THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE FOR MARKET RESEARCH ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS NOT A SOLICITATION. The purpose of this RFI is to gain knowledge of the interests, capabilities, and qualifications of various companies. It is not to be construed as a commitment by the Government. A contract will not be awarded as a result of this RFI. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests. Failure to respond will not in any way prevent a potential offeror from participating in future solicitations. All information provided will be given consideration and may influence the development of future solicitation requests. The General Services Administration (GSA), Office of Administrative Services OAS), is issuing this RFI notice to measure the interest and availability of vendors that can provide input based on the government’s need as stated below:

1. BACKGROUND:

GSAIT is responsible for the provisioning of shared services used by GSA employees and contractors. GSAIT, as the service provider for the agency, is continually looking for ways to better meet the management challenges inherent to an innovative, evolving agency seeking to become markedly more efficient, while meeting the continuously increasing expectations of its IT customers.

GSA and Government business is rapidly changing. Both are working long term to support “virtual offices.” GSA is a technology leader and is in line with the overall government corporate mission. The idea of virtual offices for employees across Government is consistent with how the government physical landscape has changed from traditional brick and mortar office space to virtual office space utilizing cloud technology. As an example, GSA and Government business communication has transformed primarily from paper to email, text messaging, instant messaging, and collaborative cloud environments. No longer are employees tied to desk phones or desktop computing, but employees are equipped with laptops, tablets, soft phones and smartphones designed to keep them in contact and connected virtually without being tethered to a specific physical location. Services like VMware have allowed employees the ability to be connected to data using any device anytime, and anywhere. Services like Google, which the agency currently uses, allow employees to directly connect to associates using any device, anytime, and anywhere.

These trends demonstrate the evolution towards the future of Federal offices and office spaces. The physical central office space footprint will be dramatically reduced with the advent of employees working virtually anywhere throughout the world. These are key business drivers that keep GSA in position to be a government leader and innovator to continue to drive efficiencies and economies of scale for the federal environment.

2. DESCRIPTION:

With GSA as a Government leader, the agency plays a strong role in delivering Government-wide innovative solutions that are leverageable by other federal government agencies and organizations. Cloud technologies, solutions and services like Google continue to be the very foundations to the next generation of Government Services to support the new Government Virtual Business. Therefore, GSA needs continuity of services to maintain high business standards and remain responsive and competitive to its customers. The complexity of GSA business demands minimal disruption with cost effective investments. Since its implementation in 2011, GSA has invested heavily in Google Apps and integrated them into many aspects of GSA business.

Examples include:

1. GSA Customer Relationship Management (CRM) Tool, a Salesforce-based offering supporting areas like GSA National Contact Center and servicing not only GSA, but the 24 CFO Act Agencies and the Small Agency Counsel with both email and messaging help services and contact with the public.

2. Outreach and automated email distribution tools.

3. Daily business requirements for email, messaging, mobile messaging, video conferencing, voice over IP (VOIP), documents sharing and management, litigation hold, archiving, eDiscovery and mobile device management.

4. Rule based integration with GSA’s email automation tools and Force.com applications.

5. Google services are integrated with GSA’s Active Directory using SecureAuth for SSO on network and 2 Factor Authentication off network.

6. Google Cloud Directory Sync is used to sync GSA’s Active Directory with Google accounts and IAM.

7. GSA has invested in third party tools such as CloudLock which is designed to provide additional security around the Google Drive platform.

8. GSA currently has >138 TB of data stored in Google Mail and >14 TB of Google Drive data.

9. Google Drive is now being used as the primary storage mechanism for users' data files.

10. Google email relay functionality supports integration with on-premises email relay systems to allow emails generated on internal servers and devices to be subject to the same content, attachment, and other compliance rules prior to delivery to the recipient as messages generated inside the Google ecosystem.

Today, GSA has over 25,000 licenses for Google Workspace, formerly Google for Business to support its diverse population and devices worldwide. In addition, GSA has over 34,000 Archive user licenses to support records management and the option to purchase up to 5,000 additional Google Enterprise licenses to support multiple external entities licensing requirements.
