47PA0421R0004 NGAP Competitive Natural Gas Questions and Answers Received as of 3:00 PM EST Monday June 14, 2021 Q1) Does GSA want consolidated billing, one bill, with supplier charges added to the utility bill?
A1) GSA will provide more detailed information for all included accounts in an updated Exhibit 1 once GSA sets a date for these auctions and an updated Exhibit 1 is released. The updated Exhibit 1 will include a column that clearly specifies whether each included account requires dual billing from the supplier or consolidated billing through the utility.
Q2) If yes, can accounts be billed in therms? Per the Payment and Billing section, "The Contractor shall base all invoicing on metered quantities at the customer meter and all bills must be in dth or mmbtu volumes." Some utilities bill in therms, and to be on consolidated billing we have to put our charges in the same unit of measurement. If not in the same measurement, these accounts cannot have consolidated billing.
A2) See Section A.7 Payment and Billing of the updated solicitation document version Amendment 2. The updated solicitation states, “GSA acknowledges that Contractor’s billed volumes under consolidated billing will be in the LDC’s unit of gas measurement. Contractors will be required to convert the per dth award prices into the applicable price per unit for the LDC’s unit of gas measurement.
