About this file

This document is a limited sources justification for a logical follow-on task order to provide Workiva WDesk software licensing and access to the GSA Office of the Chief Financial Officer for a 12-month base period and one 12-month option period. The estimated value of the task order is $3 million. The justification cites FAR 8.405-6 for issuing the logical follow-on task order to the incumbent vendor, Vertosoft LLC, through their GSA Multiple Award Schedule contract to ensure GSA meets statutory deadlines for year-end financial reporting to Congress in November 2023 and subsequent 508 compliance. GSA conducted market research by issuing a request for information to 10 vendors and determined only 3 had capabilities meeting requirements, with Workiva and HighBond cited as approved solutions. The justification was certified by the contracting officer, contracting officer representative, project manager, one level above contracting officer, and competition advocate.

LIMITED SOURCES JUSTIFICATION FOR MULTIPLE AWARD SCHEDULE (MAS) ORDER

iaw FAR 8.405-6(a)(1)(C) (LOGICAL FOLLOW-ON)

1. Agency and Contracting Activity.

This requirement is in support of GSA, OCFO - Office of the Chief Financial Officer (B), 1800 F Street, NW Washington, D.C. 20005. The contracting activity is Office of Internal Acquisition (OIA), 1800 F Street NW, Washington, DC 20405.

2. Nature and/or description of the action being approved.

a. Type of action:

The contract type for this requirement is a Firm-Fixed Price logical follow-on task order. The period of performance will consist of a 12 month base period from 9/30/2023 to 9/29/2024, and option year period 9/30/2024 to 9/29/2025. The overall estimated period of performance is 9/30/2023 - 9/29/2025. A logical-follow to the previously competed GSA OAS task order 47HAA018F0456 will be issued to Vertosoft, LLC for a 12-month base and One 12-month option period for the Workiva WDesk software licensing . The logical follow-on action will be a firm-fixed price task order to Vertosoft, LLC via their GSA Multiple Award Schedule GS-35F-688GA for a period of a 12-month base andOne 12-month option period. Vertosoft, LLC is a small business.

The General Services Administration’s Office of the Chief Financial Officer (OCFO) has a need for a SaaS FRAIC Collaboration tool that provides OCFO with the ability to meet Federal, internal and external financial management mission objectives. The tool shall be a web-based solution that is used by the financial and non-financial personnel throughout the agency.

b. Amount the current LSJ is justifying:

The estimated value of this order, for the base and all option periods, is

3. A complete description of the supplies and/or services required to meet the agency’s needs.

This requirement is to provide the Workiva WDesk Tool to GSA for a 12-month base + One 12-month option period at an estimated cost of . OCFO uses the Vertosoft, LLC provided software, Workiva WDesk, for statutorily required year end financial reporting and internal controls tracking.

4. The authority and supporting rationale (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. (Select one of the following options and delete all others that do not apply)

FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

GSA/OCFO requires a 2-year (1-year base with 1-year option) Logical Follow-On task order, following the current task order PoP end date of 9/29/2023. OCFO uses the Vertosoft, LLC (Small Business) provided software, Workiva WDesk for statutorily required year end reporting.

Previous task order /47HAA018F8044 was competed and awarded in 2018. GSA has a hard deadline to submit Financial Reporting deliverables to the Congress in November 2023. There is not sufficient time to recompete the current task order and get another one in place that fully meets GSA OCFO’s technical requirements without risking a missed deadline in November 2023. Further, GSA has invested time and resources to customize the software to accommodate Internal Control deliverables to include internal control reviews and the statement of assurance.

Both processes provide the structure for GSA to monitor the internal control environment and are reported in the annual Agency Financial Report.

All executive agencies, including GSA, are required, per the Chief Financial Officers Act of 1990 and the Accountability for Tax Dollars Act of 2002, to prepare and submit audited financial statements to OMB and the Congress. These financial statements are currently housed in the WDesk software, and GSA requires using the software to meet this mandate.

Once the AFR is submitted, GSA is required to bring the report into 508 compliance by December 15, 2023. The 1 year contract with a 1 year option period Logical Follow-On allows GSA to meet required deadlines and plan for the transition of services to a new vehicle as applicable. Specifically, the tentative milestones for the acquisition planning and recompete of this requirement are as follows over the next 2 years:

Milestones:

● Market Research: January 2024

● Acquisition Planning: February 2024

● RFQ Issued: April 2024

● Evaluation team review: June 2025

● Transition to new Solution: September 2025

Workiva is currently FedRAMP authorized at the Moderate impact level. Please see here:

https://marketplace.fedramp.gov/products/FR1726564822.

In light of the above-stated circumstances, GSA OCFO requires a logical follow on to bridge this time until OCFO can recompete this requirement. The annual Agency Financial Report cycle begins in August and is due to OMB and other external parties November 15, 2023 and the termination or transition to a new provider would prevent GSA from meeting this deadline.

5. A demonstration by the ordering activity- Contracting Officer- that the order represents the best value consistent with FAR 8.404(d).

GSA created an IGCE for this acquisition based on Vertosoft, LLC’s GSA MAS pricing schedule and budgetary quote for the requirements sought which have already been determined fair and reasonable by GSA’s MAS CO. Overall, this order represents the best value.

6. A description of the market research conducted among schedule holders, and the results of the research, or a statement why market research was not conducted.

GSA issued the Requests for Information (RFIs) (RFI_OCFO04182023) on 4/18/23 to SAM.Gov, GSA eBuy and NASA SEWP V. 10 vendors responded. A review of the 10 vendors was conducted and only 3 were found capable of meeting the requirements. GSA analyzed these vendors’ capabilities and the results are as follows:

1. Emergent LLC: Familiar with cloud solutions. Positives: They have a product called Oracle Fusion Financial Reporting Compliance Cloud Service. They are FEDRAMP certified. Offers data migration into their tool and a gap analysis between the legacy data and their tool. Negative:

Charges by the user (Pooled Named User metric, which takes the total number of users each month, multiplies it by 12 months, and accounts for an aggregate number of users. We have had issues in the past with how Oracle counts and charges for users - note the word aggregate.) Big negative is the price. Even with an existing tool, the write up talks about " . . . recommending full requirements and design phases be completed up front to ensure understanding of requirements and alignment on solution design. This will then be followed by four (4) build iterations; the purpose of breaking the build into four iterations is to provide users with an opportunity to see, interact with, and provide feedback on the solution" and shows a timeline of 14 months. Not a tool we could use out of the box. Areas of concern: the tool Oracle Risk Management is a module within Oracle Fusion Cloud ERP. The demonstration talks about auditing 100% of the payment related transactions. GSA is not using Oracle as our ERP provider.

2. Metrics LLC: Quote mentions the OneStream platform for budget formulation, budget planning, budget execution, milestones, performance management, earned value, and scenario analysis. GSA is using OneStream for budget formulation. The quote mentions GSA currently has an additional 300 unused licenses of OneStream. Positives. FEDRAMP moderate certified.

Negatives. The OneStream tool would need further development to address internal controls monitoring and financial reporting. Pricing is based on licenses.

3. Groundswell: Uses the Appian tool. The Appian platform describes databases, analyzing processes, process mining and automating business processes. It can be used to develop applications. "Based on the task order, we will confirm the scope, plan for transition, finalize the work breakdown structure (WBS), integrated master schedule (IMS), Product Backlog, and budget, enabling us to identify the resources required for each task." Not a tool we could use out of the box. Positives: FEDRAMP Moderate.

4. IBM: RFI talks about the Appian tool. The Appian platform describes databases, analyzing processes, process mining and automating business processes. It can be used to develop applications. The write up says typically will take 6 months to get the proposed tool up and running. The write up says "IBM has proven capability in implementing technology to assist organizations with establishing an ERM framework." Not a tool we could use out of the box.

Positives: Security and Cloud services have a FedRAMP High. Appian provides Word, Excel and PowerPoint document viewer that can be used to show .docx, .xlsx, and .pptx files instead of .pdf

IBM No

Workiva Yes

Workiva: Offers SaaS solution We have experience working with their AFR workspace The internal control workspace took longer to develop and implement Workiva offer version control Positive:

FEDRAMP certified x x x X files. Appian can integrate with external content repositories such as Google Drive.Appian Document Management can be used to create PDF templates.

5. RV Global Solutions: Submission did not speak to any products. They have experience in IT specifically mentioning Amazon Web Services (AWS), collaborative environment (Google Cloud) and agile development. They could help us develop an Internal controls and AFR solution but I do not think they have anything ready to go.

6. Assent Advisory Group: AAG uses "readily available resources including Microsoft SharePoint, Commercial Off the Shelf (COTS) applications paired with our team's deep knowledge of the Audit Remediation landscape to deliver our Audit Remediation Solution." Not FEDRAMP Certified.

Vendors capable of meeting the requirements:

1. Kearney and Company: Write up mentions their ability to collect data from a multitude of data sources, transform it for analysis, and visualize it in an interactive format for powerful storytelling. As a CPA firm familiar with audits, financial management, risk management, and internal controls. Positives: HighBond is a COTS tool that can be used for ERM, Internal Controls, and Audit programs. Data migration and configuration part of the implementation.

Capable of importing data from Excel, MSOffice and PDF documents. FEDRAMP moderate certified. Negative: based pricing on 300 users. Note: 12 week implementation with a 6 month window to attain authorization to operate (ATO).

2. OnSpring Technologies . Onspring’s Software as a Service (SaaS) is a platform that analyzes manual processes, relates data from multiple sources, process workflows and reporting. The RFI says "Onspring offers a full suite of GRC solutions to . . . ready to go out-of-the-box. if we use "pre-configured workflows'' or customize the tools. OnSpring has an Internal Audit & Assurance solution. Positives: FEDRAMP Moderate.

3. Workiva: Offers SaaS solution. We have experience working with their AFR workspace. The internal control workspace took longer to develop and implement. Workiva offers version control.

Positive: FEDRAMP certified.

7. Any other facts supporting the limited sources justification. (List any other facts not otherwise categorised in the LSJ.)

None.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies or services is made.

GSA OCFO and OAS OIA will be performing additional market research to identify the alternatives to the current FRAIS solution.
