aggregate load at the pricing group level. As GSA is requesting a 48 month term for both pricing groups, there will be four opportunities for suppliers to request reimbursement after each twelve month (annual) period has ended.
