GSA – HOTD Natural Gas Supply Solicitation- 47PA0419R0001 Supplier Questions and Answers
All information posted in this document is for informational purposes only. The terms and conditions of the solicitation take precedence over any information shared here.
Questions received via e-mail
Q1: Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 47PA0419R0001 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?
A1: This work is currently being performed under contract GS-00P-16-PD-D-7023
Q2: I see the note that daily usage is not available for either HOTD account. Would GSA sign an LOA to allow suppliers to request this data from WGL directly? In order to properly evaluate the risk and participate in this bid, we would require this data.
A2: Historical usage is listed on Exhibit 1 under the tab “historical_volumes_BT” which provides over four years of historical burnertip volumes. The contract volumes included in the Exhibit 1 are projections based on all of the factors listed at the top of the Auction Monthly Data sheet in the Exhibit 1; thus, the historical volumes provided in this file or any historical volumes a supplier would pull through an LOA would likely not be representative of for the contract volumes included for this buy for October 2020 through September 2022. See revised Exhibit 1 in Amendment 0001.
Q3: Do subcontracting goals for GSA apply to this procurement? Also will points be given to the contractor which meets those goals set-forth by GSA? How does GSA ensure inclusion of social economic small business on this opportunity?
A3: Evaluation criteria are in Section C. By offering the natural gas supply as commodity, qualified small businesses are given an opportunity to participate that would not exist if natural gas were supplied by the utility. Any offerors who are other than small businesses must have an approved subcontracting plan, in accordance with FAR 52.219-9.
Q4: Can you please confirm for us that the auction will be held on April 4th? I notice that on page 33, C.2, Price Proposal: that it mentions that pricing will be received on April 3, 2019.
A4: The auction will be held on April 4th. Amendment 0001 corrects this section.
Q5: Is the requirement to price to the City Gate and deliver enough volume to account for line loss?A5: See Section A8 Payment and Billing, C.2 Price Proposal, and Exhibit 1. Section A8 states, in part, “The Contractor shall base all invoicing on metered quantities at the customer meter and all bills must be in dth or mmbtu volumes.” C.2 Price Proposal states, in part, that “the offeror whose offer is accepted shall be obligated to furnish natural gas sufficient to meet HOTDs full natural gas requirements during the term of this contract.” Exhibit 1 notes that the volumes provided are citygate volumes. There is no provision for additional pass-through charges.
Q6. Will pricing include Utility Storage and Balancing?
A6. See Section C.2 which states: “The Contractor shall include any costs or penalties associated with activities upstream of the Delivery Point in its price (e.g.: charges for balancing, nominating, storage, pooling costs, upstream and capacity requirements, billing charges, etc)”
Q7: Please confirm that both WG&L accounts are IT (interruptible). The Excel account sheet shows as IT, but the T&C of the agreement reference both firm & IT accounts A7: See Exhibit 1. Both accounts are interruptible.
Q8: Please confirm if the GSA is asking for Burnertip pricing and billing or Citygate pricing and billing.
A8: See response to Q5.
Q9: One more question has to do with how much gas do the accounts have in their banks. Are they a large amount long or short?
A9: As of the February 2019 billing cycle, our information indicates that both accounts are long. Note the start date for any new contract awarded as a result of this solicitation is October 2020.
Q10: I have a question regarding account #120000263539. It appears as though this account decreases its consumption a few times per year (using roughly half of its load Feb, May & Oct-Nov.) Can you ask the customer if this usage patterns occur each year? It is possible that the plant goes down for maintenance.
A10: See the revised Exhibit 1 in Amendment 0001.
