47PA0421R0018 GSA NJ ELECTRIC SUPPLY SOLICITATION
Questions and Answers Received as of 5:00 PM ET Friday March 5th, 2021
Q1) Do Offerors need to submit Attachments 3, 4 or 5 with their Technical Proposals?
A1) No. Per Section A.12 of the solicitation, “The Annual (Renewable) Report shall be submitted to both the CO and COR at the addresses specified in Section A.15 no later October 31 each year and shall contain Attachments three (3), four (4) and five (5).
Q2): In Attachment 2, the price component column lists under Transmission Costs both RTEP and TEC. It is our understanding that RTEP is covered through the Transmission Enhancement Charges. Would you be able to confirm that these two components are one in the same and not two separate components that need to be passed through?
A2) Confirmed. RTEP is included as part of TEC, GSA listed RTEP separately to avoid any questions that it is to be included as part of TEC charges.
Q3) On Page 29, under section (3) it says “Any ARRs associated with the account loads shall be credited back to the Government, based on the Government’s share of the Contractor’s overall load,” but ARR’s are listed as fixed in Attachment 2. The first statement reads as if ARRs should be passed through so would you be able to clarify if ARR’s should be included in the bid price?
A3) The revised solicitation (Amendment 1 Version) has been updated to specify that ARR’s will be treated as a pass-through charge.
Q4) Proposer would like to understand if any of the accounts to be served have existing or planned behind-the-meter generation including but not limited to cogeneration, solar, wind, fuel cell, etc. If so, please provide as many details as possible including installation date, fuel type, historic output, forecasted output, etc.
A4) GSA is not aware of any behind the meter generation assets planned for the installations included in this solicitation.
Q5) Attachment 2 specifies that ARRs are to be fixed. 552.216-77 suggests ARRs are to be passed through. Note that ARRs are credits, so in a consolidated fixed price, they reduce the overall price. If they are to be separately broken out, they must be passed through (Economic Price Adjustment). Section C.2 specifies they are to be fixed and not subject to 552.216-77. Proposer can either fix them in the overall fixed price or pass them through as a line item.
A5) The revised solicitation (Amendment 1 Version) has been updated to specify that ARR’s will be treated as a pass-through charge.
Q6) Can the Gov’t clarify desired treatment for costs/credits associated with FERC 494 / EL05-121-009 / Transmission Reallocation? Would the Government like to fix these or pass them through? This appear in Attachment 2 but not in the solicitation. FERC EL05-121-009 Settlement Agreement (pjm.com) A6) The revised solicitation (Amendment 1 Version) has been updated to specify that FERC 494 / EL05-121-009 will be treated as a pass-through charge.
Q7) With regards to Attachment 3 which includes a Generator Registration Form as part of the Annual Renewable Report. Would submission of this report by the Proposer be duplicative when facilities that are in RTO's submit their attestations to Green-e, and the Contractors third party auditor follows Green-e protocol? In addition to the Proposer providing proof (via M-RETS/ERCOT/applicable EIS) of eligibility of the tracked facilities used to purchase the REC’s.
A7) No. The solicitation specifies the awarded Offeror must provide all of the information specified in Attachments three (3), four (4) and five (5) so the Government can verify the source, vintage and number of Renewable Energy Credits purchased and retired on the Government’s behalf by the Contractor for the specific accounts included in this contract.
