About this file
This document contains questions and answers regarding solicitation number 47HAA023Q0089 for a Commercial off-the-Shelf Data Quality Subscription. The General Services Administration seeks a vendor to incorporate specific Dun & Bradstreet data metrics into contractor responsibility reports for approximately 500 users. Required metrics include business structure information like ownership, mergers and acquisitions, affiliates and subsidiaries. Additional desired data points are supplier risk information, financial information such as revenue and credit scores, and business details. The vendor will need to determine if requested Dun & Bradstreet data can be accessed on demand through their application or must be stored in an internal database. The contractor responsibility reports are anticipated to include Dun & Bradstreet metrics for all reports requested by the Federal Acquisition Service users under contract line item number 003.

Government Response to Questions and Answers for RFQ 47HAA023Q0089
Title: Commercial off-the-Shelf (COTS) Data Quality Subscription
# Section # Offeror's Questions GSA Response
3.6 PWS
Can the GSA please describe and provide the specific information on the number and type of Dun & Bradstreet reports that GSA is looking to be incorporated into a Contractor Responsibility Report, such as Dun & Bradstreet’s Business Information Report or the Business Credit Report?
There are not specific Dun & Bradstreet reports that GSA is looking to add to Contractor Responsibility Reports in their entirety. There are specific data areas that are desired at a minimum. GSA is open to other suggestions from the offeror when developing the report. Answer to #2 provides the data types GSA has identified as valuable.
3.6 PWS
If there is not a specific Dun & Bradstreet report that is required by GSA, is there a particular metric or set of data points that GSA requires such as: the PAYDEX Score or Supplier Evaluation Risk?
Business structure:
Ownership information, Mergers and acquisitions, Family tree: List of affiliates and subsidiaries, Location (i.e. China)
Supplier risk data:
Supplier relationships, Supplier evaluation risk rating, Supplier risk score analysis
Financial information:
Financially solvent, Revue, Credit score, Financial stress score, Credit limit recommendation, Payment habits, Payment summary, Payment history, Advanced Paydex + CLR, Regulatory filings
Business information:
Business summary, Credit capacity summary, Viability rating, Business history, Business registration, Government activity summary, Operations data, Industry data, Financial statements, Public filings, Full filings
3.6.1 PWS
Can GSA please clarify if it is being requested that Dun & Bradstreet data to be stored in the offeror’s internal database, such that GSA can then run on demand and ad hoc reports against that extracted Dun & Bradstreet data?
GSA will want the information accessible in each Contractor Responsibility Report and through report created on the site.
The vendor will need to determine if that is feasible as an on-demand request from Dun & Bradsteet or if it must be stored on the offeror's internal database.
3.6 PWS
Regarding Section 3.6 in the PWS, is there an anticipated threshold or maximum number of Contractor Responsibility Reports that will also include a Dun & Bradstreet Report (or metrics)?
GSA would anticipate that the metrics/data points would be included in each Crontractor Responsibility Report associated with CLIN 003 (all those requested by FAS's 500 users).
